I am writing to invite you to contribute to the PROTECCT research project (Protection against Climate-Related Social Risks in Europe: A Comparative Perspective), funded by the French National Research Agency (ANR) and primarily based at Sciences Po.

The project examines how European countries protect populations against the social risks associated with climate-related hazards, including heatwaves, floods, storms, droughts, and wildfires. Within this framework, we are focusing in particular on the transport sector and on the mechanisms put in place to ensure that transport infrastructure and services can withstand, adapt to, and respond to climate-related risks.

We are currently collecting information through an expert questionnaire focusing on:

• the governance of climate adaptation in the transport sector, including adaptation planning, institutional arrangements, infrastructure resilience, and the implementation of adaptation measures;
• the continuity, accessibility, and prioritisation of transport services during climate-related disruptions and emergencies;
• measures aimed at maintaining mobility for affected populations and territories, including service continuity obligations, emergency transport arrangements, and mechanisms for priority access.

Throughout the questionnaire, “transport” refers both to transport infrastructure (e.g. roads, railways, ports, and urban transport systems) and to the organisation, operation, and management of transport services.

The questionnaire focuses on measures currently in force, even if they were adopted some time ago, as well as temporary or ad hoc interventions implemented between 2020 and 2025, such as emergency funds, special decrees, or official alerts.

The questionnaire is relatively detailed and may take some time to complete. However, any contribution, including a partial response, would be very valuable to our comparative analysis. You do not need to answer every question if some fall outside your area of expertise.
