Dear Mr Vents Armands Krauklis,

Thank you for the letter No 3.9/26/680 submitted to us on 20 August 2026 requesting an extension

of the deadline for signing the Subsidy Contract for the project EE-LV00231 “Valga-Valka

Strategy” until 1st of November 2026. We apologize for the delayed reply, but as there is no

precedent within the Programme, we had to investigate and analyze all potential implications for

the implementation of the project.

We recognise the seriousness of the situation, and we are sorry to learn of the challenges faced by

Valka Municipality. At the same time, we greatly appreciate your commitment to the

implementation of the project and to successful cross-border cooperation with your Estonian

partner.

Considering the circumstances described in your letter, we are prepared to extend the deadline for

signing the Subsidy Contract until 1 November 2026. By that date, we kindly ask you to inform

us whether Valka Municipality is able to proceed with the project and assume the commitments

arising from the Subsidy Contract. The project implementation should start at the latest on 1

January 2027 to finalize all the planned activities as stated in the approved application form by the

end of the Programme eligibility period which is 31 December 2028. If it becomes evident that

the project cannot commence on 1 January 2027 or cannot be implemented within the Programme

eligibility period, the Managing Authority may need to withdraw its funding decision and release

the funds allocated to the project for other Programme purposes.

As the project start date specified in the draft Subsidy Contract (1 September 2026) can no longer

be maintained, the current version of the Subsidy Contract (No. 11.1-4/26/210) cannot be used for

project implementation. Once the situation has been clarified, the Managing Authority/Joint

Secretariat will prepare and issue an updated contract reflecting the revised implementation

timetable. As soon as the reasons for postponing the signing of the contract are clarified, a new

contract will be issued by the Managing Authority/Joint Secretariat.

We would appreciate receiving an update on the situation no later than 1 November 2026, or earlier

should any significant developments occur.

current situation.
