Your Ref: 18.09.2026 Our Ref 30.09.2026 No 5-6/7088
Final confirmation of Estonia’s commitment to purchase AI compute access time from the selected AIGF Dear Mr Anders Dam JENSEN,
Thank you for your letter of 18 September 2026 concerning Estonia’s final commitment to purchase a share of AI compute access time and related services from the selected AIGF.
With reference to Estonia’s Commitment Letter submitted as Annex III to the Joint Procurement Agreement, and following the minutes of the meeting of the Government of the Republic of Estonia of 24 September 2026, I hereby confirm that Estonia’s commitment set out in that letter remains unchanged and can be considered as definitive.
Accordingly, Estonia confirms its commitment for Phase I of up to EUR 20 million to purchase AI compute access time from a physical constituent site located in the territory of Estonia, as part of the relevant multi-country multi-site AIGF Consortium selected for funding and awarded the Framework Contract in the territory of Finland, in the Lot ultimately determined by Finland.
Estonia remains committed to contributing to the development of European AI infrastructure and to close cooperation in the Nordic-Baltic region. The Government’s decision of 24 September 2026 is also based on the understanding and expectation that the European Commission’s corresponding offtake will be allocated proportionally to the physical constituent site located in Estonia, in line with Estonia’s financial commitment and the capacity established at that site. This understanding was further clarified in exchanges between the relevant experts during the tender preparation phase.
We wish the EuroHPC JU every success with the procurement process and look forward to its successful outcome, which we hope will contribute to strengthening AI compute capacity and capabilities across the Nordic-Baltic region. Yours sincerely, (signed digitally) Liisa-Ly Pakosta The Minister of Justice and Digital Affairs Encl.: EE - AIGF commitment letter - annex III Kristel Rillo +372 53049243 [email protected]
