Under §§ 6, 13 and 14 of the Public Information Act (avaliku teabe seadus), I hereby submit an information request (teabenõue) to the Information System Authority (RIA), as the authority responsible for the Andmejälgija (Data Tracker) service registered in
RIHA.
Requester: Marcos Eduardo Miranda, lawyer, Rio Claro, São Paulo, Brazil. Contact e-mail:
[email protected]. I am writing a book, to be published in Brazil, on the right of individuals to know which public authorities have accessed their personal data,
in which the Estonian Data Tracker is examined as a reference model.
I kindly request the following information or documents, for the period from the launch of the service (2017) to the most recent date available, in any existing format (table, report or extract):
-
Usage statistics of the Data Tracker on the state portal eesti.ee: the number of persons who viewed their data usage log, and the number of views or queries, per year (or per month, if that is how the data is kept).
-
The current list of information systems (databases) connected to the Data Tracker, with the date on which each system was connected, and, if available, the number of data usage records transmitted by each system per year.
-
Whether the information systems of the Police and Border Guard Board, the Tax and Customs Board and the Internal Security Service were connected to the Data Tracker by 1 October 2026, as required by § 11⁹ (2) of the Act implementing
the Code of Civil Procedure and the Code of Enforcement Procedure, and the date of connection of each.
-
Any statistics or records held by RIA on complaints, inquiries or requests for explanation submitted by persons as a result of information seen in the Data Tracker (for example, inquiries forwarded to data controllers or to the Data
Protection Inspectorate).
-
Whether version 3 of the Data Tracker data submission protocol (published in the e-gov/AJ repository) is in production, and from what date.
If RIA does not hold some of this information, I kindly ask that the request be forwarded to the competent authority, pursuant to § 21 (1) of the Public Information Act, with notice to me.
Preferred form of reply: by e-mail, in electronic documents (PDF, XLSX or CSV). A reply in English would be appreciated; a reply in Estonian is also acceptable.
Thank you for your attention.
Yours faithfully,
MARCOS EDUARDO MIRANDA
