Dear Minister,
We are writing to share the attached Dublin Declaration on Trusted, Safe and Sovereign Artificial Intelligence, which Ireland intends to launch in connection with our forthcoming National AI Summit. The Declaration sets out a shared vision for European cooperation on AI safety, resilience, innovation, infrastructure, skills and technological sovereignty.

Dear Minister,
I am writing to you in advance of Ireland's forthcoming National AI Summit to invite your support for the attached Dublin Declaration on Trusted, Safe and Sovereign Artificial Intelligence.
Artificial intelligence represents one of the most profound technological transformations of our time. It presents Europe with a significant opportunity to strengthen productivity, enhance public services, accelerate scientific discovery and reinforce our economic competitiveness. At the same time, it raises important questions of safety, resilience, security and strategic autonomy that require a coordinated European response.
Ireland has developed the attached Declaration as a practical statement of shared ambition. It reflects a conviction that Europe's success in the age of AI will depend not only on effective governance and regulation, but also on our collective ability to build and deploy AI capabilities at scale. Europe must be a creator, builder and adopter of advanced AI technologies, supported by world-class infrastructure, talent, research excellence and innovative enterprises.
The Declaration therefore seeks to advance cooperation among Member States in strengthening AI safety and resilience, accelerating the adoption of trusted AI across our economies and public services, investing in strategic digital and computing infrastructure, supporting European innovation, and building the skills and capabilities necessary for long-term leadership in artificial intelligence. Particular emphasis is placed on strengthening European technological capacity and sovereignty, enabling Europe to shape its own digital future while remaining open, innovative and competitive.
At a time of increasing global competition in AI, it is essential that Europe acts with ambition and purpose. By working together, Member States can help build the scale, expertise and industrial capability required to ensure that European businesses, researchers and citizens can fully benefit from the opportunities that AI presents. A more capable Europe will also be a more resilient Europe, better positioned to safeguard its values, security and prosperity.
The Declaration also recognises the importance of international engagement. While strengthening European capacity and capability must remain a central objective, we believe that cooperation with trusted and like-minded international partners will be essential to advancing safe, secure and beneficial AI globally. Through such partnerships, Europe can help shape international approaches grounded in openness, democratic values, mutual trust and technical excellence.
I would therefore be grateful if you would consider joining Ireland and other participating Member States in endorsing the Dublin Declaration. Your support would send a strong signal of Europe's collective determination to develop AI that is trusted, safe and sovereign, while ensuring that Europe has the capabilities, infrastructure and expertise necessary to compete and lead in the decades ahead.
My officials would be pleased to engage with your administration should you wish to discuss any aspect of the Declaration or the endorsement process.
I look forward to working closely with you on this important agenda.
Yours sincerely,
