Brussels and Dublin
Dear Chairman of the Judicial Council of Estonia, Mr. Villu Kõve,
On behalf of the European Network of Councils for the Judiciary (ENCJ), please accept our warm
congratulations on the establishment of the Council for the Judiciary in Estonia and our best wishes
for the successful fulfilment of its mandate. We welcome this important development in Estonia, as
Councils for the Judiciary play an important role in safeguarding and promoting judicial independence.
The Network of Councils for the Judiciary (ENCJ) unites the Councils for the Judiciary in the EU. It
reinforces an independent yet accountable judiciary and promotes best practices to enable the
judiciary to deliver timely and effective justice for the benefit of all.
Should you consider it useful, the ENCJ would be pleased to share its experience and expertise
concerning European standards and practices applicable to Councils for the Judiciary and the judiciary
in general. In particular, we would be happy to exchange views on matters relating to the composition
and functioning of the Council, which are important considerations in ensuring its effective role and
independence.
Thank you for your attention.
I look forward to your response.
Sincerely yours,
Brian O’Moore President of the ENCJ
