RIIGIKOGU
H. E. Juris Pëkalis Ambassador of the Republic of Latvia to the Republic of Estonia
S September 2026 No s—P/z -
Your Excellency,
I am writing to you as a Member of the Riigikogu regarding the planned fourth electricity interconnection between Estonia and Latvia. The project is currently receiving considerable public attention in Estonia, as the planning process for the infrastructure crossing mainland Estonia, and the islands of Muhu and Saaremaa is progressing and consultations with affected communities are taking place.
I understand from publicly available information that the project is being developed jointly by the Estonian transmission system operator Elering and the Latvian transmission system operator ALlgstsprieguma tikls (AST), and that preparatory activities are also under way on the Latvian side.
In order to obtain a clearer understanding of the project from the Latvian perspective, I would be very grateful if the Embassy could kindly assist me in obtaining information from the Government of Latvia on the current state of the project. In particular, I would appreciate clarification on the following matters:
I. What decisions or commitments has the Government of Latvia made to date concerning the construction of the fourth Estonia—Latvia electricity interconnection?
2. What planning, environmental assessment, permit procedures or other preparatory procedures are currently being undertaken on the Latvian side, and what is their expected timetable?
3. What investments in Latvia’s domestic transmission grid are considered necessary for the interconnection to become operational, and which of these investments have already been approved or initiated?
4. How is Latvia currently envisaging financing its share of the project, including possible use of Connecting Europe Facility funding, congestion revenues, transmission tariffs or other sources?
5. To what extent is the fourth Estonia—Latvia interconnection intended to facilitate the connection of offshore wind generation, including ELWIND and other offshore wind projects, to the Latvian and Estonian electricity systems?
6. Has there been an agreement, either between the governments of Estonia and Latvia, or between AST and Elering. concerning the allocation of the construction costs and future responsibilities associated with the interconnection and the related domestic grid reinforcements?

My purpose in raising these questions is to gain a precise understanding of how the project is viewed and developed on both sides of the border, and get information on the respective responsibilities and financial commitments of Estonia and Latvia.
I would be grateful if you could forward these questions to the appropriate authoiities in Latvia and share with me any information they give in their responses.
Please accept, Your Excellency, the assurances of my highest consideration.
