Subject: For the attention of the Social Affairs Committee (Sotsiaalkomisjon) — Estonia's endorsement of Bucharest Pride 2026 and the exposure of minors
To the Social Affairs Committee of the Riigikogu (Sotsiaalkomisjon)
Dear Members of the Committee,
Asociația Patria Prima is a Romanian civic watchdog organisation working on rights, liberties and the accountability of public and private power (Registration No. 2031/A/2025, National NGO Registry), based in Bucharest.
1. THE FACTS
On 11 June 2026, Estonia's diplomatic mission accredited to Romania signed a joint statement of support for Bucharest Pride 2026, together with the missions of twenty-seven other States. The statement is published on the website of the Embassy of France in Romania:
https://ro.diplomatie.gouv.fr/ro/declaratie-comuna-cu-ocazia-bucharest-pride-2026
The event, organised by the ACCEPT Association, comprised an eleven-day festival from 3 to 13 June 2026, an open-air area, Pride Park, in Izvor Park on 12 and 13 June, and a march in Bucharest on 13 June, gathering by the organisers' own estimate over 30,000 participants.
On 30 August 2026 we put this subject to the Estonian mission directly. We have received no answer to any of our questions. On 19 September 2026 we filed a request for documents with the Ministry of Foreign Affairs of Estonia (Välisministeerium), asking for the instruction under which the mission signed, and for the criteria applied before a mission lends Estonia's name to an event abroad.
2. OUR POSITION
By the organisers' own framing, the event is centred on themes of sexuality and sexual identity. Children were present at the march, including very young children. The photographic record referenced below documents it.
In Romania, by prevailing custom and public sentiment, exposing children to an event of this nature is regarded as unacceptable. The presence of minors at Bucharest Pride 2026 was perceived by a large part of the Romanian public as a revolting practice, and it was so perceived precisely because the event carried the public endorsement of twenty-eight foreign States, Estonia among them.
That endorsement was given for an event organised with no age-access policy, no rule on the supervision of minors, no segmentation of the programme and no information to parents about its content. As far as any published record shows, not one of the endorsing missions asked a single question about the children who would be there. A State that puts its name to a mass public gathering assumes responsibility for what it endorsed.
Photographs of minors at the march, taken from material already published publicly on Facebook, Instagram and Reddit, are collected

3. WHY WE WRITE TO THE COMMITTEE
We write to this Committee because its mandate covers children and families. The organ concerned here is an Estonian diplomatic mission, acting under a Ministry that answers to the Riigikogu; the children concerned are those who were present at an event that mission publicly endorsed. The Committee has the standing to ask the Ministry of Foreign Affairs what its missions sign, on whose instruction, and whether the protection of minors entered into the decision at any point. The mission's silence towards a civic organisation is one thing; the Ministry's answer to a parliamentary committee is another.
4. REQUESTS
(a) That the Committee ask the Ministry of Foreign Affairs to account in writing for the instruction, or the absence of one, under which the mission accredited to Romania signed the joint statement of 11 June 2026.
(b) That the Committee state its view on whether an Estonian mission should endorse a mass public event abroad without ascertaining whether any policy exists for the protection of minors attending it.
(c) That we be informed of the Committee's decision on this request, and of the registration number under which it is recorded.
We do not request confidentiality. We will publish any answer we receive in full, as well as the absence of one.
Respectfully,
Dracopol Stefan-Sebastian
