Hello
Thank you for your follow-up letter and for the additional clarifying questions.
1. The Data Tracker (Andmejälgija) is a technical tool that displays log records of queries made by connected authorities into connected databases, depending on which databases and authorities have been integrated. The Information System Authority (RIA) maintains the Data Tracker infrastructure itself, but we do not hold detailed information on which specific queries — such as those made through the enforcement register to credit and payment institutions.
To obtain these details, we would recommend that you turn directly to the competent authorities — the Police and Border Guard Board, the Tax and Customs Board, and the Internal Security Service — who are responsible for their respective integrations and for the content they display in the Data Tracker.
2. A "unique visit" refers to a visit to the Data Tracker portal associated with one personal identification code (i.e., one individual). It indicates how many distinct persons have used the portal, rather than the total number of sessions.
A "query" refers to each search performed through the portal's usage log, sent to the relevant databases — not each individual usage record displayed.
Since a "unique visit" is already based on the personal identification code, data on the number of distinct users is, in effect, available: the number of unique visits corresponds to the number of distinct individuals who used the Data Tracker during the given period.
3. RIA does not maintain a centralized record of the exact connection date for each of the 20 integrated systems; this information is not part of the statistics kept by RIA and may vary depending on the authority responsible for each database. For the precise connection date, and for confirmation of a specific system's current integration status, we recommend contacting the responsible data controller directly.
Regarding the Medical specialist eBooking system (digiregistratuur): we would note that what was previously known as "Digilugu" (the Patient Portal) has since evolved into/become part of the National Health Information System (Tervise Infosüsteem). This change in naming and system structure may be relevant to your question, and we recommend directing your inquiry to the Health and Welfare Information Systems Centre (TEHIK).
We hope these clarifications are helpful, even where some points fall outside the scope of RIA's own records. Please do not hesitate to reach out if further clarification is needed.
Regards
Thank you very much for your prompt, kind and detailed reply of 7 October 2026. I am very grateful to you and to the Information System Authority for the time taken to gather the statistics and the list of connected systems. They are exactly the kind of official data that is missing from the public debate in Brazil, and they will be cited in the book with RIA as the source. Estonia's openness in answering a request from abroad is, in itself, a good example of the transparency the book discusses.

Dear Mr. Miranda,
Thank you very much for reaching out to us and for your interest in the Estonian Data Tracker (Andmejälgija) service. We are glad to hear that it is being studied as a reference model in your upcoming book on individuals' rights to know which public authorities have accessed their personal data, and we are happy to assist with your request.
1. Usage statistics of the Data Tracker on eesti.ee
Detailed statistics (number of unique visits, number of queries) are available from 2023 onward.
Annual summary:
• 2023: 120,647 visits, 757,119 queries,
• 2024: 286,252 visits, 931,556 queries,
• 2025: 279,385 visits, 3,363,290 queries,
• 2026 (January–September): 214,831 visits, 3,761,766 queries,
2. Current list of information systems connected to the Data Tracker
As of the date of this reply, the following information systems are connected to the Andmejälgija service:
1. The Register of Residence and Work Permits
2. Criminal Records Database
3. Register of Declarations of Interests
4. Police database POLIS
5. Land Register
6. Register of Occupational Qualifications
7. Register of taxable persons
8. Forest register
9. Police tactical command database
10. Register of Farm Animals
11. The Register of Agricultural Support and Agricultural Parcels
12. Population Register
13. Estonian Medical Prescription Center
14. Social Security Information System
15. Social Services and Benefits Registry
16. The Enforcement Register
17. Health information system
18. Labour Inspectorate's Work Life Information System
19. Unemployment Insurance Fund Database
20. Register of Service and Civilian Weapons
3. Connection of PPA, MTA and ISS systems by 1 October 2026
Based on the list of information systems currently connected to the Andmejälgija service, PPA (Politsei- ja Piirivalveamet) is represented through the Police Database POLIS and the Police Tactical Command Database, and MTA (Maksu- ja Tolliamet) is represented through the Register of Taxable Persons. These systems therefore appear to already be connected.
4. Statistics/records on complaints or inquiries related to the Data Tracker
RIA does not separately measure or maintain statistics on complaints, inquiries, or requests for explanation submitted by individuals as a result of information seen in the Data Tracker. If more detailed information on this matter is required, we recommend contacting the Estonian Data Protection Inspectorate https://www.aki.ee/ (Andmekaitse Inspektsioon), as they may be able to provide further clarification.
5. Status of Data Tracker data submission protocol version 3
The Data Tracker (Andmejälgija) version 3 protocol is currently being updated and is not yet actively in use in production. It can already be reviewed/consulted in its current form. This update is connected to the planned change making the use of the Data Tracker mandatory.
