Honorable Mr. Liina Vahtras
Minister of Economy and Industry
Dear Mr. Liina Vahtras,
On behalf of the Academy of the Ministry of Finance of Georgia, I am pleased to inform you that, within the framework of the Memorandum of Understanding signed between the Academy of the Ministry of Finance of Georgia and the International Bank for Reconstruction and Development (IBRD), we are launching our joint training, entitled “DMSC-108 An Introduction to Sampling Methods for Household Surveys” under the ECA Capability Center to Strengthen Data Systems for Policy Impact Programme.
The training will be held at the Academy of the Ministry of Finance of Georgia from 23 November to 27 November 2026 and will bring together experts and practitioners from National Statistical Offices and Ministries of Economy across the Europe and Central Asia (ECA) region.
Course Description
The five-day introductory-level course provides an overview of the principles of sampling, weighting, and estimation with a focus on sampling for household surveys. The material presented in the course offers a strong understanding of the conceptual fundamentals of sampling, complemented by basic mathematical foundations, as well as practical examples and scenarios for the typical household survey context. The course focuses first on the core areas of sampling including basic concepts, the foundational simple random sampling approach, stratification and allocation, as well as clustering and multi-stage sampling. This is followed by an in-depth discussion of sample size determination and power calculations with practical examples and exercises. Lastly, the course addresses different elements and stages of survey weight calculation.
As the training will be delivered in English, participants should possess English language proficiency at a minimum B2 level to fully benefit from the course.
Learning Objectives:
Understand the essential considerations for design of a household survey sample, including the interpretation and evaluation of proposed sampling designs.
Determine the minimum sample size needed for a household survey. Understand the concepts and procedures for calculation of survey weights. Perform estimations from complex household surveys including proper estimation of the variance of an
estimator.
Experts and Trainers
The training will be delivered by World Bank staff from the Distributional Impact Policies Unit and the DEC Data Center for Development Policy.
13 October 2026 N 23/76710
Target Audience
Survey practitioners or statisticians from National Statistical Offices, other government agencies, research and academic institutions, or international organizations who are engaged in household survey design - especially (though not exclusively) those directly involved in designing survey samples and analyzing survey data.
Expected Number of Participants
We anticipate a cohort of approximately 20-25 participants. We kindly invite your institution to nominate one to two technical staff members. Depending on the final number of participants and the available capacity, we will endeavor to accommodate both nominees whenever possible.
Logistical Arrangements
The Academy of the Ministry of Finance of Georgia, as the host institution, will cover the following costs for all selected participants:
Hotel accommodation;
Breakfast and dinner at the hotel;
