Setting-up of the Steering Committee of the Support Measure “Supporting Social Inclusion” of the Swiss-Estonian Cooperation Programme
Pursuant to Section 13(1) of Government Regulation No 62 of 9 June 2022 “Statutes of the Ministry of Culture” and Section 3(3),6) of Government Regulation No 49 of 1 August 2024 “Conditions and procedure for using the support of the Swiss-Estonian Cooperation Programme for the years 2022-2029” and in accordance with Article 5 of the Support Measure Agreement on the support measure “Supporting Social Inclusion” concluded between the Swiss Agency for Development and Cooperation and the State Shared Service Centre on 31 May 2024:
1. I hereby set up the Steering Committee of the Support Measure “Supporting Social Inclusion” of the Swiss-Estonian Cooperation Programme in the following composition:

Kärt Kallion
Head of Foreign Financing of the Finance Department of the Ministry of Culture, representative of the programme operator, whose deputy member is Olga Gnezdovski, Coordinator of the Estonian-Swiss Cooperation Programme in the Finance Department of the Ministry of Culture
Voting Members:
Co-Head of the Swiss Contribution Office, whose deputy member is Ms Ieva Junevičienė Sandra Prince, National Programme Officer at the Swiss Contribution Office
Evelin Liechti

Helena Musthallik
Programme expert at the Cross-Border Cooperation Programme Management Division of the Grant Development Department of the State Shared Service Centre, representative of the National Coordination Unit

2. I hereby approve the tasks and rules of procedure of the Steering Committee as follows:
2.1. The tasks of the Steering Committee shall be to:
2.1.1. supervise the progress of implementation of the support measure and make suggestions for improvements;
2.1.2. approval, in accordance with Article 4.12(5) and (6) of the Regulation on the implementation of the second Swiss contribution to selected Member States of the European Union to reduce economic and social disparities within the European Union, any modifications to the Support Measure based on the proposal by the Executing Agency.
2.2. Rules of procedure of the Steering Committee.
2.2.1. The working format of the Steering Committee shall be a meeting and the working language shall be English.
2.2.2. On the initiative of the members of the Steering Committee, the Chair shall have the right to invite representatives of implementers, partners and other organisations to attend the meetings of the Steering Committee as observers.
2.2.3. The quorum shall be constituted by members with the voting right: the National Coordination Unit, the Swiss Contribution Office and the Programme Operator.
2.2.4. The decisions of the Steering Committee shall be based on consensus among the members with voting rights.
2.2.5. The Steering Committee is served by the Finance Department of the Ministry of Culture, which:
2.2.5.1. organise the meetings of the Steering Committee. Invitations, together with the provisional agenda and relevant documents, shall be sent to all members of the Steering Committee no later than 10 working days before the meeting;
2.2.5.2. prepare the minutes of the meetings recording the decisions of the Steering Committee, consult all members on the draft minutes and circulate the finalised minutes to all members of the Steering Committee of the Support Measure no later than 20 working days after the meeting.
2.2.6. The Steering Committee shall meet at least once a year.
2.2.7. On the initiative of the voting member, the Steering Committee may also take decisions by written procedure.
2.2.8. The term of office of the members of the Steering Committee shall expire on 31 August 2028.
