Delegations are invited to contribute to this item by sharing information on the state of their respective signature and ratification processes, as well as their views on the overall strategic direction of AI governance discussions within the Council of Europe. These contributions will be noted in order to inform the preparation of the CDNET’s future terms of reference.

Les délégations sont invitées à contribuer à ce point en partageant des informations sur l’état d’avancement de leurs processus respectifs de signature et de ratification, ainsi que leurs vues sur l’orientation stratégique générale des discussions relatives à la gouvernance de l’intelligence artificielle au sein du Conseil de l’Europe. The Secretariat will provide information on the procedure for adopting the CDNET’s terms of reference for the period 2028– 2031. It will propose that consultations be held until the end of 2026 on the following questions:

• the content of the CDNET’s new terms of reference (2028–2031);

• the relationship between the CDNET and the Conference of the Parties to the Council of Europe Framework Convention on Artificial Intelligence and Human Rights, Democracy and the Rule of Law, once the Convention enters into force.

Le Secrétariat fournira des informations sur la procédure d’adoption du mandat du CDNET pour la période 2028-2031. Il proposera que des consultations se tiennent jusqu’à la fin de 2026 sur les questions suivantes :

education qualifications The Secretariat and Mr Jordi ASCENSI SALA, invited expert, will present recent activities undertaken to support the dissemination and practical application of the HUDERIA Methodology and HUDERIA Model: Context-based Risk Analysis (COBRA) Resources.

The Secretariat will also introduce recent developments regarding online promotion of HUDERIA.

On the basis of that document and further written comments received on the draft, the Committee is invited to examine and adopt HUDERIA Model: Component No. 2 on “Recommendations on Roles and Responsibilities in AI Project Lifecycle” (document CDNET(2026)11rev1).

We would be grateful to receive your comments by then, so that the Secretariat can prepare a compilation for consideration by the Plenary.
