Process for the election of the Director-General

The Chair of the Executive Board of the World Health Organization (WHO) presents his compliments to Member States and has the honour to refer to the communication from the Director-General of 24 April 2026, by which Member States were informed, in accordance with Rule 62 of the Rules of Procedure of the Executive Board, that proposals of persons for nomination by the Executive Board for the post of Director-General may be submitted to the Chair, so as to arrive at WHO headquarters not later than 18:00 (CEST), on 24 September 2026.

The Chair of the Executive Board recalls that, in accordance with Rule 62 of the Rules of Procedure of the Executive Board, the proposals received, including the names of the candidates, will be announced and dispatched to all Member States after the closure of the last Regional Committee session prior to the session of the Board at which the nomination will take place, that is on or after 29 October 2026.

The Chair of the Executive Board further recalls that the names of persons acknowledged as prospective candidates are posted on the WHO website.

The Chair of the Executive Board refers to the first candidates’ forum required by Rule 62 and Annex 2 to decision WHA73(27) (2020), which will serve as a platform for candidates to make themselves and their vision known to Member States on an equal basis and be open to Member States and Associate Members. As agreed in decision EB159(3) (2026), the first candidates’ forum will commence on 18 November 2026 and, in view of the number of candidates, the Officers of the Board have decided that the first forum will be held for a duration of two days. The first candidates’ forum will take place at WHO headquarters in Geneva, Switzerland, in the Auditorium. It will be convened from 9:30 to 12:30 and 14:00 to 17:00 (CET) on 18 and 19 November 2026. The interviews of candidates at the first candidates’ forum will be conducted in accordance with the detailed arrangements set out in the Annex to decision EB159(3). Member States and Associate Members are invited to participate. Access to the Auditorium room will be limited to up to three persons per delegation. Interpretation will be provided in the six official languages and the candidates’ forum will be broadcast through a link on the WHO website accessible to the public.

Delegations wishing to participate in the forum should register at https://events.who.int/CF1. Registration will open from 21 October to 9 November 2026.

In view of limited capacity, the link will be deactivated at the close of the deadline with no further opportunity to register. During registration in CVENT, delegations are required to upload a Note Verbale, detailing the delegate(s) in the following format: email address, Country, name (first name and surname of the delegate).

Furthermore, in accordance with the Code of Conduct for the Election of the Director-General, the Secretariat will open a password-protected forum on the WHO website from 23 November to 20 December 2026. The web forum is an electronic forum for questions and answers open to Member States, and candidates wishing to participate. Each Member State may be granted up to three user accounts for access to the web forum. Further instructions will be communicated separately to Member States on how to register to create the accounts.

Additional information on the modalities of the web forum, including technical instructions on accessing it, will be provided to Member States in due course.

执行委员会主席指出，根据《执行委员会议事规则》第六十二条，将在提名候选人

的执委会届会前一年的区域委员会届会闭幕之后，即在 2026年 10月 29日或在此日期后，

向所有会员国公布并送交所收到的提名材料，包括候选人姓名。

执行委员会主席还指出，将在世卫组织网站上公布已被确认为准候选人的姓名。

执行委员会主席称，将根据《执行委员会议事规则》第六十二条和 WHA73(27)号决

Le Président du Conseil exécutif de l’Organisation mondiale de la Santé (OMS) présente ses compliments aux États Membres et a l’honneur de se référer à la communication du Directeur général en date du 24 avril 2026, par laquelle il informe les États Membres qu’en vertu de l’article 62 du Règlement intérieur du Conseil exécutif, les propositions de candidature en vue de la désignation pour le poste de Directeur général devaient être soumises au Président de façon à parvenir au Siège de l’OMS au plus tard le 24 septembre 2026 à 18 heures (HNEC).

Le Président du Conseil exécutif rappelle que, conformément à l’article 62 du Règlement intérieur du Conseil exécutif, les propositions reçues, y compris les noms des candidates et des candidats, seront annoncées et envoyées à tous les États Membres après la clôture de la dernière session des comités régionaux précédant la session du Conseil au cours de laquelle la désignation aura lieu, à savoir le 29 octobre 2026 au plus tôt.

Председатель Исполнительного комитета Всемирной организации здравоохранения (ВОЗ) свидетельствует свое уважение государствам-членам и имеет честь сослаться на письмо Генерального директора от 24 апреля 2026 г., в котором государствам-членам в соответствии со статьей 62 Правил процедуры Исполнительного комитета сообщалось, что они могут представить Председателю Исполкома предложения по кандидатурам для выдвижения Исполкомом на должность Генерального директора и что эти предложения должны поступить в штаб-квартиру ВОЗ не позднее 18:00 по центральноевропейскому летнему времени 24 сентября 2026 г.

Председатель Исполнительного комитета напоминает, что в соответствии со статьей 62 Правил процедуры Исполнительного комитета полученные предложения, включая имена и фамилии кандидатов, будут объявлены и направлены всем государствам- членам после закрытия последней сессии регионального комитета, предшествующей сессии Исполкома, на которой состоится выдвижение кандидатов, т. е. 29 октября 2026 г. или после этой даты.

Председатель Исполнительного комитета также напоминает, что имена и фамилии лиц, признанных потенциальными кандидатами, опубликованы на веб-сайте ВОЗ.

El Presidente del Consejo Ejecutivo recuerda asimismo que, de conformidad con el artículo 62 del Reglamento Interior del Consejo Ejecutivo, los pliegos recibidos, con los nombres de los candidatos, se anunciarán y enviarán a todos los Estados Miembros una vez clausurada la última reunión de un Comité Regional que se celebre antes de la reunión del Consejo en la que vaya a tener lugar la propuesta de nombramiento, es decir, el 29 de octubre de 2026 o después de esa fecha.

Asimismo, recuerda que los nombres de las personas reconocidas como futuros candidatos se publicarán en el sitio web de la OMS.

El Presidente del Consejo Ejecutivo se refiere al primer foro de candidatos, previsto en el artículo 62 del Reglamento Interior y en el anexo 2 de la decisión WHA73(27) (2020), en el que los candidatos podrán darse a conocer y presentar sus proyectos a los Estados Miembros en igualdad de condiciones. Podrán participar en este foro los Estados Miembros y los Miembros Asociados. De conformidad con lo acordado en la decisión EB159(3) (2026), el primer foro de candidatos comenzará el 18 de noviembre de 2026 y la Mesa del Consejo, teniendo en cuenta el número de candidatos, ha decidido que tenga una duración de dos días. Se celebrará en el auditorio de la sede de la OMS en Ginebra (Suiza) los días 18 y 19 de noviembre de 2026, de 9.30 a 12.30 horas y de 14.00 a 17.00 horas (hora central europea). Las entrevistas a los candidatos durante el primer foro se realizarán de conformidad con las disposiciones detalladas establecidas en el anexo de la decisión EB159(3). Se invita a los Estados Miembros y los Miembros Asociados a participar en el foro. Podrán acceder al auditorio un máximo de tres personas por delegación. El foro de candidatos dispondrá de servicios de interpretación en los seis idiomas oficiales y se transmitirá mediante un enlace público disponible en el sitio web de la OMS.

Las delegaciones que deseen participar en el foro deberán inscribirse a través de https://events.who.int/CF1 entre el 21 de octubre y el 9 de noviembre de 2026.

Debido a las limitaciones de aforo, el enlace se desactivará cuando finalice el plazo y no se admitirán nuevas inscripciones. Al inscribirse en la plataforma CVENT, las delegaciones deberán adjuntar una nota verbal con los datos de los delegados, en el siguiente orden: dirección de correo electrónico, país y nombre y apellidos de cada delegado.

Asimismo, en cumplimiento del Código de Conducta para la Elección de Director General, la Secretaría abrirá el 23 de noviembre de 2026 un foro protegido mediante contraseña en el sitio web de la OMS, que permanecerá abierto hasta el 20 de diciembre del mismo año. Se tratará de un espacio en línea de preguntas y respuestas abierto a los Estados Miembros y a los candidatos que deseen participar. Cada Estado Miembro podrá disponer de hasta tres cuentas de usuario para acceder al foro. Las instrucciones para registrarse y crear dichas cuentas se enviarán por separado a los Estados Miembros.

Además, se les enviará oportunamente información adicional sobre el funcionamiento del foro en línea, incluidas las instrucciones técnicas necesarias para acceder a él.

El Presidente del Consejo Ejecutivo aprovecha la ocasión para reiterar a los Estados Miembros el testimonio de su más alta consideración.
