Estonia has established itself as a global leader in digital governance.
I believe the next opportunity is to build on this remarkable foundation
by exploring how Estonia can become a Global Sovereign AI Hub, developing
trusted AI capabilities that strengthen its digital independence while
creating new economic opportunities for Estonian businesses.
I am Vikash Sharma, Co-founder & President of Zenerative Minds Private
Limited, an Indian sovereign AI technology company incubated at IIIT
Hyderabad and recognised as an iDEX DISC 11 winner within India’s defence
innovation ecosystem.
We have developed two platforms:
Tathya is a sovereign agentic AI platform that transforms institutional
data, legislation, policy documents and organisational knowledge into
secure, source cited and actionable intelligence. It supports on premises
and air gapped deployment options, where technically appropriate.
Netra is a computer vision and security analytics platform designed for
infrastructure monitoring, visual event detection and operational
security.
Rather than replacing Estonia’s successful digital infrastructure, our
vision is to complement and extend it with a sovereign AI intelligence
layer that enables institutions to securely unlock the value of their
existing information while retaining control over sensitive data.
For example, we would welcome the opportunity to demonstrate how Tathya
could help a public institution retrieve and analyse legislation,
administrative guidance and policy documents, provide answers supported by
verifiable source references, and assist officials in complex information
workflows. A focused pilot could assess accuracy, security,
interoperability and measurable productivity improvements before any wider
deployment.
Beyond this initial use case, we see an opportunity to explore a broader
Estonian sovereign AI ecosystem spanning digital government,
cybersecurity, healthcare, industry and critical infrastructure.
Our ambition is to help Estonia become a Global Sovereign AI Hub,
attracting technology investment, creating high value jobs, developing
local AI talent, empowering Estonian technology companies and enabling
trusted AI solutions developed in Estonia to serve governments and
enterprises worldwide.
We would like to explore a partnership involving relevant government
institutions, Estonian technology companies and research organisations,
beginning with a practical demonstration and progressing only where the
results justify further investment.
Given your public responsibilities and Estonia’s commitment to digital
governance, I would greatly value the opportunity to present this vision
and understand where our capabilities might complement the country’s
existing priorities.
May I request a brief meeting, or your guidance on the appropriate
official responsible for public sector AI implementation, to explore a
potential pilot and a longer term strategic partnership?
I believe Estonia has an opportunity to build on its digital leadership
and shape the next chapter of trusted, sovereign AI for the world. We
