Dear Minister,

As COP31 approaches, Turkiye looks fonvard to welcoming the international community to Antalya from 9 to 20 November 2026 to strengthen our collective efforts towards ambitious, inclusive and implementation-oriented climate action.

As an EU candidate county an.d Customs Union partner, Turklye is shaping its green transition policies in alignment with the European Green Deal. In this regard, since the adoption of our Green Deal Action Plan in 2021, we have niade significe<-nt progress in a wide raiige of areas, including carbon pricing, industrial decarbonisation, circular economy and sustainable agriculture, in close coordination with relevant public institutions and private sector stakeholders.

Building on the progress achieved domestically, as well as developments in EU green transition policies and legislation, we are currently updating our Green Deal Action Plan for the 2026-2030 period. We plan to present the updated Action Plan to the international community on the occasion of COPS 1. Through this renewed framework, we aini to further strengthen Turkiye-EU econoniic and trade integration in line with the requirements of the green transition, while enhancing the sustainability and competitiveness of our shared value chains.

Given the deep economic and trade integration between Turkiye and the EU, it is particularly important that the implications of climate- and trade-related policies for our shared value chains are addressed through close dialogue and cooperation. In this regard, we highly value the constructive dialogue we have maintained to date and greatly appreciate your cooperative approach in advancing our exchanges.

Against this background, I have the honour to invite you to participate in the trade track of the COP31 Finance and Trade Day, to be held on 13 November 2026.

The programme will bring together Ministers, heads of international organisations, senior policymakers and representatives of the private sector to exchange views on how climate.. trade, finance and investment policies can be better coordinated to support competitiveness and inclusive development, while moving from regulatory frameworks towards concrete im-pleinentation.

The trade track is being organised in close cooperation with the World Trade Organization, with the active contribution of UN Trade and Development (UNCTAD), the International Trade Centre (ITC) aiid other international organisations. It will feature a series of high-level and thematic sessions addressing the interaction between climate and trade policies, green transformation, climate-related investment and finance, sustainable and resilient value chains, support for SMEs, carbon markets and interoperability.

I believe your participation would make a valuable contribution to strengthening coherence between global climate, trade and industrial policies in pursuit of our shared green trajisition objectives, addressing practical implementation challenges and further advancing the constructive dialogue between Turkiye and the EU.

Further information on the overall programme will be shared in due course.

COPS 1 yaklasirken Turkiye, iddiali, kapsayici ve uygulamaya donuk iklim eylemini ilerletmeye yonelik ortak cabalari gu^lendirmek amaciyla uluslararasi topluniu 9-20 Kasim 2026 tarihlerinde Antalya'da agirlaraaktan memnuniyet duyacaktir.

Turkiye olarak, AB'ye aday ulke ve Gumruk Birligi ortagi sifatiyla ye§il donu§um politikalarimizi Avrupa Ye§il Mutabakati ile uyumlu §ekilde §ekillendiriyoruz. Bu dogrultuda, 2021 yilinda. ya^^imladigimiz Ye§il Mutabakat Eylem Plani kapsaminda, ilgili kamu kurumlarimiz ve ozel sektor payda§larimizla e§gudum i^erisinde karbon fiyatlandirmasi, sanayinin ka.rbonsuzla§tinlmasi, dongLisel ekonomi ve surdurulebilir tarim ba§ta oln-iak uzere pek cok alanda onemli ilerlemeler kaydettik.

AB'nin ye§il donu§um politikalari ve mevzuatindaki geli§meler ile ulkemizde kaydedilen ilerlerneler dogrultusunda, Ye?il Mutabakat Eylem Planimizi 2026-2030 donemini kapsayacak §ekilde ^uncelliyoru.z. Uluslararasi tanitimini COP31 vesilesiyle ger^eklestirmeyi planladigimiz yeni Eylem Planimizla, Turkiye lie AB arasindald guclu ekonomik ve ticari entegrasyonu ye§il donusumun gerekleri dogrultusunda daha da ileri ta§imayi, ortak deger zincirlerimizin surdurulebilirligini ve rekabet gucunu artirmayi hedefliyoruz.

Tiirkiye ile AB arasindaki derin ticari ve ekonomik entegrasyon dikkate alindiginda, iklim ve ticaret baglantih politikalann ortak deger zincirlerimiz uzerindeki etkilerinin yakin diyalog ve i§ birligi i^erisinde ele alinniasi ozel onein tasimaktadir. Bu cercevede,. bugune kadar surdurduguinuz yapici diyaloga ve bu diyalogun ilerletilmesinde sergilediginiz i? birligine acik yaklasima buyuk deger veriyoruz.

Bu kapsamda, sizi 13 Kasirn 2026 tarihinde gercekle§tirilecek COPS 1 Pinans ve Ticaret Gunu Ticaret Programi'na katilmaya davet etmekten onur duyuyorum.

Program, Bakanlari, uluslararasi kurulu§iarin yoneticilerini, ust duzey politika yapicilari ve ozel sektor temsilcilerini bir araya getirerek iklim, ticaret, finansman ve yatinm politikalarimn rekabet gucunu ve kapsayici kalkinnaayi destekleyecek §ekilde nasil daha etkin esgudum i^erisinde yurutulebilecegine ve duzenleyici cer^evelerden somut uygulamaya gecisin nasil saglanabilecegine iliskin goru§ ali§veri§ine imkan sunacaktir.

Ticaret Programi, Dunya. Ticaret Orgutu ile yakin is birligi ioinde, Birle§mi§ Milletler Ticaret ve Kalkinma Orgutu (UNCTAD), Uluslararasi Ticaret Merkezi (ITC) ve diger uluslararasi kuruluslarrn aktif kafkilariyla hazirlanmaktadir.
