Dear Colby Teelin,
Thank you for your request!
We have gone through our correspondence and can confirm that we have not had any exchande with emails including the domain @usaid.gov.
I can confirm that we have had correnspondence with emails containing domain @state.gov. However it has been in areas of screening of foreign investments (Regulation (EU) 2019/452 of the European Parliament and of the Council of 19 March 2019 establishing a framework for the screening of foreign direct investments into the Union), EU sanctions (Council Regulation (EU) No 833/2014 of 31 July 2014 concerning restrictive measures in view of Russia's actions destabilising the situation in Ukraine) and as Estonia is establishing a nuclear regulatior also in that area.
We have not had any corenspondence with emails containing domain @state.gov in relation to Regulation (EU) 2022/2065 of the European Parliament and of the Council of 19 October 2022 on a Single Market For Digital Services and amending Directive 2000/31/EC (DSA).
As the amount of correspondence specially regard establishing a nuclear regulator in Estonia is considerable and your initial interest was more related to the area of DSA, I would like to first make certain that assessing these emails and excluding protected materials is neccessary keeping in mind your specific interest.
Best regards,

Dear Sir or Madam,
Re: our request of 13 October 2026
We write to simplify that request.
Part III set out a list of keywords, and asked that a communication be treated as responsive only if it both involved one of the email domains at part II and contained one of those terms. In order to reduce the work involved for your office, we withdraw the
keyword condition.
The request is now for all communications sent or received between 1 July 2024 and 20 January 2025 by the Tarbijakaitse ja Tehnilise Järelevalve Amet, or by any officer or member of staff of that authority, where the other party to the communication held an
email address of the form [email protected] or
[email protected]. No keyword condition applies.
No other part of the request is changed. Parts I, II, IV and V stand as filed. We do not seek anything that was not already within the scope of the original request: removing the keyword condition removes a filtering step rather than widening the subject matter,
and the search is simpler than the one first described.
One practical point. The correspondence sought would in the ordinary course have been written in English. A keyword list of this kind applied in translation will not match the terms as they actually appear in the documents, and a nil result would then reflect
the translation rather than the contents of the archive. Withdrawing the condition removes that difficulty.
We have not yet been given a reference for our request of 13 October 2026. Please confirm that it was received, and provide the reference assigned to it.
If the volume of responsive material proves substantial, we ask that you tell us before issuing any refusal on burden grounds, so that a practical sequence for production can be agreed.
Yours faithfully,
Colby Teelin, Research Associate

Re: Request for access to documents under avaliku teabe seadus, § 4 lg 2
Dear Sir or Madam,
The American Accountability Foundation, a non-profit research organisation, requests access to the information described below under the avaliku teabe seadus. This request is made on behalf of the Foundation by the undersigned.
I. DOCUMENTS REQUESTED
All communications sent or received between 1 July 2024 and 20 January 2025 by the Tarbijakaitse ja Tehnilise Järelevalve Amet (TTJA), or by any officer or member of staff of that authority, where the other party to the communication held an email address at either of the domains listed at part II, and where the communication mentions any of the keywords listed at part III.
II. EMAIL DOMAINS
[email protected]
[email protected]
The domains are written in the form name@domain. The request covers every address at each domain and is not confined to the example form shown.
III. KEYWORDS
"trusted flagger"; "hate speech"; "DSA"; "digital services act"; "disinformation"; "misinformation"; "Article 40"; "European Commission"; "European Digital Media Observatory"; "EU DisinfoLab"; "EDMO"; "election integrity".
A communication is responsive if any one of these terms appears anywhere in it, including in an attachment, a subject line or a quoted earlier message in a chain.
IV. PERIOD
The period begins on 1 July 2024, the date TTJA's designation took effect under RT I, 21.06.2024, 1. If the authority exercised the functions of, or prepared for, the role of Digital Services Coordinator before that date - whether under an interim or administrative designation, under a predecessor regime, or in cooperation with the European Commission - the request extends to that earlier period, and we ask that it be treated accordingly. If our understanding of the designation date is incorrect, please apply the correct date rather than refusing the request.
V. HANDLING
Partial access. Where a document contains both disclosable and protected material, we ask that the protected parts be redacted and the remainder released, rather than the document withheld in full. Where material is withheld, please identify the provision relied upon and the document to which it applies.
Section 35(1)2). Any classification of supervisory material as being for internal use under § 35 lg 1 p 2 lasts only until the decision made in those proceedings enters into force. For proceedings concluded within the period requested, the restriction has expired.
Costs. Please provide a written estimate before beginning any chargeable work, and please do not incur charges beyond that estimate without our written agreement. We note that access is free and that charges arise only for paper printouts beyond the twentieth page.
Format. Electronic release is requested, in native format where possible and searchable PDF otherwise. If the documents are produced from a mail archive, an existing export is acceptable and preferred.
Timing. We understand the period for a decision to be five working days, extendable to 15 working days (§ 18, § 19). Please acknowledge receipt and provide the reference assigned to this request. If any part of it is unclear or too broad, please contact us before issuing a refusal so that we can narrow it.
Yours faithfully,
Colby Teelin, Research Associate
