15TH TERM
550th
RESOLUTION OF THE SENATE
Adopted at the 31st session held on 21 October 2026
On the Electrification and Network Charges Package
Proposal for a Regulation of the European Parliament and of the Council amending Regulation
(EU) 2019/943, as regards future-proofing electricity bills in the Union, through reducing
system costs and fostering electrification and digitalisation /Senate Print No. N 205/15, COM
(2026) 600/
Communication from the Commission to the European Parliament, the Council, the European
Economic and Social Committee and the Committee of the Regions - Electrification Action Plan /Senate Print No. K 206/15, COM (2026) 595/
The Senate
I.
1. Perceives positively the initiatives of the European Commission aimed at promoting the
electrification of the European economy, increasing the transparency of electricity bills and
enhancing the efficient functioning of the electricity market;
2. Notes that electrification can make a significant contribution to the decarbonisation of the
economy, strengthening energy security and reducing the European Union’s dependence on
fossil fuel imports; however, its successful development depends on ensuring sufficient
electricity generation and grid capacities and the availability of electricity at competitive
prices;
3. Draws attention to
- the general nature of certain measures contained in the Electrification Action Plan and the
insufficient consideration of differences among individual Member States;
- the need to review and provide analytical evidence for the proposed indicative target of a
46% share of electricity in final energy consumption by 2040;
- the fact that, in certain areas, the Electrification Action Plan relies on legislative proposals
that have not yet been adopted, which creates uncertainty as to whether its implementation
is realistic and feasible and as to the timeframe for its implementation;
4. Emphasises that
- the proposed measures must respect the different starting conditions of Member States,
particularly their energy mix, the structure of their energy consumption and their
economic circumstances;
- electrification targets must be based on realistic conditions and a transparent methodology
and be underpinned by a credible assessment of their economic, social and energy
impacts;
14888/26 4
TREE.2.B EN/CS
5. Lacks a more detailed analysis of the impacts of the proposed measures on the development
of electricity prices and the competitiveness of European industry, particularly in view of the
stated objective of promoting electrification while maintaining the global competitiveness of
the European Union;
6. Supports in connection with the proposal for a Regulation
- measures aimed at ensuring that network charges are more transparent, cost-reflective and
non-discriminatory, developing smart grids, digitalising the energy sector, removing
barriers to the use of electricity in industry, transport and other sectors, as well as at
limiting speculative behaviour in energy markets;
- the setting of smart metering targets that take account of the specific conditions of
individual Member States; in agreement with the Government, considers it more
appropriate to link such targets to the share of electricity consumption rather than to the
number of metering points;
7. Shares, however, the Government’s concerns about measures that could lead to the de facto
harmonisation of tariff structures and methodologies for setting network tariffs, and therefore
emphasises the need to preserve sufficient flexibility for Member States and their national
regulatory authorities in choosing specific regulatory approaches, taking into account national
specificities;
8. Disagrees with measures that would disproportionately restrict Member States’ discretion in
regulating electricity taxation and therefore, in agreement with the Government, calls for
matters concerning electricity taxation to be dealt with pursuant to Article 113 TFEU, which
requires unanimity in the Council;
II.
1. Requests the Government to inform the Senate by 31 January 2027 of how it has taken this
Resolution into account and of the further progress of deliberations;
2. Authorises the President of the Senate to forward this Resolution to the European
Commission.
