TO MEMBER STATES OF THE ILO
7 July 2023
Reports on unratified Conventions and Recommendations (article 19 of the Constitution of the International Labour Organization) Dear Sir or Madam,
I have the honour to inform you that the report form adopted by the Governing Body of the International Labour Office at its 347th Session (March 2023), to be used in the preparation of the report that your Government is requested to submit under article 19 of the Constitution of the ILO, is now available on the ILO website at the following address:
https://www.ilo.org/global/standards/WCMS_885744/lang--en/index.htm
The provisions of article 19, paragraphs 5(e) and 6(d) and, for federal States, paragraphs 7(a) and 7(b) (iv) and (v), define the obligation of Member States to submit reports according to the modalities, and on the specific points, contained in the form.
The Governing Body decided that the report requested for the year 2024 would concern the Workmen’s Compensation (Agriculture) Convention, 1921 (No. 12), the Equality of Treatment (Accident Compensation) Convention, 1925 (No. 19), the Equality of Treatment (Accident Compensation) Recommendation, 1925 (No. 25), the Social Security (Minimum Standards) Convention, 1952 (No. 102), Part VI, the Employment Injury Benefits Convention, 1964 [Schedule I amended in 1980] (No. 121), and the Employment Injury Benefits Recommendation, 1964 (No. 121).
The report should cover those Conventions which have not been ratified by your country and the Recommendations. In the report form, the questions are not presented instrument by instrument (or article by article). Rather, they focus on the common topics raised by the different instruments, each time identifying the provisions of the instruments to which they refer.
The report form also contains questions related to the impact of the ILO instruments covered by the questionnaire, the prospects of ratification and the need for technical assistance.
I would like to take this opportunity to remind you that, in accordance with article 23, paragraph 2, of the ILO Constitution, each Member should send a copy of its report to the representative organizations of employers and workers in its country.
2. Please send your completed report, by no later than 29 February 2024, to the following address:
