Lunch break
13:45 - 14:45 Panel 1 | Managing risk in uncertain times: safeguarding business continuity
In times when Ukraine’s economic apparatus is deliberately targeted, safeguarding business continuity requires a joint public–private response built on resilience, predictability and shared risk. This panel will explore what the Government of Ukraine and the European Union together with international partners are putting forward to help businesses: from guarantees and blended finance to war-risk insurance, distributed energy solutions and alternative logistics corridors. It will also examine how targeted support for critical infrastructure, SMEs and investors can reduce disruption, sustain confidence and preserve productive capacity, while laying the groundwork for longer-term reconstruction and economic renewal.
14:50 - 15:00 Keynote address | Transport solutions for short-term emergency response, Ukraine’s reconstruction, and medium-term EU-Ukraine connectivity
Magda Kopczyńska, Director-General for Mobility and Transport, European Commission
15:00 - 16:00 Panel 2 | A year of dual-use under the Ukraine Facility: from battlefield innovation to long- term resilience
Ukraine’s dual-use and defense technology landscape is evolving at unprecedented speed, driven by rapidly evolving battlefield needs, accelerated innovation cycles and constant adaptation of technologies to new threats. In this environment, investment cannot focus solely on meeting today’s military requirements. Dual-use technologies offer an opportunity to respond to immediate operational needs while building strategic capabilities and industrial capacity with applications extending beyond the battlefield. One year after dual-use investments became eligible under the Ukraine Facility, this panel will explore how financing under UIF can support this broader approach to resilience.
16:15 - 17:15 Panel 3 | Reforming State Ownership in Ukraine: SOE Governance, Privatisation and the Business Environment on the Road to EU Accession
13:15 - 14:45 The drone ecosystem: from battlefield innovation to industrial capabilities at scale

This panel will examine Ukraine’s progress in reforming the governance of state-owned enterprises (SOEs) as a key part of improving the overall business environment . It will explore how stronger SOE governance, greater transparency and compliance with OECD principles can increase the value, efficiency and accountability of strategic state assets. Preparing selected assets for privatisation can support market development, attract investment, and create new opportunities for EU companies. The panel will link the importance of SOE reform and privatisation to broader economic governance, investor confidence, competitiveness and long-term integration into the EU single market.

MARTA KOS MEMBER OF THE EUROPEAN COMMISSION ENLARGEMENT
Rue De La Loi, 200 B-1049 Brussels
Brussels, 27 October 2026
Dear Minister Vahtras,
The EU-Ukraine Investment Conference at ReBuild Ukraine in Warsaw has become an
annual gathering for companies, member states and IFIs after two successful years, and
this time it comes at a pivotal moment for Ukraine’s EU accession and economic
resilience. We are particularly pleased to collaborate with Estonia on this conference on the
road to the Ukraine Recovery Conference in Tallin.
It will feature panels on managing investor risk, dual use technologies and governance and
business environment, including privatisation, as well as signatures of new agreements
with IFC, EBRD and other partners. There will also be closed-door sessions with
companies on municipal financing and on private project financing as well as interactive
sectoral workshops. The European Commission will be represented at the ReBuild Ukraine
Expo with its own stand and organise a dedicated B2B matchmaking.
It is my pleasure to invite you to join me for the official opening of the EU-Ukraine
Investment Conference on 12 November 2026 at 11:45-12:45 on the main stage in Hall 4,
Expo XXI, Warsaw.
I look forward to receiving your response and to continue working with you on Ukraine’s
reconstruction and path to the EU. My team will be happy to provide more details and
assist with logistics. The contact person for the organisation of the conference is Elisabeth
Szeli ([email protected]).
Yours sincerely,
Marta Kos
