Ministry of Health
Europe
RE: Healthcare Access & Affordability Partnership for Europe.
Global South International (GSI) is a non-profit organization dedicated to advancing sustainable
development across the Global South through evidence-based programming and genuine
partnerships with the governments we serve. We exist because the Global South is not poor in
potential. It is poor in access: to markets, finance, technology, clean water, affordable healthcare,
and to the diplomatic relationships that open doors. We are here to help. Our mission is to connect
communities, governments, investors, and institutions through strategic partnerships that deliver
measurable outcomes.
Today, we are reaching out to partner with the Ministry of Health because millions of Europe's
citizens lack affordable access to essential medicines. In rural villages, remote settlements, and
among the uninsured and informal economy workers, medicine affordability represents an
impossible barrier. Parents choose between medications and food. Preventable diseases progress
unchecked. This barrier is solvable. Let us help.
At GSI, we do not impose external solutions. We study what works globally, adapt it to your country's
realities, and partner with your government as a genuine partner to deliver outcomes that matter to
your citizens. We have a proven model. And we want to bring it to Europe.
We propose the Pharmaceutical Access & Affordability Initiative (PAAI), built on the architecture of
the U.S. 340B Drug Pricing Program, a federal statute that has successfully reduced medicine costs
by 25–50% for over 30 years.
GSI negotiates with pharmaceutical manufacturers, leveraging their corporate social responsibility
commitments and donor co-financing, to deliver 30–50% discounts on essential medicines. These
medicines flow through accredited community pharmacies and, critically, through a network of GSI
First Aid Kiosks positioned in the most remote, underserved areas where basic healthcare
infrastructure does not exist.
The GSI First Aid Kiosk solves the rural healthcare gap. These community-based distribution points
are positioned in villages, remote markets, and underserved settlements; the places where citizens
have no access to pharmacies or clinics. Each kiosk dispenses subsidized medicines directly to
eligible community members, provides basic first aid, conducts health screenings, and connects

patients to higher-level care when needed. The kiosk is the last-mile solution that closes the
geographic access gap in Europe.
PAAI delivers two critical outcomes:
● Insurance Enrollment Bridge: Uninsured citizens who access medicines through PAAI are
simultaneously enrolled in Europe's national health insurance scheme. PAAI becomes the
on-ramp to formal insurance coverage, moving patients from subsidy dependence to
sustainable, government-backed protection.
● Emergency Preparedness: Pre-positioned pharmaceutical reserves ensure that in natural
disasters, disease outbreaks, or humanitarian crises, essential medicines reach affected
populations within 72 hours. Your healthcare system will never lack critical medicines in
emergencies.
This is a genuine partnership. We work with your government to designate PAAI-accredited facilities
as covered entities within your national health system. We facilitate tariff waivers for imported
medicines. We deploy trained health workers alongside your staff. We build transparency through
real-time data systems. And we transition PAAI to government ownership for long-term
sustainability.
The outcomes are measurable: 30–80% reduction in medicine costs for patients, improved chronic
disease management, reduced preventable hospitalizations, expanded insurance coverage, and a
healthier, more productive Europe. We deliver results.
GSI brings deep expertise in pharmaceutical access, health system strengthening, data systems, and
community engagement across the Global South. We are committed to genuine partnership,
transparency, and building your government's capacity for long-term sustainability.
We would like to schedule a meeting with you and your team at a time convenient for your ministry
to discuss this proposal in detail, explore how PAAI can be adapted to the Europe's specific context,
and begin this partnership. We are ready to help.
Sincerely,
Fitzgerald Adjeitey
