Eleven Estonian laws already run inside ComplianceSME ComplianceSME, 26 October 2026. Attached: The load an Estonian firm carries, a pilot proposal for Estonia, 10 pages.
The Council for Efficiency and Economic Growth was created to put concrete proposals to the Prime Minister for deregulation and for cutting requirements and bureaucracy. This is one of them.
ComplianceSME turns a country's own enacted law into working compliance toolkits. One account runs one system: every instrument engineered from the text the authority published, accurate to the article and kept current as the law moves, every document produced to the authority's form and cited to its article on a dated register. Eleven Estonian national instruments serve now, each built from Riigi Teataja text, in Estonian with an English page beside it. Four more are finished on Wednesday 28 October 2026.
An Estonian company can open the Äriseadustik library, the data protection toolkits, a ten minute check of which European Union and United Kingdom laws apply and every compliance date ahead, on an account at EUR 0 a month. Employment, occupational safety, fire safety, consumer, equality and packaging sit at the paid levels, from EUR 50 a month. We published the company law of all 27 European Union member states and the United Kingdom at EUR 0 because the owner of a small company carries the stack personally and usually alone.
A model reasoning freely over a statute will paraphrase it, and a paraphrase is not the law. ComplianceSME constrains the runtime to the authority's own text and sets the statutory wording verbatim beside every duty, so fidelity is a property of the build rather than a hope about the machine. We tested every model on the market against the same task; one, engineered for this purpose, scores one hundred out of one hundred every time and is the only one it runs on. Every toolkit teaches artificial intelligence literacy at the start of every run. The system is approved by Anthropic and listed in its connector directory, and published in the Stripe App Marketplace.
One. Estonian companies use what is built and serving today, in Estonian, from an account they open themselves.
Two. A measured pilot: one hundred Estonian firms, the first hundred that accept, mixed in size and industry, one month, with gaps, spend and hours counted before and after on their own records. Estonia cannot presently say what compliance costs its companies. The pilot produces that figure from real firms.
Three. One Compliance, in research and development at ComplianceSME: a different approach to compliance delivery, where a firm answers for its obligations through one route rather than instrument by instrument. It is not what the pilot delivers and not on offer yet. The first country to adopt it sets the standard, and we would like that country to be Estonia.
Estonia leads the world in state digitisation and solved the submission of data the state already holds before anyone else. Nobody has automated the other half, a company knowing and proving what it owes, and that missing link is what ComplianceSME built. The decision to register ComplianceSME in Estonia was taken last week. Account prices are moving to euro now and the changeover completes on Thursday 29 October 2026.
We would like a conversation about what has been built, how it works, and which of the three is worth taking further. If the pilot is worth putting to the Prime Minister, that is the route we are asking for. Every source in the attached proposal is Estonia's own, read and dated. Lugupidamisega, D. Tiernan, ComplianceSME compliancesme.com
ComplianceSME
The load an Estonian firm carries For the Riigikantselei, the State Chancellery of the Republic of Estonia. ComplianceSME, 26 October 2026.
1. The wall, removed Regulation did not arrive in Estonia as one body of law. It accumulated over decades, instrument on instrument, each with its own authority, forms, deadlines and advisers. That accumulated stack is the wall in front of an Estonian firm, and it has no index. No firm can see all of it and nobody is paid to make it visible.
ComplianceSME takes the wall down. One account runs one system. Every instrument is engineered from its enacted text, accurate to the article, kept current as the law moves. Every document comes out in the authority's own form, cited to its article, on a dated register that becomes the firm's compliance archive.
ComplianceSME's approach to mental health in the workplace The owner of a small company carries the stack personally, without an index and usually alone. That pressure is the reason this company exists and it governs what we built first. We finished the company law of all 27 European Union member states and the United Kingdom, built the data protection toolkits over them, and published that layer at EUR 0 a month to any business that opens an account. We finished it immediately before the European Union Artificial Intelligence Act came into application.
Artificial intelligence literacy is taught inside the product Every toolkit teaches it at the start of every run, before compliance work begins. The user is told why they are doing what they are about to do, how the machine works, what it will do and what it will not do, how that toolkit was engineered, and which model it runs on and why that one and no other. We tested every model on the market against the same compliance task. One, engineered for this purpose, scores one hundred out of one hundred every time and is the only one the product runs on. A firm using ComplianceSME ends up with a trained person who understands the machine as well as the obligation.
The danger of agentic artificial intelligence is engineered out A model reasoning freely over a statute will paraphrase it, and a paraphrase is not the law. That danger is an engineering problem, not a question of model capability. ComplianceSME constrains the runtime to the authority's own text and sets the statutory wording verbatim beside every duty, so fidelity is a property of the build rather than a hope about the machine. The system is approved by Anthropic and listed in its connector directory, and it is published in the Stripe App Marketplace, running inside Stripe.
The Artificial Intelligence Act is engineered end to end The Artificial Intelligence Act, Regulation (EU) 2024/1689, binds Estonia. ComplianceSME has engineered all 113 articles and all 13 annexes, the deferred provisions carried under their own dates so each duty arrives on the day the Regulation sets. We contributed at British Standards Institution level to the deferred parts of that Act, on behalf of the 28 million small and medium enterprises it reaches, to improve several sections and make them comprehensible to those who must obey them.
Estonia solved one half of this problem and nobody solved the other Estonia leads the world in state digitisation and is actively working on simplification. It solved the submission of data the state already holds, earlier and better than anyone. Nobody has automated the other half: a company knowing and proving what it owes. That is the missing link, a processing problem rather than a legislative one, which is why good deregulation does not reach it. ComplianceSME has chosen to incorporate in Estonia on that ground, and its small and medium enterprise population could be running this way through 2027.
The pages that follow count the load an Estonian firm carries today, show the same year at machine speed, and put a measured pilot of 100 Estonian firms in front of the State Chancellery.
ComplianceSME
2. The load, counted A firm registered in Estonia and trading into the European Union sits inside 395 compliance toolkits covering 35,876 catalogued obligations, run by 6,864 compliance agents, each built from its instrument in the form the authority published it. That is not a claim about volume. It is the size of the law the firm sits inside. Estonia's own instruments number eleven in service today, and an Estonian firm carries the European Union register on top of them.

Human speed Every Estonian enterprise carries that load one owner at a time, most with no compliance function at all. The only compliance hours any Estonian body has measured are those spent answering one institution's own questionnaires, counted by that institution. Company filings, employment, occupational safety, fire safety, consumer duties, packaging and data protection have not been counted in any year, by anyone.
The mistakes the record carries None of this is a refusal to comply. It is a population behind on lists it cannot see to the end of.

The latency A company that misses one filing did not hold the date and the duty together in one place. The companies struck from the register over one unfiled report, and the buildings with no current fire safety position on record, were behind on knowing and proving, not on submitting, and Estonia has already solved submitting.
The money under it
Estonia holds one historical measurement of this kind, from 2018, when the annual report burden was cut by 29 per cent, worth EUR 4.6 million a year, and it has not been repeated for any other duty since. No figure of any kind exists for what this load costs Estonian enterprises. Nothing the State receives is counted as a saving anywhere in this document: the late filing fine, the state fee for restoration to the register and every tax and interest line stay exactly as they are. ComplianceSME has no involvement with tax or VAT.
ComplianceSME
3. The same year at machine speed The load is the same size. The difference is that all of it is processed: every applicable obligation identified, every document produced to the authority's form and cited to its article, every section closed on a dated register with nothing left outstanding. A session, not a season. One trained person inside the firm runs it on the firm's own paperwork, inside a dedicated premium seat on the Claude Team plan, engineered after fidelity testing. Nothing is downloaded and nothing is installed.
The mistakes answered Each toolkit is built from its instrument in the consolidated in force text Riigi Teataja publishes, so accuracy is to the enacted text and every duty carries its article. A reading found wrong is corrected in one file and reissued to every firm that instrument touches, which reaches every firm at once instead of one at a time.
Coverage for an Estonian firm Eleven Estonian national instruments are served now, each built from Riigi Teataja text, each page in Estonian with an English page beside it: the Töölepingu seadus, the Töötervishoiu ja tööohutuse seadus, the Töökohale esitatavad töötervishoiu ja tööohutuse nõuded, the Tuleohutuse seadus, the Ehitisele esitatavad tuleohutusnõuded, the Tuletöö tegemisele esitatavad nõuded, the Tarbijakaitseseadus, the Võlaõigusseadus, the Soolise võrdõiguslikkuse seadus, the Võrdse kohtlemise seadus and the Pakendiregistri põhimäärus. The Äriseadustik library opens on every account at EUR 0, with the data protection toolkits, the ten minute check of which European Union and United Kingdom laws apply to a business, the one minute Artificial Intelligence Act check and every compliance date ahead. Four further Estonian instruments will be finished on Wednesday 28 October 2026, built from authentic Riigi Teataja text acquired on 25 October 2026: the Küberturvalisuse seadus and Government regulation 121 beneath it, the Toodete ja teenuste ligipääsetavuse seadus, and the whistleblower protection act.
The latency returned Any Estonian firm can have its own load counted before it buys anything, on the account that costs EUR 0 a month. The level is set by the size the law counts; the register inside it is set by what the firm does.

4. The pilot One hundred Estonian firms, the first hundred that say yes, mixed in size and mixed in industry, for one month. Each firm runs the ComplianceSME system as it stands today: its applicable obligations identified across its set, and dated compliance reports produced from its own records with each duty cited to its article. Before and after, measured on the cohort's own invoices and its own hours.
The pilot borrows a test the register already runs Estonia already demands a dated self declaration of exactly this shape. The business register requires the annual report within six months of the financial year end, 30 June for the great majority of those obliged; the registrar may fine without a warning ruling and repeat it until the report is filed; the company may be deleted once three months have passed since the statutory date, and the warning may be sent automatically. That is the State asking a company to state its own position by a date, and 147,858 legal persons had not met it on the morning it fell due. The pilot's gap register is the same instrument turned on every obligation rather than one duty, and it is produced from the firm's own records with the statute beside each answer.
The measurements The headline measurable is the gap count: obligations found unmet on day one, obligations closed inside the month, obligations still open at the end, per firm and across the cohort. That is a count and a dated record, and it is the one thing the manual year cannot report.

The pilot and the firm
A baseline the reporting action plan lacks Estonia has no standing measurement of what compliance costs its companies. The pre-analysis commissioned on the question found no shared workflow and a calculator that stands idle, and recommended abandoning it. A fixed cohort of one hundred firms, measured before and after on their own hours logs, their own invoices and their own gap registers, is a baseline taken from real firms rather than from a survey of opinions. It would be the first such figure Estonia holds.
The pilot's limits It asks the government to endorse nothing and is built so that no endorsement is needed. It is not a procurement and asks for no procurement decision. Every firm files to the business register, to the Maksu- ja Tolliamet and to every other institution exactly as it does today, so no duty and no deadline moves. A firm can withdraw on any day of the month and its copies are deleted that day.

5. The next stage
"See on viimaste aastate üks suuremaid pingutusi riigi tervemõistuslikumaks muutmisel. Kokku saavad ühe korraga lahenduse 31 ettevõtjate tõstatatud probleemi, tööohutuse süsteem muutub selgemaks ja tõhusamaks ning kaob tarbetu kulu, säilitades samal ajal töötajate ohutuse."
Prime Minister Kristen Michal, Stenbocki maja, 30 September 2026, on the occupational health and safety reform. This is one of the biggest efforts of recent years to make the State more sensible. Thirty one problems raised by entrepreneurs are solved at once, the occupational safety system becomes clearer and more effective, and needless cost disappears while worker safety is preserved.
"järgmine oluline ülesanne on hinnata juba tehtud muudatuste tegelikku mõju ettevõtjate ajale, kuludele ja majanduskasvule."
The same speaker, Stenbocki maja, 3 July 2026. The next important task is to assess the real effect of the changes already made on entrepreneurs' time, costs and economic growth.
One hundred Estonian firms running their compliance work through agent toolkits for one month, with gaps, spend and hours counted before and after on their own records, is the second sentence carried out on Estonian firms. It is also the first sentence extended: thirty one problems were solved at once by amending one act, and the pilot measures what a firm gains when its full obligation set is processed at machine speed.
ComplianceSME would like to take this to a conversation with the State Chancellery in November. The figures on the pages before this one are a model built from Estonia's own published sources, and the annex shows every one of them with its sum and its mark. The pilot replaces the model with counts taken from real Estonian firms, and the government reads the counts.
One Compliance, a separate system in development ComplianceSME is building something beyond the system the pilot runs. One Compliance is in research and development: a different approach to how compliance is delivered, in which a firm answers for its obligations through one route rather than instrument by instrument. It is not what the pilot delivers and it is not offered here. We raise it because the country that adopts it first will set the standard, and because Estonia is the obvious candidate on the evidence in this document. When it is ready we would like to develop it with the State Chancellery, and that is a separate conversation from the pilot.
The next stage needs three things: a conversation with the State Chancellery; a decision on whether the government nominates the cohort or ComplianceSME assembles it from the first hundred firms that say yes; and one official to receive the figures when the month ends.
The pilot precedes any procurement and is not one. Any later tool for government goes through the Rahandusministeerium under the Riigihangete seadus, with the riigihangete vaidlustuskomisjon for challenges. ComplianceSME is a small enterprise on Commission Recommendation 2003/361/EC, the same definition Estonian law applies, and will bid against anyone.
