My name is Henri Nölle, owner of Mango Partners (Henri Nölle e.K.) in
Cologne, Germany. We are building Melon AI, software that helps
companies find suitable public tenders and prepare their bids.

We would like to ask whether, and under which terms, we may
automatically retrieve the published tender notices of the
Riigihangete register: only title, contracting authority, deadline and
link to the original (no documents), at most 1 request every 5
seconds, with a clearly identified user agent, for commercial use in
our SaaS with source attribution and a link to the original.

Is there an API, open data feed or export we should use? Which licence
or terms would apply, and are there any fees? If another department is
responsible, I would be grateful if you could forward this request.

We will not access the register automatically until we hear from you.
