Subject: Vs: Inquiry regarding the assistantance offered by Estonia
Dear Ms Heinonen,
Thank you for your clarification.
The assistance available to Estonian citizens returning to Estonia depends on each individuals circumstances and assessed needs. Deportation from Finland, another EU Member State or a third country does not, in itself, change a persons legal status or entitlements as an Estonian citizen. Support is provided through mainstream public services under the general legal framework, primarily the Social Welfare Act, and subject to eligibility conditions.
Responsibility for assessing social assistance needs and arranging the necessary support primarily rests with local municipalities.
In practice, a returning person would be encouraged to contact the municipality where they previously lived, where they have family members or an existing support network, or where they intend to settle. As mentioned before, under the Social Welfare Act, responsibility for regular social assistance generally lies with the municipality of registered residence, while emergency assistance must be arranged by the municipality where the person is physically present and requires assistance.
Where a return is carried out by the Finnish enforcement authorities, the practical arrangements, including the handover of the person, are coordinated with the receiving Estonian authorities. Any social assistance required following arrival is then assessed and arranged by the relevant local municipality. In cases of voluntary return, individuals would generally contact the municipality directly.
Regarding your specific questions:
The main authorities are:
The primary legal framework governing social assistance in Estonia is the Social Welfare Act
I hope this overview is helpful. As noted at the outset, the assistance available depends on each individuals circumstances and is assessed on a case by case basis.

Dear Ms Heinonen,
Thank you for your enquiry.
Could you please clarify which group of returnees you are referring to? Are you interested in Estonian citizens deported from other countries, or in third-country nationals transferred to Estonia under the procedure for determining the Member State responsible for examining an application for international protection?
Best regards,
Nikita Koros

Hello,
Im writing for Deaconess Foundation from Finland. I am currently collecting data on the services and support available to persons who are deported to different countries.
I am particularly interested in the situation in Estonia and would be grateful if you could provide information regarding the services available to persons who have been returned to Estonia following deportation.
Could you please provide information on the following:
1. Accommodation or temporary housing available after arrival
2. Financial assistance or other forms of economic support
3. Access to healthcare
4. Employment services and vocational training
5. Education and language training
6. Assistance with identity or travel documents
7. Which government agencies or organisations are responsible for providing these services
I would also appreciate any links to relevant legislation, official guidelines, statistics, or other publicly available information concerning deported persons in Estonia.
If your organisation is not responsible for these services, I would be grateful if you could direct me to the appropriate authority or organisation.
Thank you very much for your time and assistance.
Kind regards,
Kia Heinonen, Unit-service
