Annex 1: Overview of access to signals in travel-associated Legionnaires’ disease (TALD) domain by
country/organisation and user role
1. EpiPulse TALD domain items
All EpiPulse TALD domain items are categorised as signals and are formed on automated surveillance
threshold rules. Information may be manually added to EpiPulse TALD domain items, such as
ELDSNet TALD forms or item comments.
EpiPulse TALD domain items are either TALD single case signals or TALD cluster signals, according to
definitions indicated in the ELDSNet TALD surveillance operating procedures:

2. TALD item access levels
2.1 Role:
Accommodation country is the country where the associated accommodation site is geographically
located.
Reporting country is a country that reported a diagnosed case of Legionnaires’ disease associated to
an accommodation site. EU/EEA countries, and selected nominated countries outside of EU/EEA
based on a collaborative framework agreed with ECDC, may have permissions to report TALD cases
through EpiPulse.
Informed is a country or an organisation informed about a TALD item.
Involved is a country or an organisation that is informed of TALD cases associated to vessels.
2.2 View:
Full view means personal data is available in views when logged-in to EpiPulse TALD domain.
Redacted view means no personal data is available in views when logged-in to EpiPulse TALD
domain.

Dear National Coordinators,
Upcoming transition of TALD surveillance to EpiPulse platform - please update user roles in SRM
In May/June 2024 an important change will occur in the ECDC IT platforms used for Legionnaires’ disease surveillance and this will affect Member State users. The platform EPIS ELDSNet will be closed down and the ‘near real-time’ travel associated Legionnaires’ disease surveillance will be integrated into the EpiPulse portal. TALD surveillance will be undertaken only using EpiPulse (TESSy and EpiPulse events/TALD domain).
The EpiPulse TALD domain will only be accessible to those reporting cases or involved in public health action based on TALD notifications according to the ELDSNet TALD Operating Procedures. This includes appointed ECDC staff, nominated contacts from EU/EEA countries, users from countries outside of the EU/EEA within ECDC’s cooperation framework, and WHO.
With the transition to EpiPulse TALD, ECDC has decided to establish the following user settings:
• Access to the EpiPulse platform is provided to individual nominated users. • Nominated users from countries outside of EU/EEA, and WHO, will be provided access to TALD single
case and cluster items depending on technical agreements based on the ELDSNet TALD surveillance operating procedures and ECDC’s cooperation framework. An overview of access to signals in TALD domain by country/organisation and user role is provided in Annex 1.
• Information accessible in EpiPulse TALD domain will be provided in either full or redacted format i.e. removing data considered personally-identifying information, due to justification of processing and access to personal data for the purpose of TALD surveillance.

1) all users in your country involved in TALD surveillance (reporting cases in TESSy, receiving TALD
notifications or submitting ELDSNet forms), are nominated as an ELDSNet disease network member1.
An ELDSNet member is defined as having the nominated role of:
National Focal Point for Legionnaires’ disease (Member or Alternate) Or Operational Contact Point for Microbiology – Legionellosis Or Operational Contact Point for Epidemiology – Legionellosis
Note that several users in a country can be nominated to an OCP role.
• an individual email address is provided for ELDSNet nominated users. Generic profiles and email
addresses should be removed. Email addresses are used to form the EpiPulse user profile and thus
individual email addresses from their organisational email domain should be provided to ECDC for
intended nominated users.
Thereafter, ECDC will automate EpiPulse permissions for TALD domain to all those EU/EEA users having one of the above mentioned three nominated roles.
EpiPulse TALD nominated users will be invited for a digital online training prior to the actual platform transition.
