Dear Mr Massa,
Thank you for contacting us. Officials from our ministry are members of the Advisory Committee. However, the Committee deals with the issues of free movement of workers in more general manner and does not resolve complaints from individuals. You can find more information about the committee here: https://ec.europa.eu/social/main.jsp?catId=1029&langId=en
If you have a complaint regarding equal treatment, employees or officials, who are the citizens of a Member State of the European Union and of the European Economic Area, and his or her family members shall be treated in the same way as the Estonian citizens, regardless of their citizenship. The Commissioner for Gender Equality and Equal Treatment acts as a contact point for cooperation between EU Member States in order to support the exercise of the right of free movement of employees and their family members who are citizens of an EU Member State and of an EEA Member State. You can find more information here: https://volinik.ee/en/employee-who-citizen-european-union-and-his-or-her-family-member.html
Best regards,
Liis Tõnismaa |

Subject: query
Hello,
I was informed by the EU agency in Tallinn that the Estonian Ministry of Social Affairs is the national competent authority (Advisory Committee) when addressing concerns relating to the implementation of Regulation (EU) No 492/2011.
(As stated by Article 21 of the same Regulation, the EU body responsible for the examination of any questions arising from the application of the Treaty on the Functioning of the European Union and measures taken in pursuance thereof, in matters concerning the freedom of movement of workers and their employment, is the Advisory Committee).
Could you please let me know if this information is correct and who should I address the complaint to directly.
Best regards
Gerry Massa
