Subject: Appointment of a single liaison office under Article 23(1) of Regulation
(EU) 2023/988 of the European Parliament and of the Council of 10 May
2023 on general product safety
On 10 May 2023, the European Parliament and the Council adopted Regulation (EU)
2023/988 on general product safety (1) (‘General Product Safety Regulation’). Article
23(1) of this Regulation refers to Article 10 of Regulation (EU) 2019/1020 on market
surveillance and compliance of products (2) (Market Surveillance Regulation’) and extends
its application to products covered by the General Product Safety Regulation.
Article 10 of the Market Surveillance Regulation requires each Member State to designate
market surveillance authorities and to appoint a ‘single liaison office’. This single liaison
office will be responsible for representing the coordinated position of the national
enforcement authorities, as well as for assisting in the cooperation between market
surveillance authorities in different Member States.
In this context, we wish to invite your Member State to inform the Commission of the
entity they have appointed, or they intend to appoint, as single liaison office in accordance
with Article 23(1) of the General Product Safety Regulation.
We would be most grateful if your authorities could provide the following information no
later than 15 November 2024: the entity appointed, or intended to be appointed, as single
liaison office, as well as a contact point in this entity (name, function and contact details).
To facilitate exchanges, the Single Liaison Office contact point should have a separate e-
mail account, accessible to all members of that office and separate from its professional or
private e-mail accounts.
Please note that this contact point can or not be the same as the Consumer Safety Network
representative, the representative(s) of the General Product Safety Regulation Committee
the Safety Gate national contact point or the Single Liaison Office already established
under the Market Surveillance Regulation.
