Alates hetkest kui viaduktiga seonduvad maad on omandatud, palume alustada ehitusloa menetlusega. Täiendavad punktid:

 Raadamisloa aluseks on väljastatud ehitusluba.  Juurdepääsuteede omandid vormistatakse hiljemalt ehitustööde vastuvõtu akti

väljastamise hetkeks.  Vastavalt 31.10.2023 projektmeeskonna koosoleku memole nr 51 palume arvestada PK

243+75 piirkonnas asuva truubi CU132005 puhul järgneva asjaoluga: o Märkus nr 68 - ristumisel riigiteega tuleb kavandada truup minimaalse

läbimõõduga 1000 mm, mis vastab uutele projekteerimisnõutele.  Palume ehitushanke eritingimusi koostades arvesse võtta lisas A toodud tingimusi.

3 EHITUSPROJEKTI EKSPERTIISI ARUANNE

3.1 PROJEKTI EKSPERTIISI ARUANNE

3.1.1 UURIMISTÖÖDE ARUANNE

Pinnaseuuringud viadukti kohal on tehtud ja aruandes on informatsioon piisavas mahus vundamentide projekteerimiseks esitatud. Märkuseid ei ole.

3.1.2 SELETUSKIRI

Ehitusprojekti koosseis ja lahendused peavad vastama ehitusseadustikule ja sedakaudu teistele Eestis ehitusalal kehtivatele määrustele ja standarditele. Sealhulgas määrus nr 97 „Nõuded ehitusprojektile“, määrus nr 2 „Tee ehitusprojektile esitatavad nõuded“ ja EVS 932:2017 „Ehitusprojekt“ (Construction design documents). Eelnimetatute alusel on antud ehitusprojektile vormiline ehk formaalne hinnang.

Seletuskirjas on nimetatud lähtealustena tellija poolt heaks kiidetud rajatiste võrdlevale aruandele.

Järgitavate normdokumentide, projekteerimisjuhiste ning õigusaktide loetelu on asjakohane ja piisav. Esitatud on silla ehituskonstruktsioonidele rakenduvad mõjud ja koormused.

Viadukt on tulenevalt pikkusest kavandatud 7 sildeava ja deformatsioonivuukidega kaldatugedel. Keskmisel neljal teljel on sillateki ja posti ühendus jäik.

Märkus 1. Projekti seletuskirjas esineb eksitavaid vigu: - On Seija – peab olema Selja

- jaotises 2.2 on eestikeelses osas nimetatud alamlõiku 2 Kangru-Rapla maakonnas - sama jaotuse tabelis nimetatakse omavalitsusena “Saku” – peab olema Rapla ja Kehtna Tekst vajab tervikuna üle vaatamist, et viited ja kirjeldused oleksid konkreetsele rajatisele vastavad.

Selliseid eksitavaid tekste võib seletuskirjas olla ka enam.

Märkus 2. Eesti keelse teksti peaks keelt oskav insener korrigeerima. Näiteks jaotise 4.2 viimane lõik:

“Silla struktuurne lahendus on poolterviklik järelpingestatud kohapeal valatud betoonist rajatis, kus

sillaplaat on kinnitatud keskmistele vahesammastele ja mis on varustatud tugiosadega kaldsammastel

ja kahe vahesamba telgjoonega.”

Kindlasti ei ole konstruktsioon poolterviklik ega varustatud kahe vahesamba telgjoonega.

Taas on jaotises 4.4 “ribidega keevitatud armatuurteras”. Ka inglisekeelne versioon on väär “ribbed

welded reinforcing steel”. Peab olema “weldable steel”.

Seletuskirjas on esitatud loetelu projekteerimisel järgitud standarditest ja juhistest koos viidetega Eesti

rahvuslikule lisale.

Kalkulatsiooni aruande seletuskirjas mainitakse põhjendatult, et raudteeliikluse juhuslikke mõjusid (rööbasteelt mahasõidu kohal või kõrval olevatele konstruktsioonidele EVS-EN 1991-1-7 ptk 4.5) ei arvestata, kuna rööbastee teljest kuni konstruktsioonini on 5 m. Tunneli konstruktsioon on temperatuurimuutuste mõju minimeerimiseks jagatud viie liikumisvuugiga osadeks.

3.1. CONSTRUCTION PROJECT EXPERTISE REPORT

3.1.1. INVESTIGATIONS REPORT

Soil surveys in the location of the viaduct have been carried out and the report presents a sufficient amount data for the design of the foundations. There are no comments.

3.1.2. EXPLANATORY LETTER

The composition and solutions of the construction project must comply with the Estonian Building Code and thus other regulations and standards in force in the construction area in Estonia. Including Regulation No. 97 “Requirements for construction design”, Regulation No. 2 “Requirements for road construction projects” and EVS 932: 2017 “Construction design documents”. Based on the above, a formal assessment of the construction project has been given.

It is mentioned in the explanatory letter that MD is based on Value Engineering approved by The Client.

The list of normative documents, design instructions and legislation to be followed is appropriate and sufficient. The actions and loads applied to the of the bridge are presented.

Due to its length, the ecoduct is designed as 7 -span bridge with deformation joints on the abutments.

Expert note no 1. There are misleading errors in the project description:

- marked is Seija - must be Selja - in section 2.2, in the Estonian version, subsection 2 is mentioned in Kangru-Rapla county - in the table of the same section, the municipality is named "Saku" - must be Rapla and Kehtna

The text as a whole needs to be revised so that the references and descriptions are appropriate for the specific facility.

There may be more such misleading texts in the explanatory letter.

Expert note no 2. The Estonian text should be corrected by an engineer who knows the language. For example, the last paragraph of Section 4.2: “The structural design of the bridge is a half complete post- tensioned cast-in-situ concrete structure, with the bridge slab attached to the central pillars and provided with bearing elements on abutments central lines for the intermediate pillars.”

The construction is certainly not half-complete and is not equipped with the central lines (axis) of two intermediate columns.

Again, section 4.4 has “ribbed-welded reinforcing steel”. The English version is also incorrect "ribbed welded reinforcing steel". Must be "weldable steel".

The explanatory letter provides a list of standards and guidelines with references to the Estonian national annexes followed in the design.

The explanatory letter to the calculation report rightly mentions that the accidental effects of rail traffic (on structures above or next to the derailment EVS-EN 1991-1-7 chapter 4.5) are not taken into account, as the distance from the track axis to the structure is 5 m. To reduce the temperature effect,

the tunnel is divided into temperature blocks with five movement joints.

Ehitusprojekt on koostatud ja kontrollitud Ehitusseadustiku kohase pädeva isiku poolt.

Jooniste maht ja detailsus vastavad määruse nr 2 „Tee ehitusprojektile esitatavad nõuded“ ja EVS

932:2017 „Ehitusprojekt“ (Construction design documents) nõuetele ja on ehitushanke korraldamiseks sobivad. Arvutuste alused on vastavad ja arvutuste tulemused realistlikud. Valitud ristlõiked ja armeerimine vastavad kalkuleeritud sisejõududele. Ettepanekuid lahenduste muutmiseks ei ole. Ehitusprojektis esitatud lahendused on asjakohased ja selle alusel koostatud tööprojekti järgi on võimalik ehitada eesmärgi kohane rajatis, mis on kasutuses ohutu ja vastab kasutusea nõudele.

Ehitusprojekt, mis on koostatud põhiprojekti staadiumis on sobiv ehitushanke

korraldamiseks ja tööprojekti koostamiseks. Seletuskirjad tuleks läbi lugeda ja korrastada inglise ja eesti ehitusala keelt piisavalt valdava inseneri poolt. Samuti vajavad korrastamist väärad viited. Eesti keelse versiooni ebakorrektsed tõlked ei mõjuta pakkumishinda.

4. OVERALL ASSESSMENT OF THE CONSTRUCTION PROJECT

The construction design documents are prepared and inspected by a competent person according to the Building Code.

The volume and detail of the drawings comply with the requirements of Regulation No. 2 “Requirements

for road construction projects” and EVS 932: 2017 “Construction design documents” and are suitable for organizing a construction procurement. The basis for the calculations is appropriate and the results of the calculations are realistic. The selected cross-sections and reinforcement correspond to the calculated internal forces. There are no proposals to change the designed solutions. The solutions presented in the design documents are relevant and based to the present design working drawings are good to build a facility in accordance with the purpose, which is safe in use and meets the service life requirement.

The structure design documents are good for a construction procurement and as basis for the working drawings stage. The explanatory letters should be read and interpreted by an engineer who has sufficient knowledge of English and Estonian in the construction field. Incorrect references also need tidying up. Incorrect translations of the Estonian version version do not affect the bid price.

ISELOOMUSTUS

2.1. Ehitise asukoht

Projekteeritav tee 27 Rapla-Järvakandi-Kergu riigitee (antud projektis tee indeksiga OR1320) asub Rapla ja Kehtna vallas Rapla maakonnas (vt joonis 1) .

Lähimaks suurimaks keskuseks Rapla, mis jääb projekteeritavast teelõigust ca 1,5 km kaugusele.

2.2. Ehitise lühikirjeldus

Projekti koosseisu on projekteeritud järgmised teelõigud. hooldusteed ja mahasõidud:

• Rapla-Järvakandi-Kergu tugimaantee (OR1320) - pikkus 978 m, katte laius 8,0-9,0 m;

• Juurdepääsutee/ Kohalik tee (OR132002) - pikkus 339m, katte laius 4,5 m, tagasipöördekoht;

• Kohalik tee (OR132001) - pikkus 437m, katte laius 4,5 m, tagasipöördekoht;

• Juurdepääsutee (OR123003) - pikkus 29 m, katte laius 3,5-4.8m;

• Hooldus- ja /juurdepääsutee (OR123005) - pikkus 10 m, katte laius min 3,5m.

2. BRIEF DESCRIPTION OF THE STRUCTURES SUBJECT TO THE

EXPERTISE

2.1. Location of the construction

The road to be designed are 11209 Rapla-Järvakandi-Kergu national road (in this project road with index OR1320). The roads are located in Rapla and Kehtna parish, Rapla county (see Figure 1).

The nearest largest center is Rapla, which is about 1.5km from the designed road section.

2.2. Brief description of the expertise object

The following road sections. maintenance roads and exit ramps have been designed for the project:

• Rapla-Järvakandi-Kergu basic road (OR1320) - length 978 m, pavement width 8.0 – 9.0 m;

• Access / local road (OR132002) - length 339 m, pavement width 4.5 m, turnaround;

• Local road (OR132001) - length 437 m, pavement width 4.5 m, turnaround;

• Access road (OR132003) - length 29 m, pavement width 3.5 -4.8 m;

• Mantenance and access road (OR132005) - length 10 m, pavement width min 3,5 m.

Märkus nr 3. Sidekanalisatsiooni katate taastamise katendid ei lähe kokku projekti omadega.

Note no 2. The explanatory memorandum states that trees and bushes within the visibility triangles will be cleared. However, at the beginning of the work area, there is a hedge within the visibility triangle of

the exit, which has not been marked for clearing or removal.

Note no 3. The pavements for restoring the lateral canalization do not correspond to the characteristics of the project pavements.

Alates hetkest kui viaduktiga seonduvad maad on omandatud, palume alustada ehitusloa menetlusega. Täiendavad punktid:

 Raadamisloa aluseks on väljastatud ehitusluba.  Juurdepääsuteede omandid vormistatakse hiljemalt ehitustööde vastuvõtu akti

väljastamise hetkeks.  Vastavalt 31.10.2023 projektmeeskonna koosoleku memole nr 51 palume arvestada PK

243+75 piirkonnas asuva truubi CU132005 puhul järgneva asjaoluga: o Märkus nr 68 - ristumisel riigiteega tuleb kavandada truup minimaalse

läbimõõduga 1000 mm, mis vastab uutele projekteerimisnõutele.  Palume ehitushanke eritingimusi koostades arvesse võtta lisas A toodud tingimusi.

3 EHITUSPROJEKTI EKSPERTIISI ARUANNE

3.1 PROJEKTI EKSPERTIISI ARUANNE

3.1.1 UURIMISTÖÖDE ARUANNE

Pinnaseuuringud viadukti kohal on tehtud ja aruandes on informatsioon piisavas mahus vundamentide projekteerimiseks esitatud. Märkuseid ei ole.

3.1.2 SELETUSKIRI

Ehitusprojekti koosseis ja lahendused peavad vastama ehitusseadustikule ja sedakaudu teistele Eestis ehitusalal kehtivatele määrustele ja standarditele. Sealhulgas määrus nr 97 „Nõuded ehitusprojektile“, määrus nr 2 „Tee ehitusprojektile esitatavad nõuded“ ja EVS 932:2017 „Ehitusprojekt“ (Construction design documents). Eelnimetatute alusel on antud ehitusprojektile vormiline ehk formaalne hinnang.

Seletuskirjas on nimetatud lähtealustena tellija poolt heaks kiidetud rajatiste võrdlevale aruandele.

Järgitavate normdokumentide, projekteerimisjuhiste ning õigusaktide loetelu on asjakohane ja piisav. Esitatud on silla ehituskonstruktsioonidele rakenduvad mõjud ja koormused.

Viadukt on tulenevalt pikkusest kavandatud 7 sildeava ja deformatsioonivuukidega kaldatugedel. Keskmisel neljal teljel on sillateki ja posti ühendus jäik.

Märkus 1. Projekti seletuskirjas esineb eksitavaid vigu: - On Seija – peab olema Selja

- jaotises 2.2 on eestikeelses osas nimetatud alamlõiku 2 Kangru-Rapla maakonnas - sama jaotuse tabelis nimetatakse omavalitsusena “Saku” – peab olema Rapla ja Kehtna Tekst vajab tervikuna üle vaatamist, et viited ja kirjeldused oleksid konkreetsele rajatisele vastavad.

Selliseid eksitavaid tekste võib seletuskirjas olla ka enam.

Märkus 2. Eesti keelse teksti peaks keelt oskav insener korrigeerima. Näiteks jaotise 4.2 viimane lõik:

“Silla struktuurne lahendus on poolterviklik järelpingestatud kohapeal valatud betoonist rajatis, kus

sillaplaat on kinnitatud keskmistele vahesammastele ja mis on varustatud tugiosadega kaldsammastel

ja kahe vahesamba telgjoonega.”

Kindlasti ei ole konstruktsioon poolterviklik ega varustatud kahe vahesamba telgjoonega.

Taas on jaotises 4.4 “ribidega keevitatud armatuurteras”. Ka inglisekeelne versioon on väär “ribbed

welded reinforcing steel”. Peab olema “weldable steel”.

Seletuskirjas on esitatud loetelu projekteerimisel järgitud standarditest ja juhistest koos viidetega Eesti

rahvuslikule lisale.

Kalkulatsiooni aruande seletuskirjas mainitakse põhjendatult, et raudteeliikluse juhuslikke mõjusid (rööbasteelt mahasõidu kohal või kõrval olevatele konstruktsioonidele EVS-EN 1991-1-7 ptk 4.5) ei arvestata, kuna rööbastee teljest kuni konstruktsioonini on 5 m. Tunneli konstruktsioon on temperatuurimuutuste mõju minimeerimiseks jagatud viie liikumisvuugiga osadeks.

3. CONSTRUCTION PROJECT EXPERTISE REPORT

3.1. CONSTRUCTION PROJECT EXPERTISE REPORT

3.1.1. INVESTIGATIONS REPORT

Soil surveys in the location of the viaduct have been carried out and the report presents a sufficient amount data for the design of the foundations. There are no comments.

3.1.2. EXPLANATORY LETTER

The composition and solutions of the construction project must comply with the Estonian Building Code and thus other regulations and standards in force in the construction area in Estonia. Including Regulation No. 97 “Requirements for construction design”, Regulation No. 2 “Requirements for road construction projects” and EVS 932: 2017 “Construction design documents”. Based on the above, a formal assessment of the construction project has been given.

It is mentioned in the explanatory letter that MD is based on Value Engineering approved by The Client.

The list of normative documents, design instructions and legislation to be followed is appropriate and sufficient. The actions and loads applied to the of the bridge are presented.

Due to its length, the ecoduct is designed as 7 -span bridge with deformation joints on the abutments.

with five deformation joints. There is rigid connetion between pillars and deck structures on tea fpur middle supports.

Expert note no 1. There are misleading errors in the project description:

- marked is Seija - must be Selja - in section 2.2, in the Estonian version, subsection 2 is mentioned in Kangru-Rapla county - in the table of the same section, the municipality is named "Saku" - must be Rapla and Kehtna

The text as a whole needs to be revised so that the references and descriptions are appropriate for the specific facility.

There may be more such misleading texts in the explanatory letter.

Expert note no 2. The Estonian text should be corrected by an engineer who knows the language. For example, the last paragraph of Section 4.2: “The structural design of the bridge is a half complete post- tensioned cast-in-situ concrete structure, with the bridge slab attached to the central pillars and provided with bearing elements on abutments central lines for the intermediate pillars.”

The construction is certainly not half-complete and is not equipped with the central lines (axis) of two intermediate columns.

Again, section 4.4 has “ribbed-welded reinforcing steel”. The English version is also incorrect "ribbed welded reinforcing steel". Must be "weldable steel".

The explanatory letter provides a list of standards and guidelines with references to the Estonian national annexes followed in the design.

The explanatory letter to the calculation report rightly mentions that the accidental effects of rail traffic (on structures above or next to the derailment EVS-EN 1991-1-7 chapter 4.5) are not taken into account, as the distance from the track axis to the structure is 5 m. To reduce the temperature effect,

the tunnel is divided into temperature blocks with five movement joints.

Ehitusprojekt on koostatud ja kontrollitud Ehitusseadustiku kohase pädeva isiku poolt.

Jooniste maht ja detailsus vastavad määruse nr 2 „Tee ehitusprojektile esitatavad nõuded“ ja EVS

932:2017 „Ehitusprojekt“ (Construction design documents) nõuetele ja on ehitushanke korraldamiseks sobivad. Arvutuste alused on vastavad ja arvutuste tulemused realistlikud. Valitud ristlõiked ja armeerimine vastavad kalkuleeritud sisejõududele. Ettepanekuid lahenduste muutmiseks ei ole. Ehitusprojektis esitatud lahendused on asjakohased ja selle alusel koostatud tööprojekti järgi on võimalik ehitada eesmärgi kohane rajatis, mis on kasutuses ohutu ja vastab kasutusea nõudele.

Ehitusprojekt, mis on koostatud põhiprojekti staadiumis on sobiv ehitushanke

korraldamiseks ja tööprojekti koostamiseks. Seletuskirjad tuleks läbi lugeda ja korrastada inglise ja eesti ehitusala keelt piisavalt valdava inseneri poolt. Samuti vajavad korrastamist väärad viited. Eesti keelse versiooni ebakorrektsed tõlked ei mõjuta pakkumishinda.

4. OVERALL ASSESSMENT OF THE CONSTRUCTION PROJECT

The construction design documents are prepared and inspected by a competent person according to the Building Code.

The volume and detail of the drawings comply with the requirements of Regulation No. 2 “Requirements

for road construction projects” and EVS 932: 2017 “Construction design documents” and are suitable for organizing a construction procurement. The basis for the calculations is appropriate and the results of the calculations are realistic. The selected cross-sections and reinforcement correspond to the calculated internal forces. There are no proposals to change the designed solutions. The solutions presented in the design documents are relevant and based to the present design working drawings are good to build a facility in accordance with the purpose, which is safe in use and meets the service life requirement.

The structure design documents are good for a construction procurement and as basis for the working drawings stage. The explanatory letters should be read and interpreted by an engineer who has sufficient knowledge of English and Estonian in the construction field. Incorrect references also need tidying up. Incorrect translations of the Estonian version version do not affect the bid price.

Projekteeritav tee 27 Rapla-Järvakandi-Kergu riigitee (antud projektis tee indeksiga OR1320) asub Rapla ja Kehtna vallas Rapla maakonnas (vt joonis 1) .

Lähimaks suurimaks keskuseks Rapla, mis jääb projekteeritavast teelõigust ca 1,5 km kaugusele.

Projekti koosseisu on projekteeritud järgmised teelõigud. hooldusteed ja mahasõidud:

• Rapla-Järvakandi-Kergu tugimaantee (OR1320) - pikkus 978 m, katte laius 8,0-9,0 m;

• Juurdepääsutee/ Kohalik tee (OR132002) - pikkus 339m, katte laius 4,5 m, tagasipöördekoht;

• Kohalik tee (OR132001) - pikkus 437m, katte laius 4,5 m, tagasipöördekoht;

• Juurdepääsutee (OR123003) - pikkus 29 m, katte laius 3,5-4.8m;

• Hooldus- ja /juurdepääsutee (OR123005) - pikkus 10 m, katte laius min 3,5m.

2. BRIEF DESCRIPTION OF THE STRUCTURES SUBJECT TO THE

EXPERTISE

2.1. Location of the construction

The road to be designed are 11209 Rapla-Järvakandi-Kergu national road (in this project road with index OR1320). The roads are located in Rapla and Kehtna parish, Rapla county (see Figure 1).

The nearest largest center is Rapla, which is about 1.5km from the designed road section.

The following road sections. maintenance roads and exit ramps have been designed for the project:

Märkus nr 2. Seletuskirjas on märgitud, et nähtavuskolmnurkadesse jäävad puud ja võsa raadatakse. Lõigu alguses jääb mahasõidu nähtavuskolmnurga sisse hekk, millele ei ole raadamist/likvideerimist

märgitud.

Märkus nr 3. Sidekanalisatsiooni katate taastamise katendid ei lähe kokku projekti omadega.

3.1. Construction project expertise report

3.1.1. Investigation’s report

Geodesy and geology reports are submitted.

3.1.2. Explanatory letter

Note no 1. From table no. 15 of the explanatory letter, signs no. 641 of Rapla parish and Vahekönni are missing.

3.1.3. Geotechnical design

Classification of materials, requirements and calculation parameters are added.

3.1.4. Maintenance manual report

The maintenance manual is submitted.

3.1.5. Drawings

Note no 2. The explanatory memorandum states that trees and bushes within the visibility triangles will be cleared. However, at the beginning of the work area, there is a hedge within the visibility triangle of

the exit, which has not been marked for clearing or removal.

Note no 3. The pavements for restoring the lateral canalization do not correspond to the characteristics of the project pavements.

Ehitusprojekt vastab määruse nr 2 „Tee ehitusprojektile esitatavad nõuded“ ja standarti EVS 932:2017

„Ehitusprojekt“ nõuetele.

Täpsustamist vajab kiiruse piirangu liiklusmärk.

4. OVERALL ASSESSMENT OF THE CONSTRUCTION PROJECT

The construction design documents are prepared by a competent person according to the Building Code.

The design is in accordance with the regulation no 2 “Requirements for road construction design” and EVS

932: 2017 “Construction design documents”.

The speed limit road sign needs clarification.
