Regarding unaccompanied Ukrainian children in Estonia

The consular department of the Embassy of Ukraine in the Republic of Estonia expresses its high respect to the Department of Social Insurance of Estonia and requests to provide the available information regarding children who are in Estonia unaccompanied by parents or legal representatives appointed by Ukrainian authorities or authorized by the child's parents:

1. What statistics are available in Estonia regarding unaccompanied children who are citizens of Ukraine? Is there a mechanism for exchanging this information with the Ukrainian authorities? 2. Which state authority or system of authorities in Estonia is responsible for dealing with unaccompanied children (minors)? What are their contact details? 3. In addition to the 1996 Convention on Jurisdiction, Applicable Law, Recognition, Enforcement and Cooperation Regarding Parental Responsibility and Measures for the Protection of Children, are there any other bilateral international, intergovernmental or interagency agreements between Estonia and Ukraine regarding the protection of the rights and interests of children, especially minors without escort? Which state bodies are parties to such agreements? Do these agreements include provisions for sharing information on unaccompanied children? 4. Does Estonia maintain a centralized register for registration of unaccompanied children? Who is responsible for maintaining and updating this register? 5. What legal norms regulate the treatment of unaccompanied children and keeping a register? 6. According to Estonian national law, who is classified as an unaccompanied child? 7. What procedures are followed to identify unaccompanied children and provide them with further assistance or support? 8. What common problems arise during this process and what approaches are used to solve them? Are there any specific proposals for cooperation with Ukraine in this regard? 9. How can the Ukrainian side request personal data about unaccompanied children and under what conditions is such information provided?

In this regard, we ask the Department of Social Insurance to help the Embassy of Ukraine in the Republic of Estonia in finding this information.
