Subject: Member States’ data sets under the recast Drinking Water Directive
Article 18.1 c, d, and e (exceedances, incidents and derogations) – transfer into
Reportnet 3
To the Members of the recast Drinking Water Directive Expert Group
Dear members of the Drinking Water Directive Expert Group,
We would hereby like to invite you to submit your national data sets in relation to the
monitoring results and information required under Article 18.1 (c), (d) and (e) of the recast
Drinking Water Directive 2020/2184 on the quality of water intended for human
consumption to ensure that the Commission, the EEA and the European Centre for Disease
Prevention have access to these data sets.
The transfer of data sets will take place through the Reportnet 3 platform. The first data
sets transfer, covering the period 12 January 2023 – 30 June 2024, is due by 31 March
2025. Following this first data sets transfer, annual data sets transfers will be requested by:
• 12 January 2026: MS data sets covering period 1 July 2024 – 30 June 2025
• 12 January 2027: MS data sets covering period 1 July 2025 – 30 June 2026
• Etc.
The reporting obligation (ROD 832) of the recast Drinking Water Directive (DWD) under
Article 18.1 (c, d, e) requires Member States to set up, and update annually, data sets on
exceedances, incidents, and derogations. The reporting information is described in the
recast DWD as follows:
• For exceedances a data set containing monitoring results, in cases of exceedances of the
parametric values set out in Parts A and B of Annex I, collected in accordance with
Articles 9 and 13 and information about the remedial actions taken in accordance with
Article 14.
• For incidents a data set containing information on incidents relating to water intended
for human consumption that have caused a potential risk to human health, regardless of
whether any failure to meet the parametric values occurred, that lasted for more than 10
consecutive days and that affected at least 1 000 people, including the causes of those
incidents and remedial actions taken in accordance with Article 14.
• For derogations a data set containing information on all derogations granted in
accordance with Article 15(1), including the information provided for in Article 15(2).

How to report?
The obligation has been set up in Reportnet 3 - https://reportnet.europa.eu/dataflow/1197
As the Directive 2020/2184 is new, national reporters need to be nominated or
reconfirmed. This is done by sending the name and email address of the national reporter
to [email protected] and [email protected]. To
access Reportnet 3, the national reporter needs to obtain an EU login and then register on
the platform https://reportnet.europa.eu/. Please use the support document Login and check
this video (30 seconds) for the steps to do this. Once this is done, please send an email to
[email protected] informing you have logged in and you will be assigned
to the dataflow.
The help section of the dataflow (Reportnet 3 (europa.eu)) offers support through the
following steps:
• DWD Reporting Guidance;
• How to use Reportnet 3 for DWD reporting – tutorial for DWD data delivery
(PowerPoint);
• Excel reporting template for tabular data;
• Water Supply Zone templates in GeoPackage formats.
Data quality check and correction of data
Once the data file is uploaded, the system will run an automatic quality check. The detected
data issues (blockers, errors and warnings) will be included in the submission envelope.
