Invitation – Nordic-Baltic Expert-level Seminar on the Transfer of
Sentenced Persons, Stockholm 25–26 April 2024
Sweden and Denmark hereby invite national experts from all Nordic and
Baltic countries to a seminar concerning the transfer of sentenced persons to
be held in Stockholm the 26th of April 2024. The night before the seminar all
participants are welcome to attend a complimentary dinner.
The aim of the seminar is to take a practical approach to strengthening the
process of transferring sentenced persons by improving the cooperation
between national experts, encourage networking and find ways to simplify
the transfer. By bringing national experts together we hope to find solutions
to mutual problems concerning matters of transfer of sentenced persons, as
well as sharing tools and knowledge to rationalise the process of transferring
such persons abroad. The bulk of the seminar will be devoted to workshops.
A preliminary agenda with the overarching themes of the workshops is
enclosed with this invitation. Further information on the dinner on the 25th
of April will be provided to participants.

Practical
The seminar is intended for national experts whose daily work concern
matters of transfer of sentenced persons on a case-to-case basis. We plan for
three attending experts per country.
The organisers are not able to contribute to any costs related to transport
and accommodation. However, dinner on the 25th of April and lunch during
the seminar will be provided. Attending the seminar will not be associated
with any additional costs.
Please make sure to bring a valid photo ID.
For the convenience of sensitive participants, we kindly ask you to refrain
from using perfume and other heavily fragranced products.

An exchange of experiences and discussion of challenges concerning the use of the 1983
Convention on the Tranfer of Sentenced Persons – The Danish Prison and Probation
Service
The workshop enables participants to exchange experiences and discuss
challenges concerning the practical use of the 1983 convention on the
Tranfer of Sentenced Persons. Both good and poor experiences may be
included in the discussion. The aim of the workshop is to shed some light on
why it may be difficult to transfer people using the convention, as well as to
discuss measures that may be able to counter mutual challenges.

Practical issues in matters concerning the transfer of sentenced persons using Framework
Decision 2008/909/JHA – The Swedish Prison and Probation Service
The aim of the workshop is to discuss how to improve and rationalise the
process under Framework Decision 2008/909/JHA. The focus will be on

practical issues when handling cases concerning the transfer of sentenced
persons in the issuing as well as the executing state. Matters to discuss may
be the need for faster and more direct means of communication between
competent authorities, if there is a need for more extensive consultations,
e.g., to clarify the residence of the sentenced person, and what positive
experiences from the Nordic co-operation may be useful in the Nordic-
Baltic context.

Legal issues in matters concerning the transfer of sentenced persons using Framework
Decision 2008/909/JHA – The Swedish Prison and Probation Service
The overarching goal of the Framework Decision 2008/909/JHA is to
enhance the possibility of social rehabilitation for sentenced persons by
transferring them to the executing state. The aim of the workshop is to
discuss legal issues that may hinder the transfer of a sentenced person. From
the view of an executing state, how do participants consider the possibility to
transfer sentenced persons with less than six months of the sentence
remaining to be served and who has not yet begun serving the sentence? As
an issuing state, how do participants take matters like prison conditions and
parole in the other state into account when deciding on the transfer?
