Responding to requests for explanations is governed by the Response to Memoranda and Requests for Explanations and Submission of Collective Proposals Act. Pursuant to paragraph 3 of this Act, the Ministry of Justice provides explanations, free of charge, concerning the legislation and drafts prepared by the Ministry of Justice, the legislation which is the basis for the operation thereof, and the competence and legislative activities of the Ministry of Justice (legal explanations). The provision of legal explanation does not constitute the provision of legal aid. Legal explanation is an explanation of the content and meaning of a particular legal provision, whereas legal aid is a legal assessment of a specific situation concerning certain matters of fact. The situation you have described and the question of how to secure property rights is, in essence, a request for legal aid. Your question relates to the property rights of certain land areas and licenses, both being dependent on the circumstances of the particular case. Please note that the Ministry of Justice does not have the legal competence to provide legal aid under the law.
