The World Health Organization (WHO) presents its compliments to Member States and has the honour to inform them that as part of the preparatory process towards the Fourth High-level Meeting of the United Nations General Assembly (UNGA) on the Prevention and Control of Noncommunicable Diseases in 2025, the International Dialogue on sustainable financing for noncommunicable diseases (NCDs) and mental health (the International financing dialogue), will be organized in accordance with decision A75/10 Annex 11 (2022)1 and will take place in a hybrid format in Washington D.C., United States of America, on Thursday, 20 and Friday, 21 June 2024 in the premises of the World Bank.

This is the second meeting of a series initiated in 2018 with the WHO Global Dialogue on Partnership for Sustainable Financing of Noncommunicable Disease Prevention and Control which was held in Copenhagen, hosted by the Government of the Kingdom of Denmark.

This International financing dialogue is jointly organized by WHO and the World Bank and will bring together Member States, UN Agencies, programmes, funds, other multinational organizations, and non-State actors.

The objective of the International financing dialogue is to define and agree on actionable and sustainable strategies and policy recommendations that enable and enhance the integration of NCDs and mental health in national budget systems and accelerate national actions to achieve the SDG 3.4 and 3.8 with the aim of providing high-quality, equitable NCD and mental health services that are integrated into existing health systems and broader public health ecosystems. The outcome document of the International financing dialogue may inform the negotiations among Member States on the outcome document of the Fourth High-level Meeting of the UNGA on the Prevention and Control of NCDs.

Approximately 40 Member States from the six WHO regions, representing the Ministry of Health or the Ministry of Finance, will be identified to participate in-person based on current and projected burden of disease from NCDs and mental health conditions, current and planned investment in health and the opportunity for accelerated action, in particular NCDs and mental health. The dialogue will be livestreamed and all Member States, UN agencies and non-State actors will have the opportunity to follow the proceedings through the following link: International dialogue on sustainable financing for NCDs and mental health.

Member States will also be able to take part in the web-based consultation on the technical background papers and key messages that will form the basis of the outcome document. The web-based consultation will inform the discussions and the draft outcome document of the International financing dialogue. 助非传染性疾病防控工作世卫组织全球对话之后的第二次会议。

本次国际筹资对话由世卫组织和世界银行联袂主办，会员国、联合国机构、方案、

基金、其他多国组织和非国家行为者将参会。

国际筹资对话的目标是确定和商定可持续的实用战略和政策建议，将非传染性疾病

和精神卫生进一步纳入国家预算体系，加快国家行动，实现可持续发展目标 3.4 和 3.8，

将高质量和公平的非传染性疾病和精神卫生服务纳入现有卫生系统和更广泛的公共卫生

生态系统。国际筹资对话的成果文件将有助于会员国就联合国大会预防和控制非传染性

疾病问题第四次高级别会议成果文件进行谈判。

将根据非传染性疾病和精神卫生状况的当前和预计疾病负担、当前和计划的卫生投

资以及加速卫生领域特别是非传染性疾病和精神卫生方面行动的机会，确定世卫组织六

个区域大约 40 个会员国委派卫生部或财政部代表亲临现场参加会议。所有会员国、联合

L’Organisation mondiale de la Santé (OMS) présente ses compliments aux États Membres et a l’honneur de les informer que, dans le cadre des préparatifs de la quatrième réunion de haut niveau de l’Assemblée générale des Nations Unies sur la prévention et la maîtrise des maladies non transmissibles qui se tiendra en 2025, le Dialogue international sur le financement durable pour combattre les maladies non transmissibles (MNT) et promouvoir la santé mentale (le « Dialogue international sur le financement ») sera organisé conformément à l’annexe 11 de la décision A75/10 (2022)1 et se déroulera sous forme hybride les jeudi 20 et vendredi 21 juin 2024 à Washington D.C. (États-Unis d’Amérique), dans les locaux de la Banque mondiale.

Il s’agit de la deuxième réunion d’une série lancée en 2018 avec le Dialogue mondial de l’OMS sur les partenariats pour un financement durable de la lutte contre les maladies non transmissibles, lequel s’est tenu à Copenhague sous l’égide du Gouvernement du Royaume du Danemark.

Le Dialogue international sur le financement, organisé conjointement par l’OMS et la Banque mondiale, réunira des États Membres, des organismes, programmes et fonds des Nations Unies, d’autres organisations multinationales et des acteurs non étatiques.

L’objectif du Dialogue international sur le financement est de définir et d’approuver des stratégies et des recommandations politiques réalisables et durables qui permettent et renforcent l’intégration des MNT et de la santé mentale dans les systèmes budgétaires nationaux et qui fassent avancer plus rapidement les mesures nationales visant à atteindre les ODD 3.4 et 3.8, en vue de fournir, en matière de MNT et de santé mentale, des services équitables et de qualité qui soient intégrés dans les systèmes de santé existants et dans les écosystèmes de santé publique au sens large. Le document final qui en sera issu pourra éclairer les négociations entre les États Membres sur le document final de la quatrième réunion de haut niveau de l’Assemblée générale des Nations Unies sur la prévention et la maîtrise des maladies non transmissibles.

Environ 40 États Membres des six Régions de l’OMS seront désignés afin d’être représentés en personne, au niveau du Ministère de la santé ou du Ministère des finances, sur la base de la charge de morbidité actuelle et prévue des MNT et des problèmes de santé mentale, des investissements actuels et prévus dans la santé et des possibilités qui existent d’intensifier les efforts tendant à combattre les MNT et à promouvoir la santé mentale. Le dialogue sera diffusé en direct. Ainsi, l’ensemble des États Membres, des organismes des Nations Unies et des acteurs non étatiques auront la possibilité de suivre les débats en cliquant sur le lien suivant : Dialogue international sur le financement durable pour combattre les MNT et promouvoir la santé mentale.

Всемирная организация здравоохранения (ВОЗ) свидетельствует свое уважение государствам-членам и имеет честь проинформировать их о проведении в рамках подготовки к намеченному на 2025 г. четвертому совещанию высокого уровня Генеральной Ассамблеи Организации Объединенных Наций (ГА ООН) по профилактике неинфекционных заболеваний и борьбе с ними и в соответствии с решением, изложенным в приложении 11 к документу A75/10 (2022 г.)1, международного диалога по вопросу об устойчивом финансировании мер по борьбе с неинфекционными заболеваниями (НИЗ) и охране психического здоровья (далее «международный финансовый диалог»), который состоится в четверг и пятницу 20–21 июня 2024 г. в гибридном формате в помещениях Всемирного банка в Вашингтоне (округ Колумбия), Соединенные Штаты Америки.

Это второе совещание c момента проведения глобального диалога ВОЗ о партнерствах в области устойчивого финансирования мер по профилактике неинфекционных заболеваний и борьбе с ними, который был организован Правительством Королевства Дания в Копенгагене в 2018 г.

Нынешний международный финансовый диалог организуется ВОЗ в сотрудничестве со Всемирным банком и проводится при участии государств-членов, учреждений, фондов и программ ООН, других международных организаций и негосударственных структур.

Цель международного финансового диалога заключается в том, чтобы определить и согласовать практически ориентированные и устойчиво реализуемые стратегии и рекомендации о мерах политики, которые помогают учитывать задачи по борьбе с НИЗ и охране психического здоровья в рамках национальных систем бюджетного планирования и способствуют ускорению действий стран по выполнению задач ЦУР 3.4 и 3.8 в интересах обеспечения равного доступа к высококачественной помощи в связи с НИЗ и психическими расстройствами в рамках существующих систем здравоохранения и в рамках экосистем охраны здоровья населения в целом. Итоговый документ международного финансового диалога может быть полезен при согласовании государствами-членами итогового документа четвертого совещания высокого уровня ГА ООН по профилактике НИЗ и борьбе с ними.

К участию в очном формате будут приглашены представители министерств здравоохранения или финансов примерно 40 государств-членов из шести регионов ВОЗ, отобранных с учетом текущего и прогнозируемого бремени НИЗ и психических расстройств, текущих и запланированных ассигнований на развитие здравоохранения, а также возможностей для ускорения усилий в этой области, в частности в целях борьбы с НИЗ и охраны психического здоровья. Диалог будет сопровождаться прямой трансляцией, благодаря которой все государства-члены, учреждения ООН и негосударственные структуры смогут следить за обсуждениями, воспользовавшись следующей ссылкой: Международный диалог по вопросу об устойчивом финансировании мер по борьбе с НИЗ и охране психического здоровья (на английском языке).

Государства-члены смогут также участвовать в онлайновой консультации по техническим справочным документам и основным тезисам, которые будут служить основой для разработки итогового документа. La Organización Mundial de la Salud (OMS) saluda atentamente a los Estados Miembros y tiene el honor de informarlos de que, como parte del proceso preparatorio de la cuarta reunión de alto nivel de la Asamblea General de las Naciones Unidas sobre la prevención y el control de las enfer- medades no transmisibles prevista para 2025, se organizará el Diálogo internacional sobre la finan- ciación sostenible para las enfermedades no transmisibles (ENT) y la salud mental (Diálogo interna- cional sobre la financiación), de conformidad con el anexo 11 de la decisión A75/10 (2022).1 El acto tendrá lugar el jueves 20 y el viernes 21 de junio de 2024 en las instalaciones del Banco Mundial en Washington D.C. (Estados Unidos de América), en formato híbrido.

Se trata de la segunda de una serie de reuniones que comenzaron en 2018 con el Diálogo Mundial de la OMS sobre Alianzas para la Financiación Sostenible de la Prevención y el Control de las Enfermedades no Transmisibles celebrado en Copenhague bajo los auspicios del Gobierno del Reino de Dinamarca.

Este Diálogo internacional sobre financiación que organizan conjuntamente la OMS y el Banco Mundial reunirá a Estados Miembros, programas, fondos y organismos de las Naciones Unidas, así como otras organizaciones multinacionales y agentes no estatales.

El objetivo del encuentro será definir y acordar estrategias y recomendaciones normativas viables y sostenibles que posibiliten y mejoren la integración de las ENT y la salud mental en los planes presupuestarios nacionales e impulsen las medidas nacionales encaminadas a alcanzar los Objetivos de Desarrollo Sostenible 3.4 y 3.8, con el fin de prestar equitativamente servicios de atención a las ENT y la salud mental de alta calidad que se integren en los sistemas de salud existentes y los ecosistemas más amplios de la salud pública. El documento final del Diálogo puede ser de utilidad para las negociaciones entre los Estados Miembros en torno al documento final de la cuarta reunión de alto nivel de la Asamblea General de las Naciones Unidas sobre la prevención y el control de las ENT.

Se seleccionarán para asistir en persona al evento representantes de los ministerios de salud y de finanzas de cerca de 40 Estados Miembros de las seis regiones de la OMS, teniendo en cuenta la carga de morbilidad actual y prevista de las ENT y las enfermedades mentales, la inver- sión actual y prevista en atención de salud y la posibilidad de intensificar la acción, en particular en el ámbito de las ENT y la salud mental. Además, el diálogo se transmitirá en directo y todos los Estados Miembros, organismos de las Naciones Unidas y agentes no estatales tendrán la oca- sión de seguir las deliberaciones a través del siguiente enlace: Diálogo internacional sobre la fi- nanciación sostenible para las ENT y la salud mental.

Asimismo, los Estados Miembros podrán participar en una consulta en línea sobre la docu- mentación técnica de referencia y los principales puntos que conformarán la base del documento final. La consulta en línea proporcionará información para los debates y el proyecto de docu- mento final del Diálogo.
