Dear Sir or Madam,

Further extension of the deadline for submitting nominations to serve on WHO governing bodies

and committees for the nomination year 2024

In my previous correspondence, dated 26 February 2024, I invited nominations to serve on WHO

governing bodies and committees for the nomination year 2024.

As no nominations were received for the subregional Group B of the SCRC (2 vacant seats) by the

constitutional deadline of 29 April 2024, it was decided, in consultation with the members of the

Thirty-first SCRC, to extend the deadline for nominations for this specific governing body and

subregional grouping until Friday, 31 May 2024. As no candidatures were put forward by 31 May

2024, in consultation with the members of the Thirty-first SCRC, a second extension was decided upon

for the SCRC subregional Group B. The new extension deadline is Monday, 10 June 2024.

For comprehensive details regarding nomination requirements, please refer to my previous

correspondence enclosed.

I would like to wholeheartedly encourage Member States to consider submitting nominations.

Nouvelle prolongation du délai de présentation des candidatures

à des organes directeurs et comités de l’OMS pour l’année de désignation 2024

Madame, Monsieur,

Dans mon précédent courrier daté du 26 février 2024, j’ai lancé un appel à candidatures pour siéger au

sein d’organes directeurs et de comités de l’OMS pour l’année de désignation 2024.

Comme aucune candidature n’a été reçue pour le Comité permanent du Comité régional de l’Europe

(CPCR) dans le groupe sous-régional B (2 sièges vacants) avant la date limite constitutionnelle du

29 avril 2024, il a été décidé, en consultation avec les membres du Trente et unième CPCR, de

prolonger jusqu’au vendredi 31 mai 2024 le délai de présentation des candidatures pour cet organe

directeur et ce groupe sous-régional spécifiques.

Aucune candidature n’ayant été présentée avant le 31 mai 2024, et en consultation avec les membres

du Trente et unième CPCR, il a été décidé de procéder à une seconde prolongation pour la

présentation de candidatures au CPCR dans le groupe sous-régional B. Le délai est désormais fixé au

lundi 10 juin 2024.

Pour en savoir davantage sur les conditions de présentation des candidatures, veuillez vous référer à

mon précédent courrier ci-joint.

Weitere Verlängerung der Nominierungsfrist für eine Mitgliedschaft

in den leitenden Organen und Ausschüssen der WHO für das Nominierungsjahr 2024

Sehr geehrte Damen und Herren,

in meinem Schreiben vom 26. Februar 2024 hatte ich um Einreichung von Nominierungen für eine

Mitgliedschaft in den leitenden Organen und Ausschüssen der WHO für das Nominierungsjahr 2024

gebeten.

Da für die subregionale Gruppe B des SCRC, in der zwei Sitze frei werden, bis zum festgelegten Termin

am 29. April 2024 keine Bewerbungen eingegangen waren, wurde nach Rücksprache mit den Mitgliedern

des 31. SCRC beschlossen, die Nominierungsfrist für dieses leitende Organ und diese subregionale

Gruppierung bis 31. Mai 2024 zu verlängern.

Da auch bis zum 31. Mai 2024 keine Bewerbungen eingegangen waren, wurde nach Rücksprache mit

den Mitgliedern des 31. SCRC eine zweite Fristverlängerung für die subregionale Gruppe B des SCRC

beschlossen. Die neue Verlängerungsfrist endet am 10. Juni 2024.

Ausführliche Einzelheiten zu den Anforderungen für die Nominierungen können Sie meinem hier

nochmals beigefügten früheren Schreiben entnehmen.

Ich möchte die Mitgliedstaaten nachdrücklich dazu ermutigen, die Einreichung einer Nominierung in

Erwägung zu ziehen.

Дальнейшее продление срока представления кандидатур в состав руководящих органов и

комитетов ВОЗ в 2024 г.

В своем предыдущем письме от 26 февраля 2024 г. я предложил Вам выдвинуть кандидатуры в

состав руководящих органов и комитетов ВОЗ в 2024 г.

Ввиду того, что до истечения крайнего срока представления кандидатур (29 апреля 2024 г.)

Секретариат не получил ни одной кандидатуры в состав ПКРК от государств-членов в

субрегиональной группе В (два вакантных места), по согласованию с членами ПКРК тридцать

первого созыва было принято решение продлить срок представления кандидатур в состав этого

конкретного руководящего органа в указанной субрегиональной группе до пятницы, 31 мая

2024 г.

Поскольку к 31 мая 2024 г. в Секретариат не поступило ни одной кандидатуры, по согласованию

с членами ПКРК тридцать первого созыва было принято решение о втором продлении срока

представления кандидатур в состав ПКРК в субрегиональной подгруппе B. Новый крайний срок

представления кандидатур – понедельник, 10 июня 2024 г.

С подробной информацией о требованиях к выдвигаемым кандидатам можно ознакомиться в

объявлении о приеме кандидатур, которое прилагается к настоящему письму.

Я искренне призываю государства-члены рассмотреть возможность представления своих

кандидатур.

Call for nominations to serve on WHO governing bodies and committees – nomination year 2024

In accordance with Rules 14.2.2 (a) and 14.3 of the Rules of Procedure of the WHO Regional Committee

for Europe, I am writing to initiate the annual process for nominating and electing new members for the WHO

governing bodies and committees to be considered at the 74th session of the Regional Committee, which will

take place from 29 to 31 October 2024 in Copenhagen, Denmark.

As set out in the Rules of Procedure, Member States in the WHO European Region are invited to notify

the WHO Regional Director for Europe by no later than 29 April 2024 of nominations they wish to make

for membership of any of the following WHO governing bodies and committees: the Executive

Board (EB) (2 vacant seats), and the Standing Committee of the Regional Committee for Europe (SCRC)

(4 vacant seats).

In this context, I would like to draw your attention to the criteria established by the Regional Committee at

its 63rd session relating to the allocation of seats to ensure equitable geographical distribution, adequate

representation of the interests of the Region, and the opportunity for all Member States in the Region to

serve on governing bodies and committees, as well as other considerations relevant to maximizing the

effectiveness of the governing bodies and committees.

Further details regarding the criteria for membership of WHO governing bodies and committees and the

requirements for submission of nominations are included in Annex 1 below. Please find the relevant

templates attached. In addition, further to the recent informal consultation with Member States on

intentions to serve on WHO governing bodies and committees in the coming years, an overview of the

responses received is shown in Annex 2.

Annex 1. Vacancies on WHO governing bodies and committees: process

and criteria for nominations and elections

Overview

1. The WHO Regional Committee for Europe at its 74th session (RC74) shall determine the membership of the following governing bodies and committees for the following number of seats.

(a) Executive Board (EB): two seats will become vacant at the closing of the Seventy-eighth World Health Assembly in May 2025 when the terms of office of the members designated by the Republic of Moldova and Slovakia will have expired.

(b) Standing Committee of the Regional Committee for Europe (SCRC): four seats will become vacant at the closing of RC74 when the terms of office of France, Montenegro, Spain and Turkmenistan will have expired.

2. In accordance with the established rules to ensure an equitable geographical distribution (see below), these seats will be allocated as follows:

§ For the SCRC, the nomination year indicates the year when Member States are requested to nominate candidates for consideration by the Regional Committee at its annual session that same year. For the EB, the nomination year is one calendar year prior to the actual year of commencement of the term as an EB member. This means that candidates are nominated by the Regional Committee in the calendar year prior to commencement of their tenure as EB members.

Underlying principles and selection criteria

3. Regarding the election of membership to WHO governing bodies and committees, Rules 14.2.1 and 14.3 of the Rules of Procedure of the Regional Committee for Europe set out the need for equitable geographical distribution, adequate representation of the interests of the WHO European Region, the opportunity for all Member States in the Region to participate over time in the work of WHO governing bodies and committees, as well as other considerations relevant to maximizing the effectiveness of the work of the governing bodies and committees.

4. Equitable geographical distribution is ensured through the creation of three subregional groupings of Member States (resolution EUR/RC63/R7, Annex 1; see Fig. A1.1 on the next page).

5. Other selection criteria refer to:

(a) the equal opportunity for each Member State to serve on WHO governing bodies and committees;

(b) the candidate countries’ past engagements and collaborations with WHO and their commitment to WHO’s priorities at the global and regional levels, as reflected in the Thirteenth General

Programme of Work, 2019–2025, and the European Programme of Work, 2020–2025 – “United Action for Better Health”; and

(c) the proposed representatives’ broad mix of skills and practical experience in public health and in national administration, as well as gender balance (as further detailed in Annex 2 of resolution EUR/RC63/R7).

Number of seats and distribution

6. The Region has eight seats on the EB, which are distributed according to geographical subregional groupings as follows: two seats each in Group A and Group B, respectively (plus a third seat alternating between both groupings), and three seats in Group C.

7. Based on resolution EUR/RC53/R1, Member States in the Region that are permanent members of the United Nations Security Council are granted semi-permanent membership of the EB, meaning that each of them can take up membership every three out of six years.

8. The twelve seats on the SCRC are distributed equally among each of the three subregional groupings.

9. To provide more clarity around the annual vacancies for a three-year mandate in each subregional grouping, in combination with the above principle of semi-permanency, a long-term schedule of membership for both governing bodies was adopted (Table A1.2).

§ For the SCRC, the nomination year indicates the year when Member States are requested to nominate candidates for consideration by the Regional Committee at its annual session that same year. For the EB, the nomination year is one calendar year prior to the actual year of commencement of the term as an EB member. This means that candidates are nominated by the Regional Committee in the calendar year prior to commencement of their tenure as EB members. * Semi-permanency pursuant to EUR/RC60/R3 (and confirmed in resolution EUR/RC63/R7). † Adjustment based on the fact that in nomination year 2023, due to the lack of a candidate in Group A, one vacant seat in Group A was attributed to Group C. In order for the balance to be restored, in the nomination year 2024, one seat from Group C moves back to Group A.

The nomination process: applicable rules and practices

10. The process for selecting Member States in the Region to serve on WHO governing bodies and other committees is governed by Rules 14.2 and 14.3 of the Rules of Procedure of the Regional Committee for Europe.

11. Following notification by the Regional Director, Member States are required to submit their nomination six months in advance of the Regional Committee session, with (1) a curriculum vitae, in a standard format, of the representative they intend to nominate if elected, as well as (2) a letter of intent explaining their relationship with WHO, their commitment to WHO priorities at the global and regional levels, and the contribution that they would make as a member of the specific body or committee (Rule 14.2.2 (a)).

12. After the deadline for submitting nominations is passed, the Secretariat first reviews the validity of the nominations received, namely, checking if each nomination was received within the deadline and with all the necessary documentation. Then, this information is compiled in the Membership of WHO bodies and committees document and communicated to the members of the SCRC.

13. Based on this information, the SCRC is asked to review all nominations received and identify which candidates in its opinion would best meet the criteria enumerated in the Rules of Procedure and relevant resolutions. This is done in a private session, usually held during the fourth session of the SCRC in June. The outcome of these deliberations are reflected in an assessment report that is sent to the candidate countries. In so doing, the SCRC in the first instance tries to seek consensus among Member States submitting nominations in case there are more candidates than seats (Rule 14.2.2 (b)). SCRC members representing a Member State that submitted its nomination for one of the vacant seats shall abstain from the assessment of received candidacies for that particular body or committee.

14. If consensus is not possible, and if immediately prior to the start of the Regional Committee session there would still be more nominations than seats to be filled for a specific body and within a particular subregional group, the SCRC will submit the relevant assessment report to the Regional Committee for its information (Rule 14.2.2 (c)).

15. If consensus is still not reached by the time of the actual selection, the Regional Committee will proceed to an election by secret ballot in accordance with Rule 43. Candidate Member States must be represented during the relevant agenda item at the Regional Committee session (Rule 14.2.2 (d)).

16. If in a particular subregional group, insufficient nominations are received to fill all the vacant seats, the Regional Committee can decide to allocate the seat to an excess candidate from another group. In the subsequent year, the geographical balance would then normally be restored between both subregional groups by switching a vacant seat. The applicable long-term schedule would be adjusted accordingly.

17. As recommended by the Regional Committee at its 73rd session, the Thirty-first SCRC – through its subgroup on WHO/Europe’s governance – has been tasked with implementing the recommendations of the most recent governance review (document EUR/RC73/18), including those related to the nominations and elections of EB and SCRC members. A detailed proposal aimed at refining this process will be presented for the consideration of the Regional Committee at its 74th session, with a view to begin a pilot in 2025.

Requirements for submitting nominations

18. Only nominations received no later than 29 April 2024 will be presented to the Regional Committee at its 74th session in October 2024. Nominations should be submitted to the following email address: [email protected].

19. Each candidature must be accompanied by a curriculum vitae in standard format and a letter of intent.

Curriculum vitae

20. A curriculum vitae needs to be completed for the representative whom a Member State intends to appoint if elected for any of the above-mentioned bodies and committees. The templates in standard format are attached.

Letter of intent

21. The letter of intent must be written in one of the four official languages of the Region and should not exceed 600 words in length. It should include a short description of the following items:

(a) an overview of the key elements of the relations between WHO and the nominating Member State, including events or programmes of particular relevance to the Member State concerned;

(b) which WHO priorities the nominating Member State plans to represent during its three-year membership term; and

(c) how the nominating Member State plans to achieve those priorities during its three-year term, and the reasons why the Member State is applying for membership of a governing body.

22. To facilitate a comparative consideration of the candidacies submitted by Member States, the letter of intent may include:

(a) a record of Member States’ engagement with WHO’s governance and technical activities, for example, active participation in governing bodies’ meetings, or in special programmes such as the Special Programme for Research and Training in Tropical Diseases (TDR); active participation and involvement in intergovernmental negotiations launched under the aegis of WHO; compliance with reporting requirements to WHO at regional or global level; as well as other examples considered relevant by Member States to demonstrate a high level of engagement with WHO;

(b) details and evidence of their commitment to the implementation of global and regional WHO policies considered as a priority by them within the framework of their national health policies as well as their foreign policy; and

(c) details of how they aim to engage and cooperate with WHO if elected, and the contributions they intend to make as members of the SCRC or the EB.

Annex 2. Expression of interest to serve on WHO governing bodies and

committees in 2024–2026 (results from the informal consultation)

1. By filling out an online survey that was sent on 19 January 2024, Member States in the WHO European Region were invited to informally share their intentions to serve on WHO governing bodies and committees in 2024–2026, as well as for the elective posts expected to be filled by the European Region at the Seventy- seventh World Health Assembly in May 2024 and at the 155th session of the Executive Board (EB) in June 2024.

2. This informal consultation procedure has been a valuable practice in recent years and brings an important element of predictability and transparency to the process of elections and nominations in the Region, while also supporting Member States in their efforts to plan when to submit their nomination and, possibly, in engaging with other potential candidate countries at an early stage.

3. The feedback received from this informal consultation by the deadline of 9 February 2024 can be found below in Table A2.1 and Table A2.2. Since Member States’ participation was strictly voluntary, this information is not binding and does not in any way curtail their right to submit their nominations in accordance with Rule 14.2.2 (a) of the Rules of Procedure of the Regional Committee for Europe.

4. Although it is not formally part of the process for nominations and elections, Table A2.3 and Table A2.4 contain the feedback received on, respectively, the elective posts for the upcoming Seventy-seventh World Health Assembly that are attributed to the WHO European Region, and the vacant positions for the 155th session of the EB attributed to EB members from the Region. Based on the feedback received and on any further suggestions made by the WHO Regional Director for Europe, the Standing Committee of the Regional Committee for Europe, in close consultation with the members of the EB from the Region, will nominate candidates for these posts (EUR/RC73/5 Rev.1 Add.1).

5. Following the launch of the call for nominations, the Secretariat will organize virtual briefings with the Member States to provide any further information about the process for nominations and elections.

Appel à candidatures pour siéger aux organes directeurs et aux comités de l’OMS

Madame, Monsieur,

Conformément aux articles 14.2.2 a) et 14.3 du règlement intérieur du Comité régional de l’OMS pour

l’Europe, je vous écris afin de lancer la procédure annuelle de désignation et d’élection de nouveaux membres

aux organes directeurs et comités de l’OMS pour soumission à l’examen de la 74e session du Comité régional

organisée du 29 au 31 octobre 2024 à Copenhague (Danemark).

Comme le prévoit le règlement intérieur, les États membres sont invités à notifier au directeur régional de

l’OMS pour l’Europe, au plus tard le 29 avril 2024, les candidatures qu’ils souhaitent présenter pour siéger au

sein de l’un des organes directeurs et comités de l’OMS suivants : le Conseil exécutif (2 sièges vacants) et le

Comité permanent du Comité régional de l’Europe (CPCR) (4 sièges vacants).

Dans ce contexte, j’aimerais attirer votre attention sur les critères définis par le Comité régional en sa

63e session concernant l’attribution des sièges afin d’assurer une répartition géographique équitable, une

représentation adéquate des intérêts de la Région et la possibilité, pour tous les États membres de la Région, de

siéger à des organes directeurs et des comités, ainsi que d’autres considérations propres à maximiser l’efficacité

de ces derniers.

L’annexe 1 de la présente lettre (voir ci-après) contient de plus amples informations sur les critères de

représentation aux organes directeurs et comités de l’OMS et sur les conditions à respecter pour la présentation

des candidatures. Vous trouverez ci-joint les modèles correspondants. En outre, suite à la récente consultation

informelle menée avec les États membres sur leur intention de siéger aux organes directeurs et comités de

l’OMS dans les années à venir, un aperçu des réponses reçues figure à l’annexe 2.

Annexe 1. Sièges vacants aux organes directeurs et comités de l’OMS :

procédure et critères à remplir pour les désignations et les élections

Aperçu général

1. Le Comité régional de l’OMS pour l’Europe déterminera, lors de sa 74e session (CR74), la composition des organes directeurs et comités suivants pour le nombre de sièges indiqué :

a) Conseil exécutif : 2 sièges deviendront vacants à la clôture de la Soixante-dix-huitième Assemblée mondiale de la santé de mai 2025, lorsque les mandats des membres désignés par la République de Moldova et la Slovaquie arriveront à leur terme ;

b) Comité permanent du Comité régional de l’Europe (CPCR) : 4 sièges deviendront vacants à la clôture du CR74 lorsque les mandats de l’Espagne, de la France, du Monténégro et du Turkménistan arriveront à leur terme.

2. Conformément aux règles établies pour assurer une répartition géographique équitable (voir ci-dessous), ces sièges seront attribués comme suit :

Organes directeurs de l’OMS

Principes sous-jacents et critères de sélection

3. Concernant l’élection de membres des organes directeurs et comités de l’OMS, les articles 14.2.1 et 14.3 du Règlement intérieur du Comité régional de l’Europe mettent en avant la nécessité d’une répartition géographique équitable et d’une représentation suffisante des divers intérêts de la Région européenne de l’OMS, ainsi que la possibilité pour tous les États membres de la Région de participer à tour de rôle aux travaux des organes directeurs et des comités de l’OMS, et d’autres considérations ayant trait à l’efficacité optimale des travaux menés par ces derniers.

4. La répartition géographique équitable est assurée par la création de trois groupes sous-régionaux d’États membres (résolution EUR/RC63/R7, annexe 1 ; voir figure A1.1 à la page suivante).

5. Les autres critères de sélection se réfèrent aux points suivants :

a) la mise sur un pied d’égalité des États membres concernant la possibilité de siéger aux organes directeurs et comités de l’OMS ;

b) les collaborations et partenariats passés des pays candidats avec l’OMS et leur adhésion aux priorités de l’OMS aux niveaux mondial et régional, telles qu’elles sont exposées dans le Treizième Programme général de travail 2019-2025 et dans le Programme de travail européen 2020-2025 – « Une unité d’action pour une meilleure santé » ;

c) le large spectre de compétences et l’expérience pratique des représentants proposés dans le domaine de la santé publique et de l’administration nationale, ainsi que l’équilibre entre les sexes (comme le précise l’annexe 2 de la résolution EUR/RC63/R7).

Nombre de sièges et répartition

6. La Région dispose de 8 sièges au Conseil exécutif, répartis comme suit selon les groupes sous-régionaux géographiques : 2 sièges chacun respectivement dans les Groupes A et B (plus un troisième siège en alternance entre les deux groupes), et 3 sièges dans le Groupe C.

7. Conformément à la résolution EUR/RC53/R1, les États membres de la Région qui sont membres permanents du Conseil de sécurité des Nations Unies se voient accorder le statut de membre semi-permanent du Conseil exécutif, en d’autres termes ils peuvent chacun devenir membre tous les 3 ans sur 6.

8. Les 12 sièges du CPCR sont répartis de manière égale entre chacun des trois groupes sous-régionaux.

9. Afin d’apporter davantage de clarté au sujet des postes devenant vacants chaque année pour un mandat de 3 ans dans les différents groupes sous-régionaux, et dans le respect du principe de semi-permanence susmentionné, un calendrier à long terme concernant la composition des deux organes directeurs a été adopté (tableau A1.2).

Processus de désignation : règles et pratiques applicables

10. Le processus de sélection des États membres de la Région pour siéger aux organes directeurs et autres comités de l’OMS est régi par les articles 14.2 et 14.3 du Règlement intérieur du Comité régional de l’Europe.

11. Après notification par le directeur régional, les États membres sont tenus de soumettre leur candidature 6 mois avant la session du Comité régional accompagnée 1) d’un curriculum vitæ, établi selon un modèle type, du/de la représentant(e) qu’ils ont l’intention de nommer s’il/si elle est élu(e) ; ainsi que 2) d’une déclaration [lettre] d’intention expliquant leur relation avec l’OMS, leur engagement en faveur des priorités de l’OMS à l’échelle mondiale et régionale, et ce qu’ils apporteraient en tant que membre de l’organe ou du comité en question (article 14.2.2 a)).

12. Une fois la date limite de soumission des candidatures passée, le secrétariat examine d’abord la validité juridique des candidatures reçues, c’est-à-dire qu’il vérifie si chaque candidature a été reçue dans les délais et avec tous les documents requis. Ensuite, ces informations sont compilées dans le document relatif à la composition des organes et comités de l’OMS et communiquées aux membres du CPCR.

13. Sur la base de ces informations, le CPCR est invité à examiner toutes les candidatures reçues et à identifier les candidats qui, à son avis, répondent le mieux aux critères énumérés dans le règlement intérieur et les résolutions correspondantes. Cet exercice s’effectue dans le cadre d’une séance privée généralement organisée lors de la quatrième session du CPCR (en juin). Le résultat de ces délibérations figure dans le rapport d’évaluation communiqué aux pays candidats. Ce faisant, le CPCR s’efforce en premier lieu de rechercher un consensus entre les États membres qui soumettent des candidatures au cas où il y a plus de candidats que de sièges (article 14.2.2 b)). Les membres du CPCR représentant un État membre ayant soumis une candidature pour l’un des sièges vacants s’abstiennent d’évaluer les candidatures reçues pour l’organe ou le comité concernés.

14. S’il n’est pas possible de parvenir à un consensus et si, immédiatement avant le début de la session du Comité régional, il y a encore plus de candidatures que de sièges à pourvoir pour un organe spécifique et au sein d’un groupe sous-régional particulier, le CPCR soumettra le rapport d’évaluation correspondant au Comité régional pour information (article 14.2.2 c)).

15. Si un consensus n’est toujours pas atteint au moment de la sélection proprement dite, le Comité régional procédera à une élection au scrutin secret conformément à l’article 43. Les États membres qui ont soumis des candidatures doivent être représentés à la session du Comité régional lors de l’examen du point correspondant de l’ordre du jour (article 14.2.2 d)).

16. Si le nombre de candidatures reçues dans un groupe sous-régional particulier est insuffisant pour occuper tous les sièges vacants, le Comité régional peut décider d’attribuer le siège à un candidat excédentaire d’un autre groupe. L’année suivante, l’équilibre géographique sera alors normalement rétabli entre les deux groupes sous- régionaux en permutant un siège vacant. Le calendrier à long terme applicable sera adapté en conséquence.

17. Comme l’a recommandé le Comité régional en sa 73e session, le Trente et unième CPCR, par l’intermédiaire de son Sous-groupe sur la gouvernance de l’OMS/Europe, a été chargé de mettre en œuvre les recommandations du dernier examen de la gouvernance (document EUR/RC73/18), notamment celles relatives à la désignation et à l’élection des membres du Conseil exécutif et du CPCR. Une proposition détaillée visant à affiner ce processus sera soumise à l’examen de la 74e session du Comité régional en vue de commencer sa mise à l’essai en 2025.

Conditions de présentation de candidatures

18. Seules les candidatures reçues le 29 avril 2024 au plus tard seront soumises au Comité régional en sa 74e session d’octobre 2024. Les candidatures doivent être envoyées à l’adresse électronique suivante : [email protected].

19. Chaque candidature sera accompagnée d’un curriculum vitæ, établi selon le formulaire type, et d’une lettre d’intention.

Curriculum vitæ

20. Un formulaire de curriculum vitæ doit être rempli pour les représentants que les États membres ont l’intention de désigner s’ils sont élus à l’un des organes et comités susmentionnés. Les documents types, en format standard, sont joints en annexe.

Lettre d’intention

21. La lettre d’intention sera rédigée dans l’une des quatre langues officielles de la Région et ne devra pas excéder 600 mots. Elle contiendra une brève description des points suivants :

a) un aperçu des principaux éléments caractérisant les relations entre l’OMS et l’État membre désignant le candidat, notamment les événements ou programmes d’une pertinence particulière pour l’État membre concerné ;

b) les priorités de l’OMS que cet État membre projette de défendre pendant son mandat de 3 ans ;

c) comment l’État membre envisage de concrétiser ces priorités au cours de son mandat de trois ans, et les raisons pour lesquelles il se porte candidat à un siège au sein d’un organe directeur.

22. Afin de faciliter l’examen comparatif des candidatures présentées par les États membres, la lettre d’intention peut notamment contenir les informations suivantes :

a) un bilan de la collaboration des États membres à la gouvernance et aux activités techniques de l’OMS ; par exemple, leur participation active aux réunions des organes directeurs ou à des programmes spéciaux tels que le Programme spécial de recherche et de formation concernant les maladies tropicales, leur participation active aux négociations intergouvernementales lancées sous l’égide de l’OMS, le respect des impératifs d’établissement de rapports à l’OMS au niveau régional ou mondial, et autres exemples considérés comme pertinents par les États membres afin de démontrer un haut niveau de collaboration avec l’OMS ;

b) des informations et des éléments de preuve relatifs à leur engagement en faveur de la mise en œuvre des politiques mondiales et régionales de l’OMS considérées comme prioritaires par les États membres dans le cadre de leurs politiques nationales de santé ainsi que de leur politique étrangère ;

c) des précisions sur la manière dont ils entendent coopérer avec l’OMS s’ils sont élus, ainsi que sur les contributions qu’ils ont l’intention d’apporter en leur qualité de membres du CPCR ou du Conseil exécutif.

Annexe 2. Manifestation d’intérêt pour siéger au sein

d’organes directeurs et de comités de l’OMS en 2024-2026

(résultats de la consultation informelle)

1. En répondant à une enquête en ligne envoyée le 19 janvier 2024, les États membres de la Région européenne de l’OMS ont été invités à faire part de manière informelle de leur intention de siéger aux organes directeurs et comités de l’OMS en 2024-2026, et d’occuper des postes électifs devant être pourvus par la Région européenne lors de la Soixante-dix-septième Assemblée mondiale de la santé de mai 2024 et lors de la 155e session du Conseil exécutif de juin 2024.

2. Cette procédure de consultation s’est avérée particulièrement utile ces dernières années et apporte un élément important de prévisibilité et de transparence au processus d’élection et de désignation dans la Région, tout en aidant les États membres à planifier la date de présentation de leur candidature et, éventuellement, à collaborer tôt dans le processus avec d’autres pays candidats potentiels à cet égard.

3. Le retour d’information reçu à la suite de cette consultation informelle avant la date limite du 9 février 2024 figure dans les tableaux A2.1 et A2.2 ci-dessous. La participation des États membres étant strictement volontaire, cette information n’est pas contraignante et ne limite en rien leur droit à soumettre leur candidature conformément à l’article 14.2.2 a) du Règlement intérieur du Comité régional de l’Europe.

4. Même si cela ne fait pas officiellement partie du processus de désignation et d’élection, les tableaux A2.3 et A2.4 contiennent le retour d’information reçu, respectivement, sur les postes électifs pour la Soixante-dix- septième Assemblée mondiale de la santé attribués à la Région européenne de l’OMS, ainsi que sur les postes vacants pour la 155e session du Conseil exécutif attribués aux membres du Conseil exécutif de la Région. Sur la base du retour d’information reçu et de toute autre suggestion émise par le directeur régional de l’OMS pour l’Europe, le Comité permanent du Comité régional de l’Europe désignera, en étroite consultation avec les membres du Conseil exécutif de la Région, des candidats pour ces postes (EUR/RC73/5 Rev.1 Add.1).

5. Après le lancement de l’appel à candidatures, le secrétariat organisera des réunions d’information virtuelles avec les États membres afin de fournir des informations complémentaires sur le processus de désignation et d’élection.

Объявление о приеме кандидатур в состав руководящих органов и комитетов ВОЗ в 2024 г.

В соответствии с правилом 14.2.2(a) и правилом 14.3 Правил процедуры Европейского регионального

комитета ВОЗ, настоящим письмом я объявляю о начале ежегодного процесса выдвижения кандидатур и

избрания новых членов руководящих органов и комитетов ВОЗ. Представленные кандидатуры будут

рассмотрены на семьдесят четвертой сессии Регионального комитета, которая пройдет 29–31 октября

2024 г. в Копенгагене (Дания).

В соответствии с Правилами процедуры, государствам-членам в Европейском регионе ВОЗ

предлагается не позднее 29 апреля 2024 г. уведомить Европейского регионального директора ВОЗ о

кандидатурах, которые они намерены выдвинуть в состав следующих органов и комитетов ВОЗ:

В связи с этим я хотел бы обратить Ваше внимание на установленные на шестьдесят третьей сессии

Регионального комитета критерии применительно к заполнению этих вакантных мест, призванные

обеспечить справедливое географическое распределение мест, адекватную представленность интересов

Региона и возможность для всех государств-членов в Регионе принять участие в работе

соответствующих руководящих органов и комитетов, а также учесть ряд других соображений,

направленных на максимальное повышение эффективности работы руководящих органов и комитетов.

С более подробной информацией о критериях для выдвижения и избрания кандидатов в состав органов

и комитетов ВОЗ, а также о требованиях к представлению кандидатур можно ознакомиться в

приложении 1 к настоящему письму (также прилагаются соответствующие типовые бланки). В

приложении 2 приводится обзор ответов, полученных в рамках состоявшейся недавно неофициальной

консультации с государствами-членами относительно имеющихся у них планов войти в состав

руководящих органов и комитетов ВОЗ в ближайшие годы.

Приложение 1. Вакантные места в составе руководящих органов и

комитетов ВОЗ: процесс и критерии выдвижения и избрания

кандидатов

Обзор

1. Европейский региональный комитет ВОЗ на своей семьдесят четвертой сессии (РК-74) определит членов следующих руководящих органов и комитетов со следующим числом вакантных мест.

(a) Исполнительный комитет (ИК): после завершения семьдесят восьмой сессии Всемирной ассамблеи здравоохранения в мае 2025 г. в ИК освободятся два места в связи с истечением срока полномочий членов, назначенных Республикой Молдова и Словакией.

(б) Постоянный комитет Европейского регионального комитета (ПКРК): после завершения РК-74 в ПКРК освободятся четыре места в связи с истечением срока полномочий членов от Испании, Туркменистана, Франции и Черногории.

2. В соответствии с установленными правилами, для обеспечения справедливого географического распределения вакантных мест (см. ниже) эти места будут распределены следующим образом:

§ Для ПКРК: год выдвижения кандидатур – это год, когда государствам-членам предлагается выдвинуть свои кандидатуры, которые будут рассмотрены Региональным комитетом во время его ежегодной сессии в этом же году. Для ИК: год выдвижения кандидатур предшествует календарному году начала полномочий члена Исполнительного комитета. 3. Применительно к процессу избрания членов руководящих органов и комитетов ВОЗ в правилах 14.2.1 и 14.3 Правил процедуры Европейского регионального комитета говорится о необходимости учитывать потребность в справедливом географическом распределении мест, адекватной представленности интересов Европейского региона ВОЗ, обеспечении возможности для всех государств-членов в Регионе со временем принять участие в работе соответствующих руководящих органов и комитетов ВОЗ, а также другие соображения, направленные на максимальное повышение эффективности работы этих органов и комитетов.

4. Справедливое географическое распределение мест обеспечено за счет создания трех субрегиональных групп государств-членов (приложение 1 к резолюции EUR/RC63/R7, см. рис. A1.1).

5. Другие критерии отбора относятся к:

(a) обеспечению всем государствам-членам равных возможностей для работы в руководящих органах и комитетах ВОЗ;

(б) прошлому взаимодействию и сотрудничеству стран-кандидатов с ВОЗ и их приверженности приоритетам ВОЗ на глобальном и региональном уровнях, отраженным в Тринадцатой Общей программе работы и Европейской программе работы на 2019–2025 гг. "Совместные действия для улучшения здоровья";

(в) наличию у предложенных представителей широкого спектра навыков и практического опыта в области общественного здравоохранения и опыта работы в национальных органах управления, а также к обеспечению гендерного баланса (о чем детально говорится в приложении 2 к резолюции EUR/RC63/R7).

Число вакантных мест и их распределение

6. Европейскому региону отведено восемь мест в ИК, которые распределены между субрегиональными группами следующим образом: два места в группе А, два места в группе В (плюс третье место, занимаемое этими группами поочередно) и три места в группе С.

7. Согласно резолюции EUR/RC53/R1, государствам-членам в Регионе, являющимся постоянными членами Совета Безопасности ООН, предоставляется полупостоянное членство в ИК, т.е. периодичность их членства составляет три года из шести.

8. Двенадцать мест в ПКРК равномерно распределены между тремя субрегиональными группами стран.

9. Для того чтобы обеспечить бóльшую ясность в отношении ежегодно появляющихся вакантных мест (с трехлетним сроком полномочий) в каждой субрегиональной группе и их сочетания с вышеупомянутым принципом полупостоянного членства, был принят разработанный на долгосрочную перспективу график представительства государств-членов в обоих руководящих органах (таблица A1.2).

Процесс выдвижения кандидатов: действующие правила и их применение

на практике

10. Процесс избрания государств-членов в Регионе в состав руководящих органов и других комитетов ВОЗ регулируется правилами 14.2 и 14.3 Правил процедуры Европейского регионального комитета.

11. После получения соответствующего объявления, рассылаемого Региональным директором, каждое заинтересованное государство-член должно представить свою кандидатуру за шесть месяцев до даты открытия сессии Регионального комитета вместе с (1) краткой биографической справкой стандартного формата того представителя, которого оно хотело бы назначить в случае своего избрания, а также (2) декларацией о намерениях с описанием своих взаимоотношений с ВОЗ, поддержки приоритетов ВОЗ на глобальном и региональном уровнях, а также вклада, который оно сможет внести в работу соответствующего органа или комитета, войдя в его состав (правило 14.2.2 (a)).

12. После истечения срока представления кандидатур Секретариат в первую очередь проводит проверку соответствия выдвинутых кандидатур установленным требованиям, то есть проверяет, были ли они получены до истечения установленного срока и была ли вместе с ними представлена вся необходимая документация. Затем вся эта информация вносится в документ "Членство в органах и комитетах ВОЗ" и доводится до сведения членов ПКРК.

13. ПКРК предлагается на основании этой информации рассмотреть все полученные кандидатуры и определить, какие кандидаты, по его мнению, в наибольшей степени соответствуют критериям, перечисленным в Правилах процедуры и в соответствующих резолюциях. Это происходит на закрытом заседании, которое, как правило, проводится во время четвертого совещания ПКРК в июне. Итоги этих дискуссий отражаются в отчете об оценке, который направляется странам-кандидатам. Таким образом ПКРК в первую очередь старается обеспечить консенсус среди государств-членов, представивших кандидатуры, в случае если число кандидатов превышает число вакантных мест (правило 14.2.2 (b)). Члены ПКРК от государств-членов, выдвинувших свои кандидатуры на одно из вакантных мест, должны устраниться от участия в процессе оценки полученных кандидатур в состав данного органа или комитета.

14. Если обеспечить консенсус невозможно и если непосредственно перед открытием сессии Регионального комитета число представленных кандидатур все еще превышает число подлежащих заполнению вакантных мест в конкретном органе и в конкретной субрегиональной группе, ПКРК представляет Региональному комитету соответствующий отчет об оценке для ознакомления (правило 14.2.2 (c)).

15. Если к моменту проведения выборов государства-члены все еще не могут прийти к консенсусу, Региональный комитет переходит к процедуре избрания членов путем тайного голосования в соответствии с правилом 43. Государства-члены, представившие кандидатуры, должны присутствовать на заседании Регионального комитета в ходе обсуждения соответствующего пункта повестки дня (правило 14.2.2 (d)).

16. Если в какой-то из субрегиональных групп было получено недостаточное число кандидатур для заполнения всех вакантных мест, Региональный комитет может принять решение о передаче закрепленного за этой группой вакантного места дополнительной кандидатуре из другой группы. В следующем году сбалансированное географическое распределение мест между субрегиональными группами, как правило, восстанавливается путем переноса соответствующего вакантного места в другую группу. В этом случае в действующий график представительства государств-членов в руководящих органах, рассчитанный на долгосрочную перспективу, вносятся соответствующие изменения.

17. В соответствии с рекомендацией семьдесят третьей сессии Регионального комитета, ПКРК тридцать первого созыва в лице его подгруппы по стратегическому руководству ЕРБ ВОЗ было поручено обеспечить выполнение рекомендаций последнего обзора стратегического руководства (документ EUR/RC73/18), в том числе в отношении выдвижения кандидатур в состав ИК и ПКРК и выборов. Детальное предложение относительно доработки этого процесса будет вынесено на рассмотрение Регионального комитета на его семьдесят четвертой сессии, с целью начать его апробацию в 2025 г.

Требования к представлению кандидатур

18. На рассмотрение семьдесят четвертой сессии Регионального комитета в октябре 2024 г. будут вынесены только те кандидатуры, которые были получены не позднее 29 апреля 2024 г. Предложения в отношении кандидатур должны быть направлены на адрес электронной почты [email protected].

19. По каждой кандидатуре должны быть представлены биографическая справка стандартной формы и декларация о намерениях.

Биографическая справка

20. Представителю, которого государство-член намерено, в случае своего избрания, выдвинуть в состав какого-либо из вышеуказанных органов и комитетов, необходимо будет заполнить бланк стандартной биографической справки для соответствующего органа или комитета. Эти бланки прилагаются к настоящему письму.

Декларация о намерениях

21. Декларация о намерениях должна быть написана на одном из четырех официальных рабочих языков Региона, и ее размер не должен превышать 600 слов. В ней необходимо кратко отразить следующие моменты:

(a) обзор ключевых элементов взаимоотношений между ВОЗ и выдвигающим кандидатуру государством-членом, включая мероприятия или программы, обладающие особой актуальностью для данного государства-члена;

(б) над решением каких приоритетных задач ВОЗ государство-член, выдвигающее данную кандидатуру, планирует работать в течение своего трехгодичного срока полномочий;

(в) как выдвигающее кандидатуру государство-член планирует выполнить эти приоритетные задачи в течение своего трехгодичного срока полномочий, и по каким причинам государство-член решило выдвинуть свою кандидатуру в состав руководящего органа.

22. В целях содействия сравнительной оценке кандидатур, представленных государствами-членами, в письмо может быть включена следующая информация:

(a) информация об участии государств-членов в деятельности ВОЗ, связанной со стратегическим руководством и реализацией технических программ, например: активное участие в совещаниях руководящих органов или в работе специальных программ, таких как Специальная программа по научным исследованиям и подготовке специалистов по тропическим болезням, активное участие и вовлеченность в межправительственные переговоры, проводимые под эгидой ВОЗ, соблюдение требований к представлению отчетности в ВОЗ на региональном или глобальном уровне, а также другие примеры, которые, по мнению государства-члена, демонстрируют высокую степень его взаимодействия с ВОЗ;

(б) примеры и свидетельства приверженности государства-члена реализации глобальных и региональных стратегий ВОЗ, которым оно придает приоритетное значение в рамках своих национальных стратегий в области здравоохранения, а также в контексте своей внешней политики;

(в) сведения о том, как государство-член планирует работать и сотрудничать с ВОЗ в случае своего избрания, а также какой вклад оно планирует внести в работу руководящего органа, став членом ПКРК или ИК.

Приложение 2. Выражение заинтересованности: вхождение в состав

руководящих органов и комитетов ВОЗ в 2024–2026 гг. (результаты

неофициальной консультации)

1. Государствам-членам в Европейском регионе ВОЗ было предложено ответить на вопросы онлайновой анкеты, высланной 19 января 2024 г., неформально сообщив о своих планах войти в состав руководящих органов и комитетов ВОЗ в 2024–2026 гг. и о заинтересованности занять выборные должности, закрепленные за Европейским регионом ВОЗ, на семьдесят седьмой сессии Всемирной ассамблеи здравоохранения в мае 2024 г. и на 155-й сессии Исполнительного комитета (ИК) в июне 2024 г.

2. В последние годы такая процедура неофициальных консультаций показала себя как весьма полезная практика, которая позволяет привнести важный элемент предсказуемости и транспарентности в процесс выборов и выдвижения кандидатур в Регионе; при этом она помогает государствам-членам продумать, когда именно они будут выдвигать свои кандидатуры, и по возможности начать взаимодействие с другими потенциальными странами-кандидатами на раннем этапе этого процесса.

3. Информация, полученная в ходе этой неофициальной консультации (крайний срок – 9 февраля 2024 г.), приводится ниже, в таблицах A2.1 и A2.2. Поскольку государства-члены участвовали в консультации сугубо на добровольной основе, эта информация ни к чему их не обязывает и никоим образом не ограничивает их права на выдвижение кандидатур в соответствии с правилом 14.2.2 (a) Правил процедуры Европейского регионального комитета.

4. Хотя формально эта информация не является частью процесса выдвижения и избрания кандидатов, в таблицах A2.3 и A2.4 представлены сведения о заинтересованности государств-членов соответственно в выборных должностях на предстоящей семьдесят седьмой сессии Всемирной ассамблеи здравоохранения, которые были закреплены за Европейским регионом ВОЗ, и в вакантных должностях на 155-й сессии ИК, отведенных членам ИК от Европейского региона. На основании полученной информации и последующих предложений, сделанных Европейским региональным директором ВОЗ, Постоянный комитет Европейского регионального комитета выдвинет кандидатов на эти должности по согласованию с членами ИК от Региона (EUR/RC73/5 Rev.1 Add.1).

5. После официального объявления о приеме кандидатур Секретариат организует виртуальные брифинги для государств-членов, чтобы предоставить им новую информацию о процессе выдвижения и избрания кандидатов.

Sehr geehrte Damen und Herren,

gemäß Regel 14.2.2 a) und Regel 14.3 der Geschäftsordnung des WHO-Regionalkomitees für Europa

setze ich hiermit das jährliche Verfahren zur Nominierung und Wahl neuer Mitglieder für die leitenden

Organe und Ausschüsse der WHO in Gang, die auf der vom 29. bis 31. Oktober 2024 in Kopenhagen

stattfindenden 74. Tagung des Regionalkomitees geprüft werden.

In Übereinstimmung mit der Geschäftsordnung werden die Mitgliedstaaten in der Europäischen Region

der WHO aufgefordert, dem WHO-Regionaldirektor für Europa bis spätestens 29. April 2024 etwaige

Nominierungen für die Mitgliedschaft in folgenden leitenden Organen und Ausschüssen der WHO

mitzuteilen: Exekutivrat (EB) (zwei freie Sitze) und Ständiger Ausschuss des Regionalkomitees für

Europa (SCRC) (vier freie Sitze).

In diesem Zusammenhang möchte ich Sie auf die vom Regionalkomitee auf seiner 63. Tagung für die

Zuteilung von Sitzen festgelegten Kriterien hinweisen, anhand derer eine ausgewogene geografische

Verteilung und eine angemessene Vertretung der Interessen der Europäischen Region gewährleistet und

ferner sichergestellt werden soll, dass alle Mitgliedstaaten in der Region Gelegenheit erhalten, sich an

der Arbeit der leitenden Organe und Ausschüsse zu beteiligen, und dass daneben auch andere für die

größtmögliche Effektivität ihrer Arbeit relevante Überlegungen zu berücksichtigen sind.

Weitere Informationen zu den Kriterien für eine Mitgliedschaft in den leitenden Organen und

Ausschüssen der WHO sowie zu den Anforderungen für die Einreichung von Nominierungen können

Sie nachstehend dem Anhang 1 entnehmen. Die entsprechenden Vorlagen sind diesem Schreiben

beigefügt. Darüber hinaus enthält Anhang 2 unter Bezugnahme auf die vor Kurzem durchgeführte

informelle Konsultation mit den Mitgliedstaaten hinsichtlich ihrer Absicht zur Mitwirkung in den

leitenden Organen und Ausschüssen der WHO in den kommenden Jahren einen Überblick über die

eingegangenen Rückmeldungen.

Verfahren und Kriterien für Nominierungen und Wahlen

Überblick

1. Das WHO-Regionalkomitee für Europa soll auf seiner 74. Tagung (RC74) über die Besetzung der jeweils folgenden Zahl von Sitzen in folgenden leitenden Organen und Ausschüssen der WHO entscheiden:

a) Exekutivrat (EB): Mit Abschluss der 78. Weltgesundheitsversammlung im Mai 2025 werden zwei Sitze im EB frei, da die Amtszeit der von der Republik Moldau und der Slowakei designierten Mitglieder ausläuft.

b) Ständiger Ausschuss des Regionalkomitees für Europa (SCRC): Mit Abschluss des RC74 werden vier Sitze im SCRC frei, da die Amtszeit der von Frankreich, Montenegro, Spanien und Turkmenistan designierten Mitglieder ausläuft.

2. Gemäß den (nachstehend erläuterten) geltenden Regeln zur Gewährleistung einer ausgewogenen geografischen Verteilung werden diese Sitze wie folgt zugeteilt:

§ Für den SCRC ist das Nominierungsjahr das Jahr, in dem die Mitgliedstaaten um Nominierung von Kandidaten gebeten werden und in dem das Regionalkomitee auf seiner Jahrestagung die eingegangenen Nominierungen prüft. Für den EB liegt das Nominierungsjahr ein Kalenderjahr vor dem eigentlichen Amtsantritt des künftigen Exekutivratsmitglieds. Das bedeutet, dass Kandidaten in dem Kalenderjahr vor Beginn der Amtszeit als Exekutivratsmitglied vom Regionalkomitee nominiert werden.

Leitende Organe der WHO

Zugrunde liegende Prinzipien und Auswahlkriterien

3. Für die Wahl der Mitglieder der leitenden Organe und Ausschüsse der WHO wird in den Regeln 14.2.1 und 14.3 der Geschäftsordnung des Regionalkomitees für Europa die Notwendigkeit einer ausgewogenen geografischen Verteilung und einer angemessenen Vertretung der Interessen der Europäischen Region der WHO hervorgehoben und ferner darauf hingewiesen, dass alle Mitgliedstaaten in der Region im Laufe der Zeit Gelegenheit erhalten müssen, sich an der Arbeit der leitenden Organe und Ausschüsse der WHO zu beteiligen, und dass daneben auch andere für die größtmögliche Effektivität ihrer Arbeit relevante Überlegungen zu berücksichtigen sind.

4. Die ausgewogene geografische Verteilung ist durch die Schaffung der drei subregionalen Gruppierungen der Mitgliedstaaten (Resolution EUR/RC63/R7, Anhang 1, siehe Abb. A1.1 auf der nächsten Seite) gewährleistet.

5. Weitere Auswahlkriterien sind:

a) die Chancengleichheit zwischen den Mitgliedstaaten in Bezug auf eine Mitgliedschaft in den leitenden Organen und Ausschüssen der WHO;

b) das Engagement der Bewerberländer und ihre Zusammenarbeit mit der WHO in der Vergangenheit sowie ihr Bekenntnis zu den Prioritäten der WHO auf globaler Ebene und auf Ebene der Europäischen

Region, wie sie sich aus dem Dreizehnten Allgemeinen Arbeitsprogramm 2019–2025 und dem Europäischen Arbeitsprogramm 2020–2025 – „Gemeinsam für mehr Gesundheit“ ergeben; und

c) der breite Qualifikationsmix der vorgeschlagenen Vertreter und ihre umfassende Praxiserfahrung im Bereich der öffentlichen Gesundheit sowie in nationalen Verwaltungsbehörden, aber auch ein ausgewogenes Geschlechterverhältnis (wie in Anhang 2 der Resolution EUR/RC63/R7 näher erläutert).

Zahl und Verteilung der Sitze

6. Die Europäische Region verfügt über acht Sitze im EB, die nach geografischen subregionalen Gruppierungen folgendermaßen verteilt sind: jeweils zwei Sitze in Gruppe A und Gruppe B (und ein dritter Sitz im Wechsel zwischen den beiden Gruppierungen) sowie drei Sitze in Gruppe C.

7. Auf Grundlage der Resolution EUR/RC53/R1 erhalten jene Mitgliedstaaten in der Region, die ständige Mitglieder im Sicherheitsrat der Vereinten Nationen sind, eine semi-permanente Mitgliedschaft im EB, d. h. sie haben ein Anrecht auf Mitgliedschaft für jeweils drei von sechs Jahren.

8. Die zwölf Sitze im SCRC werden gleichmäßig auf die drei subregionalen Gruppierungen verteilt.

9. Um mehr Klarheit in Bezug auf die jährlich in den einzelnen subregionalen Gruppierungen frei werdenden Sitze mit einer dreijährigen Amtszeit sowie die Zusammenhänge mit dem Grundsatz der Semi-Permanenz zu schaffen, wurde ein langfristiger Zeitplan für die Mitgliedschaft in den beiden leitenden Organen eingeführt (Tabelle A1.2).

Geltende Regeln und Praktiken für das Nominierungsverfahren

10. Der Prozess der Auswahl von Mitgliedstaaten aus der Europäischen Region für eine Mitgliedschaft in den leitenden Organen und sonstigen Ausschüssen der WHO ist in den Regeln 14.2 und 14.3 der Geschäftsordnung des Regionalkomitees für Europa festgelegt.

11. Nach einer diesbezüglichen Mitteilung durch den Regionaldirektor müssen Mitgliedstaaten ihre Nominierungen spätestens sechs Monate vor Beginn der Tagung des Regionalkomitees einreichen, und zwar zusammen mit 1) dem in einem standardisierten Format verfassten Curriculum Vitae der im Falle ihrer Wahl zu nominierenden Person und 2) einer Absichtserklärung, in der sie ihre Beziehungen mit der WHO, ihr Engagement für die Prioritäten der Organisation auf globaler Ebene und auf Ebene der Europäischen Region sowie ihren konkreten Beitrag im Falle ihrer Wahl zum Mitglied des betreffenden Organs oder Ausschusses erläutern (Regel 14.2.2 a)).

12. Nach Ablauf der Bewerbungsfrist prüft das Sekretariat zunächst die rechtliche Gültigkeit der eingegangenen Nominierungen, indem es sich vergewissert, dass diese jeweils fristgerecht und mit sämtlichen erforderlichen Unterlagen eingegangen sind. Anschließend werden diese Informationen in dem Dokument „Mitgliedschaft in Organen und Ausschüssen der WHO“ zusammengestellt und an die Mitglieder des SCRC übermittelt.

13. Anhand dieser Informationen wird der SCRC gebeten, sämtliche eingegangenen Nominierungen zu prüfen und zu bestimmen, welche Kandidaten seiner Meinung nach die in der Geschäftsordnung und den einschlägigen Resolutionen genannten Kriterien am besten erfüllen. Dies geschieht in einer geschlossenen Sitzung, die gewöhnlich während der vierten Tagung des SCRC im Juni stattfindet. Die Ergebnisse dieser Beratungen finden sich in dem Beurteilungsbericht, der an die Bewerberländer übermittelt wird. Dabei bemüht sich der SCRC zunächst um einen Konsens unter den Mitgliedstaaten, die Nominierungen eingereicht haben, falls mehr Bewerbungen eingegangen sind als Sitze frei werden (Regel 14.2.2 b)). Mitglieder des SCRC, die einen Mitgliedstaat vertreten, der seine Nominierung für einen der frei werdenden Sitze eingereicht hat, enthalten sich bei der Beurteilung der eingegangenen Bewerbungen für das betreffende Organ bzw. den betreffenden Ausschuss.

14. Wenn kein Konsens erreicht werden kann und wenn unmittelbar vor Beginn der Tagung des Regionalkomitees für ein bestimmtes Gremium bzw. innerhalb einer bestimmten subregionalen Gruppe immer noch mehr Nominierungen vorliegen als Sitze frei werden, legt der SCRC den betreffenden Beurteilungsbericht dem Regionalkomitee zur Kenntnisnahme vor (Regel 14.2.2 c)).

15. Kann auch bis zum Zeitpunkt der eigentlichen Auswahl noch kein Konsens erreicht werden, führt das Regionalkomitee eine geheime Abstimmung gemäß Regel 43 durch. Die Bewerberländer müssen bei der Behandlung des entsprechenden Tagesordnungspunktes auf der Tagung des Regionalkomitees vertreten sein (Regel 14.2.2 d)).

16. Falls in einer bestimmten subregionalen Gruppe nicht genügend Nominierungen eingegangen sind, um alle frei werdenden Sitze zu besetzen, kann das Regionalkomitee beschließen, den betreffenden Sitz an ein überzähliges Bewerberland aus einer der anderen Gruppen zu vergeben. Im Folgejahr würde dann üblicherweise das geografische Gleichgewicht zwischen den beiden subregionalen Gruppen durch Tausch eines frei werdenden Sitzes wiederhergestellt. Der geltende langfristige Zeitplan würde entsprechend angepasst.

17. Wie vom Regionalkomitee auf seiner 73. Tagung empfohlen, wurde der 31. SCRC – über seine Arbeitsgruppe für Führungsfragen bei WHO/Europa – damit beauftragt, die in der jüngsten Bestandsaufnahme der Organisationsführung (Dokument EUR/RC73/18) enthaltenen Empfehlungen umzusetzen, einschließlich jener mit Bezug zur Nominierung und Wahl von Mitgliedern des EB und des SCRC. Dem Regionalkomitee soll auf seiner 74. Tagung ein ausführlicher Vorschlag zur Weiterentwicklung dieses Prozesses zur Prüfung vorgelegt werden, mit dem Ziel, diesen ab 2025 zu erproben.

Anforderungen an die Vorlage von Nominierungen

18. Nur bis spätestens 29. April 2024 eingegangene Nominierungen werden der 74. Tagung des Regionalkomitees im Oktober 2024 vorgelegt. Die Nominierungen sind an folgende E-Mail-Adresse zu übermitteln: [email protected].

19. Jeder Bewerbung sind ein Curriculum Vitae im Standardformat und eine Absichtserklärung beizufügen.

Curriculum Vitae

20. Für den/die Vertreter(in), den/die ein Mitgliedstaat im Falle seiner Wahl in die genannten Organe und Ausschüsse ernennen möchte, ist je ein Curriculum Vitae auszufüllen. Die Formulare im Standardformat sind beigefügt.

Absichtserklärung

21. Die Absichtserklärung muss in einer der vier offiziellen Sprachen der Europäischen Region verfasst sein und sollte eine Länge von 600 Wörtern nicht überschreiten. Sie sollte eine kurze Erläuterung folgender Elemente beinhalten:

a) einen Überblick über die wichtigsten Elemente der Beziehungen zwischen der WHO und dem nominierenden Mitgliedstaat, einschließlich sämtlicher Ereignisse oder Programme, die für den betreffenden Mitgliedstaat von besonderer Bedeutung sind;

b) eine Klarstellung, für welche Prioritäten der WHO der nominierende Mitgliedstaat sich während seiner dreijährigen Amtszeit einsetzen will; und

c) eine Antwort auf die Frage, wie der nominierende Mitgliedstaat diese Prioritäten während seiner dreijährigen Amtszeit in die Praxis umsetzen will und aus welchen Gründen er sich um die Mitgliedschaft in einem leitenden Organ beworben hat.

22. Um eine vergleichende Beurteilung der von den Mitgliedstaaten eingereichten Bewerbungen zu ermöglichen, kann die Absichtserklärung auch folgende Elemente enthalten:

a) einen Nachweis über die Beteiligung der Mitgliedstaaten an satzungsgemäß durchgeführten und fachlichen Veranstaltungen der WHO, z. B. durch aktive Beteiligung an Tagungen der leitenden Organe oder an Sonderprogrammen wie dem Sonderprogramm für Forschung und Ausbildung auf dem Gebiet der Tropenkrankheiten (TDR); eine aktive Beteiligung an zwischenstaatlichen Verhandlungen unter der Regie der WHO; die Einhaltung der Berichterstattungspflichten gegenüber der WHO auf der regionsweiten oder globalen Ebene; sowie durch andere Beispiele, mit denen die Mitgliedstaaten ihr starkes Engagement gegenüber der WHO unter Beweis stellen möchten;

b) nähere Informationen zu und Belege für ihre Beteiligung an der Umsetzung der von ihnen als vorrangig eingestuften regionsweiten und globalen Handlungskonzepte der WHO im Rahmen ihrer nationalen Gesundheitspolitik sowie ihrer Außenpolitik; und

c) nähere Informationen darüber, wie sie im Falle einer Wahl mit der WHO zusammenarbeiten und welche Beiträge sie als Mitglieder des SCRC bzw. des EB leisten wollen.

Anhang 2: Interessenbekundung für die Mitwirkung

in leitenden Organen und Ausschüssen der WHO im Zeitraum 2024–2026

(Ergebnisse der informellen Konsultation)

1. Im Rahmen einer am 19. Januar 2024 übermittelten Online-Erhebung wurden die Mitgliedstaaten in der Europäischen Region der WHO aufgefordert, informell ihr Interesse an einer Mitgliedschaft in den leitenden Organen und Ausschüssen der WHO im Zeitraum 2024–2026 sowie an der Besetzung von der Europäischen Region zustehenden Wahlämtern auf der 77. Weltgesundheitsversammlung im Mai 2024 und auf der 155. Tagung des Exekutivrates (EB) im Juni 2024 zu bekunden.

2. Dieses informelle Konsultationsverfahren hat sich in den vergangenen Jahren bewährt, da es das Verfahren für Wahlen und Nominierungen in der Region transparenter und vorhersehbarer macht; gleichzeitig unterstützt es die Mitgliedstaaten in ihren Bemühungen, den Zeitpunkt für die Einreichung ihrer Nominierung zu planen und möglicherweise frühzeitig mit anderen potenziellen Bewerberländern in Kontakt zu treten.

3. Die bis zum Ablauf der diesbezüglichen Frist (am 9. Februar 2024) eingegangenen Rückmeldungen aus dieser informellen Konsultation sind nachstehend in Tabelle A2.1 und Tabelle A2.2 zusammengefasst. Da die Beteiligung der Mitgliedsstaaten auf rein freiwilliger Grundlage erfolgte, sind diese Informationen für sie nicht bindend und beeinträchtigen nicht ihr Recht, Nominierungen gemäß Regel 14.2.2 a) der Geschäftsordnung des Regionalkomitees für Europa einzureichen.

4. Auch wenn dies nicht formell Teil des Verfahrens für Nominierungen und Wahlen ist, enthalten die Tabellen A2.3 und A2.4 die eingegangenen Rückmeldungen zu den der Europäischen Region der WHO auf der bevorstehenden 77. Weltgesundheitsversammlung zustehenden Wahlämter sowie zu den auf der 155. Tagung des EB von Mitgliedern aus der Europäischen Region zu besetzenden freie Sitze. Auf der Grundlage der eingegangenen Rückmeldungen sowie etwaiger weiterer Vorschläge des WHO-Regionaldirektors für Europa wird der Ständige Ausschuss des Regionalkomitees für Europa in enger Abstimmung mit den Mitgliedern des EB aus der Europäischen Region Kandidaten für diese Ämter nominieren (EUR/RC73/5 Rev.1 Add.1).

5. Nach dem Aufruf zur Einreichung von Nominierungen wird das Sekretariat in virtuellen Veranstaltungen den Mitgliedstaaten ausführlicher über das Verfahren für Nominierungen und Wahlen Auskunft erteilen.

Further extension of the deadline for submitting nominations to serve on WHO governing bodies

and committees for the nomination year 2024

In my previous correspondence, dated 26 February 2024, I invited nominations to serve on WHO

governing bodies and committees for the nomination year 2024.

As no nominations were received for the subregional Group B of the SCRC (2 vacant seats) by the

constitutional deadline of 29 April 2024, it was decided, in consultation with the members of the

Thirty-first SCRC, to extend the deadline for nominations for this specific governing body and

subregional grouping until Friday, 31 May 2024. As no candidatures were put forward by 31 May

2024, in consultation with the members of the Thirty-first SCRC, a second extension was decided upon

for the SCRC subregional Group B. The new extension deadline is Monday, 10 June 2024.

For comprehensive details regarding nomination requirements, please refer to my previous

correspondence enclosed.

Call for nominations to serve on WHO governing bodies and committees – nomination year 2024

In accordance with Rules 14.2.2 (a) and 14.3 of the Rules of Procedure of the WHO Regional Committee

for Europe, I am writing to initiate the annual process for nominating and electing new members for the WHO

governing bodies and committees to be considered at the 74th session of the Regional Committee, which will

take place from 29 to 31 October 2024 in Copenhagen, Denmark.

As set out in the Rules of Procedure, Member States in the WHO European Region are invited to notify

the WHO Regional Director for Europe by no later than 29 April 2024 of nominations they wish to make

for membership of any of the following WHO governing bodies and committees: the Executive

Board (EB) (2 vacant seats), and the Standing Committee of the Regional Committee for Europe (SCRC)

(4 vacant seats).

In this context, I would like to draw your attention to the criteria established by the Regional Committee at

its 63rd session relating to the allocation of seats to ensure equitable geographical distribution, adequate

representation of the interests of the Region, and the opportunity for all Member States in the Region to

serve on governing bodies and committees, as well as other considerations relevant to maximizing the

effectiveness of the governing bodies and committees.

Further details regarding the criteria for membership of WHO governing bodies and committees and the

requirements for submission of nominations are included in Annex 1 below. Please find the relevant

templates attached. In addition, further to the recent informal consultation with Member States on

intentions to serve on WHO governing bodies and committees in the coming years, an overview of the

responses received is shown in Annex 2.

1. The WHO Regional Committee for Europe at its 74th session (RC74) shall determine the membership of the following governing bodies and committees for the following number of seats.

(a) Executive Board (EB): two seats will become vacant at the closing of the Seventy-eighth World Health Assembly in May 2025 when the terms of office of the members designated by the Republic of Moldova and Slovakia will have expired.

(b) Standing Committee of the Regional Committee for Europe (SCRC): four seats will become vacant at the closing of RC74 when the terms of office of France, Montenegro, Spain and Turkmenistan will have expired.

2. In accordance with the established rules to ensure an equitable geographical distribution (see below), these seats will be allocated as follows:

§ For the SCRC, the nomination year indicates the year when Member States are requested to nominate candidates for consideration by the Regional Committee at its annual session that same year. For the EB, the nomination year is one calendar year prior to the actual year of commencement of the term as an EB member. This means that candidates are nominated by the Regional Committee in the calendar year prior to commencement of their tenure as EB members.

WHO governing bodies

Underlying principles and selection criteria

3. Regarding the election of membership to WHO governing bodies and committees, Rules 14.2.1 and 14.3 of the Rules of Procedure of the Regional Committee for Europe set out the need for equitable geographical distribution, adequate representation of the interests of the WHO European Region, the opportunity for all Member States in the Region to participate over time in the work of WHO governing bodies and committees, as well as other considerations relevant to maximizing the effectiveness of the work of the governing bodies and committees.

4. Equitable geographical distribution is ensured through the creation of three subregional groupings of Member States (resolution EUR/RC63/R7, Annex 1; see Fig. A1.1 on the next page).

5. Other selection criteria refer to:

(a) the equal opportunity for each Member State to serve on WHO governing bodies and committees;

(b) the candidate countries’ past engagements and collaborations with WHO and their commitment to WHO’s priorities at the global and regional levels, as reflected in the Thirteenth General

Programme of Work, 2019–2025, and the European Programme of Work, 2020–2025 – “United Action for Better Health”; and

(c) the proposed representatives’ broad mix of skills and practical experience in public health and in national administration, as well as gender balance (as further detailed in Annex 2 of resolution EUR/RC63/R7).

Number of seats and distribution

6. The Region has eight seats on the EB, which are distributed according to geographical subregional groupings as follows: two seats each in Group A and Group B, respectively (plus a third seat alternating between both groupings), and three seats in Group C.

7. Based on resolution EUR/RC53/R1, Member States in the Region that are permanent members of the United Nations Security Council are granted semi-permanent membership of the EB, meaning that each of them can take up membership every three out of six years.

8. The twelve seats on the SCRC are distributed equally among each of the three subregional groupings.

9. To provide more clarity around the annual vacancies for a three-year mandate in each subregional grouping, in combination with the above principle of semi-permanency, a long-term schedule of membership for both governing bodies was adopted (Table A1.2).

The nomination process: applicable rules and practices

10. The process for selecting Member States in the Region to serve on WHO governing bodies and other committees is governed by Rules 14.2 and 14.3 of the Rules of Procedure of the Regional Committee for Europe.

11. Following notification by the Regional Director, Member States are required to submit their nomination six months in advance of the Regional Committee session, with (1) a curriculum vitae, in a standard format, of the representative they intend to nominate if elected, as well as (2) a letter of intent explaining their relationship with WHO, their commitment to WHO priorities at the global and regional levels, and the contribution that they would make as a member of the specific body or committee (Rule 14.2.2 (a)).

12. After the deadline for submitting nominations is passed, the Secretariat first reviews the validity of the nominations received, namely, checking if each nomination was received within the deadline and with all the necessary documentation. Then, this information is compiled in the Membership of WHO bodies and committees document and communicated to the members of the SCRC.

13. Based on this information, the SCRC is asked to review all nominations received and identify which candidates in its opinion would best meet the criteria enumerated in the Rules of Procedure and relevant resolutions. This is done in a private session, usually held during the fourth session of the SCRC in June. The outcome of these deliberations are reflected in an assessment report that is sent to the candidate countries. In so doing, the SCRC in the first instance tries to seek consensus among Member States submitting nominations in case there are more candidates than seats (Rule 14.2.2 (b)). SCRC members representing a Member State that submitted its nomination for one of the vacant seats shall abstain from the assessment of received candidacies for that particular body or committee.

14. If consensus is not possible, and if immediately prior to the start of the Regional Committee session there would still be more nominations than seats to be filled for a specific body and within a particular subregional group, the SCRC will submit the relevant assessment report to the Regional Committee for its information (Rule 14.2.2 (c)).

15. If consensus is still not reached by the time of the actual selection, the Regional Committee will proceed to an election by secret ballot in accordance with Rule 43. Candidate Member States must be represented during the relevant agenda item at the Regional Committee session (Rule 14.2.2 (d)).

16. If in a particular subregional group, insufficient nominations are received to fill all the vacant seats, the Regional Committee can decide to allocate the seat to an excess candidate from another group. In the subsequent year, the geographical balance would then normally be restored between both subregional groups by switching a vacant seat. The applicable long-term schedule would be adjusted accordingly.

17. As recommended by the Regional Committee at its 73rd session, the Thirty-first SCRC – through its subgroup on WHO/Europe’s governance – has been tasked with implementing the recommendations of the most recent governance review (document EUR/RC73/18), including those related to the nominations and elections of EB and SCRC members. A detailed proposal aimed at refining this process will be presented for the consideration of the Regional Committee at its 74th session, with a view to begin a pilot in 2025.

Requirements for submitting nominations

18. Only nominations received no later than 29 April 2024 will be presented to the Regional Committee at its 74th session in October 2024. Nominations should be submitted to the following email address: [email protected].

19. Each candidature must be accompanied by a curriculum vitae in standard format and a letter of intent.

Curriculum vitae

20. A curriculum vitae needs to be completed for the representative whom a Member State intends to appoint if elected for any of the above-mentioned bodies and committees. The templates in standard format are attached.

Letter of intent

21. The letter of intent must be written in one of the four official languages of the Region and should not exceed 600 words in length. It should include a short description of the following items:

(a) an overview of the key elements of the relations between WHO and the nominating Member State, including events or programmes of particular relevance to the Member State concerned;

(b) which WHO priorities the nominating Member State plans to represent during its three-year membership term; and

(c) how the nominating Member State plans to achieve those priorities during its three-year term, and the reasons why the Member State is applying for membership of a governing body.

22. To facilitate a comparative consideration of the candidacies submitted by Member States, the letter of intent may include:

(a) a record of Member States’ engagement with WHO’s governance and technical activities, for example, active participation in governing bodies’ meetings, or in special programmes such as the Special Programme for Research and Training in Tropical Diseases (TDR); active participation and involvement in intergovernmental negotiations launched under the aegis of WHO; compliance with reporting requirements to WHO at regional or global level; as well as other examples considered relevant by Member States to demonstrate a high level of engagement with WHO;

(b) details and evidence of their commitment to the implementation of global and regional WHO policies considered as a priority by them within the framework of their national health policies as well as their foreign policy; and

(c) details of how they aim to engage and cooperate with WHO if elected, and the contributions they intend to make as members of the SCRC or the EB.

Annex 2. Expression of interest to serve on WHO governing bodies and

committees in 2024–2026 (results from the informal consultation)

1. By filling out an online survey that was sent on 19 January 2024, Member States in the WHO European Region were invited to informally share their intentions to serve on WHO governing bodies and committees in 2024–2026, as well as for the elective posts expected to be filled by the European Region at the Seventy- seventh World Health Assembly in May 2024 and at the 155th session of the Executive Board (EB) in June 2024.

2. This informal consultation procedure has been a valuable practice in recent years and brings an important element of predictability and transparency to the process of elections and nominations in the Region, while also supporting Member States in their efforts to plan when to submit their nomination and, possibly, in engaging with other potential candidate countries at an early stage.

3. The feedback received from this informal consultation by the deadline of 9 February 2024 can be found below in Table A2.1 and Table A2.2. Since Member States’ participation was strictly voluntary, this information is not binding and does not in any way curtail their right to submit their nominations in accordance with Rule 14.2.2 (a) of the Rules of Procedure of the Regional Committee for Europe.

4. Although it is not formally part of the process for nominations and elections, Table A2.3 and Table A2.4 contain the feedback received on, respectively, the elective posts for the upcoming Seventy-seventh World Health Assembly that are attributed to the WHO European Region, and the vacant positions for the 155th session of the EB attributed to EB members from the Region. Based on the feedback received and on any further suggestions made by the WHO Regional Director for Europe, the Standing Committee of the Regional Committee for Europe, in close consultation with the members of the EB from the Region, will nominate candidates for these posts (EUR/RC73/5 Rev.1 Add.1).

5. Following the launch of the call for nominations, the Secretariat will organize virtual briefings with the Member States to provide any further information about the process for nominations and elections.
