GENERAL INFORMATION
The Hungarian Presidency of the Council of the European Union is pleased to provide the
following practical information to help you to prepare for the EU-China Tourism Dialogue
Ministerial Meeting, to be held in Budapest between 3 – 5 July 2024.

ACCREDITATION
Delegations are kindly asked to appoint a Delegation Accreditation Officer (DAO) who
will be responsible for the accreditation of every member of their delegation.

BADGES
Access to the meeting venue requires a valid personalized badge or pin, which can be
obtained after the registration request had been approved and the accreditation is confirmed
by a confirmation message through Novento. Pins will be distributed by the designated Liaison
Officer for the ministerial delegations. For the rest of the participants badges will be handed
over upon arrival to the venue. Delegates will receive one single badge or pin for the two-
day event. Please make sure to wear your badge or pin visibly at the official programme
venues.
Please note that all participants are required to carry on their ID cards or passports, in order
to comply with the on-the-spot identification process.

ARRIVAL AND DEPARTURE
All delegations are kindly asked to provide the arrival and departure details in the
accreditation system:
• for delegations travelling by car or train: date and time of arrival, the border crossing
point to Hungary, and arrival destination point
• for delegations travelling by plane: date and time of arrival and departure, as well as
the flight number and the airline
• Special flight: airline and aircraft registration number; date and time of arrival and
departure.
We kindly ask you to mark your luggage with your national colour ribbon.
LIAISON OFFICER
To ensure your visit runs smoothly, a Liaison Officer will be assigned to accompany the
minister throughout the event and provide any logistical assistance required on site.
Supervised by coordinator, Liaison Officer will be responsible for:
• Welcoming and accompanying delegation during the event;
• Assisting delegation in order to ensure a successful stay;
• Providing logistical assistance and administrative support;
• Distributing accreditation pins and badges;
• Reserving slots for bilateral meetings, if requested from your side.
Contact details of the assigned Liaison Officer will be communicated to each ministerial
delegation in due course. Liaison Officer provides services for whole delegation as a single
point of contact.
TRANSPORTATION
For the event, the Hungarian Presidency will provide transfer with VIP limousine cars (for
ministers) and minivans (for all the other members of the minister’s delegations) from Liszt
Ferenc Budapest Airport to the hotel or to the venue and back to the airport for departure.
Please note that the Hungarian Presidency may only provide transportation on the territory of
Hungary and only during the official part of the programme.
Delegates travelling separately from their HoD are kindly asked to make their own travel
arrangements.

FACILITIES
All our venues provide free access for participants with reduced mobility.
SECURITY
Providing a safe environment for our delegations is of paramount importance to the Hungarian
Presidency. For security reasons, badges or pins must be worn visibly during the official
programme. Access to the meeting venue will be denied in the absence of a visibly worn
badge or pin.
The Hungarian Police will be in charge of security for all meetings and delegations during all
ministerial meetings and other high-level events of the Hungarian Presidency of the Council of
the European Union, and will provide the convoy security escort.
Any national security officers accompanying the HoD must be properly registered via the online
accreditation system, and therefore properly accredited.
ACCOMMODATION
Please note that Hungarian EU Presidency has booked hotel rooms and will cover the costs
for Head of Delegation plus one (1) member of his/her delegation in Kempinski Hotel
Corvinus Budapest (Budapest, Erzsébet tér 7-8, 1051) for two nights (3 - 4 July).
For the rest of the delegation hotel rooms have been only pre-booked, so please be sure to
make your own reservation as soon as possible by sending an e-mail to [email protected].
Please note that delegations are responsible for making said reservations and covering their
costs.

CEREMONY AND THE GALA DINNER
The Hungarian Parliament is the seat of the National Assembly of Hungary, a notable landmark
of Hungary, and a popular tourist destination in Budapest. It is situated on Kossuth Square in
the Pest side of the city, on the eastern bank of the Danube. It was designed by Hungarian
architect Imre Steindl in neo-Gothic style and opened in 1902. It has been the largest building
in Hungary since its completion. The architectural style of the Hungarian parliament building
was influenced by the gothic Vienna City Hall, the renaissance elements like the cupola was
influenced by the Maria vom Siege church in Vienna.

VENUE OF EU - CHINA TOURISM DIALOGUE
PLENARY SESSION
This extraordinary building connects two of the four warehouse buildings with an atrium, and
at the same time extends them parallel to the Danube bank with a glass shell in the shape of
a whale's head.
THE ROYAL PALACE OF GRASSALKOVICH IN
GÖDÖLLŐ – SITE VISIT

Count Antal Grassalkovich I (1694–1771), one of the most notable aristocrats of the 18th
century, began construction of the largest Baroque palace in Hungary in around 1735. The
double U-shaped, 8-winged building was flanked by a church, orangery and bath house to the
north, and stables and a riding hall to the south. The unique architecture of the Palace served
as an exemplary model for other Hungarian palaces of the Baroque period.
The second golden age of the building began in 1867. Bought and reconstructed by the
Hungarian state, the Palace was presented as a coronation gift to Emperor Francis Joseph I
(1830–1916) and Queen Elizabeth (1837–1898) for use as a residence. The royal family would
spend the spring and autumn hunting seasons here.
From 1920 onwards the Palace served as a summer retreat for Governor Miklós Horthy. This
period ended with the outbreak of World War II. Although the building itself was left
undamaged, most of the furnishings were carried away or destroyed by the German and
Russian troops invading in 1944.
From 1945 onwards Soviet troops were stationed in the outbuildings, while the main building,
classified as a historic monument, became a home for the elderly. These abuses led to a
gradual decay of the Palace over the following decades.
Conservation work on the Palace began again in 1985. As a result of this, the first permanent
exhibition was opened in 1996: the ceremonial hall and the royal suites. Several new halls
have been added to the exhibition since then. Renovation of the Baroque Theatre was
completed in 2003 and the Pavilion in 2004.

2010 saw the Gisela and Rudolph wings (named after the royal children) restored to their
former splendour with EU support, a section of the Park was renovated and reconstruction of
the riding hall and the Baroque stables was completed.
Historical traditions, a variety of cultural events and its wonderfully restored, uniquely
impressive complex and surroundings make the Palace one of the most attractive and exciting
buildings and institutions in Hungary.

The baron had purchased the land, located in the town of Tura, Pest County, from the
Esterházy family in 1869, and he had had his visionary castle built there by 1883.
Baron Sigmund may have drawn inspiration from the Halton House castle owned by the
Rothschild family, who were at the top of international financial life, still, the building was long
referred to as the “little brother of the Opera House” among people. This could be explained
by the fact that the interior decorative paintings were made by Róbert Scholtz in both buildings,
moreover, the architect of the castle has been considered to be Miklós Ybl until recently. An

article which was published in the Sunday Gazette in 1885 however says, that the architect of
the castle was in fact Gyula Bukovics, the talented student of Ybl.
All the architectural achievements of the time can be discovered in the castle. Beside the up-
to-date central heating system, there was electricity and a dumbwaiter, as well. There was a
bathroom on every floor, with fresh water coming from an artesian well. It was achieved with
the help of fanlight windows found on the upper floor and mirrors placed with fine engineering
that the spectacular entrance hall on the ground floor could get natural light even without
windows.
The high-quality construction was of primary importance in the case of the interior of the
building as well as outside the building, considering that the plants in the spectacular park of
the castle were watered with a rainwater irrigation system partly. The gardeners created a park
in the immediate surroundings of the castle in European style, which was typical of the period.
Farther away the landscape characteristics were highlighted. Part of the original park was
separated from the castle in the middle of the last century, and a football field was built on it.
SITE VISIT - BUDA CASTLE, ST. STEVEN HALL
St Stephen’s Hall was placed in the new south range of the palace, and was a true jewel box.
It interior had a Romanesque design, but at certain points accommodated some Hungarian
ornament and Hungarian character. Hauszmann gathered the finest craftsmen in the country
to produce a masterpiece of turn-of-the-century Hungarian applied art. Among those who
worked on the furniture, fittings and decoration were Endre Thék, Alajos Strobl and Gyula

Jungfer, and the central element of the room, the monumental pyrogranite fireplace, was made
in the factory of Vilmos Zsolnay.
The assemblage of masterpieces was much appreciated by the monarch, Franz Joseph, who
ordered that the interior be displayed at the 1900 Paris World’s Fair. The installation in the
French capital city gained enormous public and critical acclaim, and won several prizes,
including the Grand Prix. The public was also permitted to view the ornate hall in the Palace
of Buda Castle when it was completed in 1902.
The buildings of the palace suffered extensive damaging from the bombing and the several-
week-long fire in the Second World War. St Stephen’s Hall was completely burned out, and all
its furnishings destroyed. It was not restored after the war, and was mostly used as a store.
Under the National Hauszmann Program, St Stephen’s Hall is being authentically recreated.
Its internal layout, materials, decoration and furnishings all follow Hauszmann’s original plans.
Design has been assisted by surviving plans, sketches and photographs, and the fittings and
furniture are being made in about twenty workshops throughout the country by craftspeople
who are using original materials to produce the ornate furnishings with the highest level of
accuracy.
The work of today’s artists and craftspeople are worthy of the words by which Hauszmann,
one hundred years ago, characterised the products of his associates:
I must pay tribute to the fine artists and artisans who took part in producing this work, which in
its material and the quality of execution will I believe be widely recognised abroad.
After 20 August 2021, visitors to the recreated St Stephen’s Hall may appreciate for themselves
the marvellous work of these artists.

the Pest side of the city, on the eastern bank of the Danube. It was designed by Hungarian
architect Imre Steindl in neo-Gothic style and opened in 1902. It has been the largest building
in Hungary since its completion. The architectural style of the Hungarian parliament building
was influenced by the gothic Vienna City Hall, the renaissance elements like the cupola was
influenced by the Maria vom Siege church in Vienna.

This extraordinary building connects two of the four warehouse buildings with an atrium, and
at the same time extends them parallel to the Danube bank with a glass shell in the shape of
a whale's head.
THE ROYAL PALACE OF GRASSALKOVICH IN
GÖDÖLLŐ – SITE VISIT

Count Antal Grassalkovich I (1694–1771), one of the most notable aristocrats of the 18th
century, began construction of the largest Baroque palace in Hungary in around 1735. The
double U-shaped, 8-winged building was flanked by a church, orangery and bath house to the
north, and stables and a riding hall to the south. The unique architecture of the Palace served
as an exemplary model for other Hungarian palaces of the Baroque period.
The second golden age of the building began in 1867. Bought and reconstructed by the
Hungarian state, the Palace was presented as a coronation gift to Emperor Francis Joseph I
(1830–1916) and Queen Elizabeth (1837–1898) for use as a residence. The royal family would
spend the spring and autumn hunting seasons here.
From 1920 onwards the Palace served as a summer retreat for Governor Miklós Horthy. This
period ended with the outbreak of World War II. Although the building itself was left
undamaged, most of the furnishings were carried away or destroyed by the German and
Russian troops invading in 1944.
From 1945 onwards Soviet troops were stationed in the outbuildings, while the main building,
classified as a historic monument, became a home for the elderly. These abuses led to a
gradual decay of the Palace over the following decades.
Conservation work on the Palace began again in 1985. As a result of this, the first permanent
exhibition was opened in 1996: the ceremonial hall and the royal suites. Several new halls
have been added to the exhibition since then. Renovation of the Baroque Theatre was
completed in 2003 and the Pavilion in 2004.

2010 saw the Gisela and Rudolph wings (named after the royal children) restored to their
former splendour with EU support, a section of the Park was renovated and reconstruction of
the riding hall and the Baroque stables was completed.
Historical traditions, a variety of cultural events and its wonderfully restored, uniquely
impressive complex and surroundings make the Palace one of the most attractive and exciting
buildings and institutions in Hungary.

The baron had purchased the land, located in the town of Tura, Pest County, from the
Esterházy family in 1869, and he had had his visionary castle built there by 1883.
Baron Sigmund may have drawn inspiration from the Halton House castle owned by the
Rothschild family, who were at the top of international financial life, still, the building was long
referred to as the “little brother of the Opera House” among people. This could be explained
by the fact that the interior decorative paintings were made by Róbert Scholtz in both buildings,
moreover, the architect of the castle has been considered to be Miklós Ybl until recently. An

article which was published in the Sunday Gazette in 1885 however says, that the architect of
the castle was in fact Gyula Bukovics, the talented student of Ybl.
All the architectural achievements of the time can be discovered in the castle. Beside the up-
to-date central heating system, there was electricity and a dumbwaiter, as well. There was a
bathroom on every floor, with fresh water coming from an artesian well. It was achieved with
the help of fanlight windows found on the upper floor and mirrors placed with fine engineering
that the spectacular entrance hall on the ground floor could get natural light even without
windows.
The high-quality construction was of primary importance in the case of the interior of the
building as well as outside the building, considering that the plants in the spectacular park of
the castle were watered with a rainwater irrigation system partly. The gardeners created a park
in the immediate surroundings of the castle in European style, which was typical of the period.
Farther away the landscape characteristics were highlighted. Part of the original park was
separated from the castle in the middle of the last century, and a football field was built on it.
SITE VISIT - BUDA CASTLE, ST. STEVEN HALL
St Stephen’s Hall was placed in the new south range of the palace, and was a true jewel box.
It interior had a Romanesque design, but at certain points accommodated some Hungarian
ornament and Hungarian character. Hauszmann gathered the finest craftsmen in the country
to produce a masterpiece of turn-of-the-century Hungarian applied art. Among those who
worked on the furniture, fittings and decoration were Endre Thék, Alajos Strobl and Gyula

Jungfer, and the central element of the room, the monumental pyrogranite fireplace, was made
in the factory of Vilmos Zsolnay.
The assemblage of masterpieces was much appreciated by the monarch, Franz Joseph, who
ordered that the interior be displayed at the 1900 Paris World’s Fair. The installation in the
French capital city gained enormous public and critical acclaim, and won several prizes,
including the Grand Prix. The public was also permitted to view the ornate hall in the Palace
of Buda Castle when it was completed in 1902.
The buildings of the palace suffered extensive damaging from the bombing and the several-
week-long fire in the Second World War. St Stephen’s Hall was completely burned out, and all
its furnishings destroyed. It was not restored after the war, and was mostly used as a store.
Under the National Hauszmann Program, St Stephen’s Hall is being authentically recreated.
Its internal layout, materials, decoration and furnishings all follow Hauszmann’s original plans.
Design has been assisted by surviving plans, sketches and photographs, and the fittings and
furniture are being made in about twenty workshops throughout the country by craftspeople
who are using original materials to produce the ornate furnishings with the highest level of
accuracy.
The work of today’s artists and craftspeople are worthy of the words by which Hauszmann,
one hundred years ago, characterised the products of his associates:
I must pay tribute to the fine artists and artisans who took part in producing this work, which in
its material and the quality of execution will I believe be widely recognised abroad.
After 20 August 2021, visitors to the recreated St Stephen’s Hall may appreciate for themselves
the marvellous work of these artists.
