The Director-General of the World Health Organization (WHO) presents his compliments to Member States and Associate Members and has the honour to inform them that internationally comparable estimates for violence against women are planned to be published in May 2025.

Following WHO’s quality standards for data publication and prior to the official release of the above estimates, WHO is consulting with its Member States to review information gathered from primary data sources, ensure the inclusion of additional data sources that may not have been previously identified, and review the individual country estimates derived from the statistical model applied to national country data to produce cross-nationally comparable estimates for the purposes of global monitoring, including for Sustainable Development Goal (SDG) Target 5.2, on the elimination of all forms of violence against women and girls. The process and development of internationally comparable estimates benefits greatly from these interactions with Member States.

The consultation will be conducted via the WHO country consultation portal with a designated focal point(s).

Member States are requested to designate a focal point(s) for the violence against women prevalence estimates. Designation of the focal point(s), together with contact details (full name, title, affiliation and email address) should be sent as soon as possible before the opening of the consultation to [email protected]. Focal point(s) will receive instructions on how to access the country consultation portal.

It is expected that the country consultation portal will be open by end-September 2024 and close eight weeks thereafter. Any submission after this date may not be considered in the final publication of country estimates.

世界卫生组织（世卫组织）总干事向各会员国和准会员致意，并谨通知各国，针对

妇女的暴力问题全球可比估计值计划于 2025 年 5 月公布。

遵照世卫组织数据发表质量标准，在正式发表上述估计值之前，世卫组织正与会员

国磋商，审查通过主要数据来源获得的信息，确保纳入以前可能未发现的补充数据来

源，并审查利用统计模型（适用于各国的全国数据）得来的每一国家的估计值，以生成

国家可比估计值，用于全球监测，包括监测可持续发展目标中关于消除一切形式暴力侵

害妇女和女童行为的具体目标 5.2。国际上可对比的估计值的制定工作极大地受益于与各

会员国的沟通。

本次磋商将通过世卫组织国家协商门户与所指定的对口联络人员进行。

请会员国指定一名或多名对口联络人员，负责对暴力侵害妇女行为发生率进行估

计。应在协商开始前尽快指定联络员并将其联系方式（全名、头衔、隶属机构/单位和电

子邮件地址）发至 [email protected]。对口联络人员将收到关于如何进入国家协商门

户的说明。

预计国家磋商门户网站将于 2024 年 9 月底前开放，并于 8 周后关闭。在这一日期之

Le Directeur général de l’Organisation mondiale de la Santé (OMS) présente ses compliments aux États Membres et aux Membres associés et a l’honneur de les informer que des estimations comparables au niveau international de la violence à l’encontre des femmes devraient être publiées en mai 2025.

Conformément aux normes OMS applicables à la qualité des données destinées à être publiées, et avant la publication officielle des estimations susmentionnées, l’OMS consulte ses États Membres et leur demande d’examiner les estimations les concernant qui proviennent de sources de données primaires, de répertorier les autres sources de données primaires qui n’auraient pas été précédemment recensées et d’examiner les estimations nationales du pays, calculées selon le modèle statistique appliqué aux données nationales des pays, afin de produire des estimations transnationales comparables aux fins du suivi mondial, y compris pour la cible 5.2 des objectifs de développement durable (ODD), relative à l’élimination de toutes les formes de violence à l’égard des femmes et des filles. Ces interactions avec les États Membres sont très utiles pour parvenir à des estimations comparables au niveau international.

La consultation se fera par l’intermédiaire du portail de consultation des pays de l’OMS, une ou plusieurs personnes étant désignées référentes.

Les États Membres sont priés de désigner un ou plusieurs référents pour les estimations de la prévalence de la violence à l’égard des femmes. Il convient que le nom et les coordonnées (nom complet, fonction, affiliation et adresse électronique) du ou des référents soient transmis dès que possible avant l’ouverture de la consultation par courriel à l’adresse [email protected]. Le ou les référents recevront ensuite les instructions relatives à l’accès au portail de consultation des pays.

Ce portail devrait être ouvert d’ici à fin septembre 2024 et fermera huit semaines plus tard. Aucune communication après cette date ne sera prise en compte dans la publication finale des estimations concernant les pays.

Согласно принятым в ВОЗ стандартам качества в отношении публикации данных, до официального выпуска вышеупомянутых оценок ВОЗ проводит консультации с государствами-членами для изучения информации, полученной из первичных источников данных, включения данных из дополнительных источников, которые ранее могли быть неизвестны, и рассмотрения оценок по отдельным странам, рассчитанным путем применения статистической модели к национальным данным стран, с целью получения сопоставимых между странами оценок, которые могли бы использоваться для осуществления глобального мониторинга хода работы по искоренению всех форм насилия в отношении женщин и девочек, в том числе в рамках задачи 5.2 Целей в области устойчивого развития (ЦУР). Данное взаимодействие с государствами-членами значительно способствует повышению эффективности процедуры и улучшению качества сопоставимых между странами оценок.

Консультации будут проводиться с уполномоченными контактными лицами посредством портала ВОЗ для консультаций со странами.

Государствам-членам предлагается назначить координаторов для работы по составлению оценок масштабов насилия в отношении женщин. Информацию о назначенных координаторах и их контактные данные (фамилия и имя полностью, должность, организация, адрес электронной почты) необходимо выслать в возможно короткий срок до начала консультаций на адрес электронной почты [email protected]. Координаторы затем получат инструкцию по порядку подключения к порталу для консультаций со странами.

Ожидается, что портал для консультаций со странами будет работать с конца сентября 2024 г. в течение восьми недель. Любые сведения, представленные после этой даты, могут быть не отражены в окончательной публикации оценок по странам.

El Director General de la Organización Mundial de la Salud (OMS) presenta sus respetos a

los Estados Miembros y Miembros Asociados y tiene el honor de informarlos de que se prevé que

las estimaciones internacionalmente comparables sobre la violencia contra las mujeres se

publiquen en mayo de 2025.

De acuerdo con las normas de calidad a que se atiene la OMS para publicar datos y antes de

dar a conocer oficialmente las mencionadas estimaciones, la Organización consulta a los Estados

Miembros para que examinen la información recopilada a partir de fuentes primarias, aseguren la

inclusión de fuentes adicionales que quizá no se hayan identificado con anterioridad y revisen las

estimaciones de cada país derivadas del modelo estadístico aplicado a los datos nacionales por

países para obtener estimaciones comparables entre países a los fines de supervisión mundial, en

particular para la meta 5.2 de los Objetivos de Desarrollo Sostenible (ODS), sobre la eliminación

de todas las formas de violencia contra las mujeres y las niñas. El proceso de obtención de las

estimaciones internacionalmente comparables se ha beneficiado en gran medida de intercambios

anteriores con los Estados Miembros.

La consulta se llevará a cabo a través del portal de consulta de la OMS para los países con la

persona o personas que hayan sido designadas coordinadoras.

Se pide a los Estados Miembros que designen a una o varias personas como coordinadoras

para las estimaciones de la prevalencia de la violencia contra las mujeres. El nombre de la persona

o personas designadas coordinadoras, junto con sus señas de contacto (nombre completo, cargo,

afiliación y dirección de correo electrónico), deberían enviarse lo antes posible y antes de la

apertura de la consulta a la dirección: [email protected]. El coordinador o coordinadores

recibirán instrucciones para acceder al portal de consulta para los países.

Se espera que el portal de consulta para los países se abra a finales de septiembre de 2024 y

se cierre ocho semanas después. Toda información que se reciba con posterioridad a esa fecha
