Dear Mr. Kajak,

I acknowledge receipt of your response to the request by the Minister for Public Enterprises in Ghana to embark on a study tour to Estonia. The concerns and the suggestions made are well noted, however, we thought we could engage the Ministry of Finance in a face to face meeting and then later meet some selected State Owned Enterprises on our quest. This is because part of the delegation will be made up of the Director General and a Manager from the State Interests and Governance Authority (SIGA) which holds the interests of government in all State Entities, the reason we requested for a three day study tour.

If that will be possible, we shall be glad to go in that direction. If the only option left for us is for a Teams or an online meeting, then I shall confer with my superiors and revert. Please let me know the way forward for a decision to be taken.

We are delighted for your interest towards Estonian SOE reforms and current governance. During the past year we have had two similar meetings with delegations from other countries learning Estonian SOE landscape, but these meetings have been no longer than 2 hours. Therefore, we kindly ask you to consider a shorter visit instead of the proposed 3-day study visit or even a videocall over TEAMS or similar technical solution.

Concerning the timing of the visit or call, period from June to August is typically time for vacations in Estonia, and we may find it difficult to have the stakehoider representatives and officials available during that time. May we suggest a visit in September or later, the exact time can be proposed by Ghanaian delegation.
