Dear Mr Toomas Valge, The Ministry of Economic Affairs and Communications is issuing this Letter of Support to the
Futugrid Technologies OÜ to acknowledge the necessity of further development of the introduced
smart solution for a grid balancing service by leveraging proactive consumption control. This is
for several reasons, e.g.:
• Estonia faces challenges related to the desynchronisation from the regional BRELL
electricity grid in 2025;
• Options for automatic frequency restoration reserve (aFRR) are limited, both on the
production and consumption side;
• There is a pressing need for an effective and agile balancing service in the context of the
transition towards renewable power production.
The demonstrated solution of a remotely controlled device developed by Futugrid Technologies
OÜ seems to address all these challenges. First, by contributing to the grid frequency containment
and therefore energy security. Second, by providing a viable solution of consumption-based aFRR
reserve. Third, by complementing power storage solutions needed for increasing intermittent and
non-dispatchable power from renewable sources.
Additionally, for its current properties and technical possibilities, the Ministry of Economic Affairs
and Communications sees an opportunity for this solution to contribute to the Real-Time Economy
(RTE) digital ecosystem. Natively, it has the necessary building blocks intrinsic to RTE solutions
based on standardized and machine-readable data exchange in or near real-time.
Futugrid Technologies OÜ has proven that depending on Government-to-Business arrangements,
this solution could provide a useful tool for agile power management and distribution also in crisis
situations – in near real-time. All this while utilizing the already existing assets in the form of home
appliances aggregated into a controlled network.
We encourage the exploration of aspects of the RTE for further development of the solution
intended to address the daily optimization needs of end users as well as alleviate the challenges
related to state-level energy management and energy security.
