This is a high-level executive panel, with the objective to discuss regional and country specific challenges and opportunities arising from digital development and transformation. The focus will be on the CIS countries and how the CIS region could accelerate the achievement of the UN Sustainable Development Goals through digital.

13:30-14:20 Multistakeholder cooperation for digital development
This session will present an overview of digital cooperation actions promoted by different international organizations, multilateral banks, and other stakeholders to achieve digital development in the CIS. Likewise, the progress report of some joint initiatives between ITU and other agencies will be presented. ITU BDT will present on the implementation of the Kigali Action Plan and Regional initiatives for CIS Region approved by World Telecommunication Development Conference 2022 (WTDC-22).

14:40-15:30 Transforming Partner2Connect pledges into commitments for impact This session will also introduce to ITU Member States, UN and development community the Partner2Connect initiative and its expected impacts in achieving the universal meaningful connectivity and sustainable digital transformation within the broader Sustainable Development Goals (SDGs). Partners will be invited to share progress on the pledges made under the P2C platform and in particular:
• To elaborate on the progress made towards implementing their pledge(s); highlight opportunities available and or partnerships required to advance their commitment.
• Invite Members/ panelists who have not made any pledges to do so and make use of the P2C platform to mobilize resources needed.

• Emphasize on the need for public-private collaboration to accelerate digital development among others.
• Share their ideas/views on how platforms such as P2C can be used to accelerate digital developments in the CIS Region.

PARTNER 2 CONNECT (P2C) ROUNDTABLES:
The Partner2Connect regional matchmaking roundtable is a multistakeholder platform for matchmaking between regional and country needs and existing pledges already announced as well as new pledges. The matchmaking is aligned with the WTDC-22 adopted Regional Initiatives for the CIS region. Through engagement among pledging partners and the Member States, the roundtables aims at transforming pledges into concrete commitments ready for implementation for concrete results and impact.
10:00-11:00 P2C Matchmaking Roundtable 1 – RI CIS1 RI CIS1: Developing infrastructure to promote innovation and partnerships in the introduction of new technologies – the Internet of Things, including the industrial Internet, smart cities and communities, 5G/IMT-2020 and next-generation NET-2030 communication networks, quantum technologies, artificial intelligence, digital health, digital skills and environmental protection.

RI CIS3: Creating an enabling legal and regulatory environment to accelerate digital transformation.
Objective: To provide assistance to ITU Member States in the region in developing related laws and regulations and digital services in various economic sectors, fostering innovation, increasing information sharing and strengthening cooperation in regulation, thereby contributing to the creation of an enabling regulatory environment for all stakeholders.

RI CIS4: Digital skills and information and communication technology accessibility for the public, in particular for persons with disabilities.
Objective: To provide assistance to ITU Member States in the CIS region in formulating recommendations for the development of the public's digital skills, paying particular attention to persons with disabilities.

RI CIS5: Development of smart cities and communities.

I am pleased to invite you to participate in the ITU Regional Forum on Digital Government, organized by the International Telecommunication Union (ITU) at the kind invitation of the Ministry of Digital Development, Innovation and Aerospace Industry of the Republic of Kazakhstan and JSC “National Information Technologies”, which will be held in Astana, Kazakhstan, from 28 to 29 March 2024.
The Forum is addressed to representatives of ministries, regulators, municipalities, telecom operators, universities and general education institutions, telecommunication equipment manufacturers, research and development institutes, software developers and other interested stakeholders.
The ITU Regional Forum on Digital Government is a focused event with working sessions and open discussions on emerging issues. The first day of the event will highlight the capabilities available to countries through the GovStack initiative, the tools and services available for use, and provide further insight into key components of the initiative. On the second day, representatives of the CIS countries and other regions will share success stories in the implementation of digital government services, discuss challenges and possible ways to solve them through cooperation and exchange of experience within the framework of the ITU GovStack initiative.
The forum will be held in a hybrid format (offline and online) in Russian and English languages with simultaneous interpretation. To participate, please should register on the event website. Registration confirmation will be sent to registered participants by email. All materials are posted on the forum web page.
