Professional Anti-corruption Training in Major Infrastructure Projects
for Countries along the Belt and Road 2nd to 10th September 2024
Course Organiser Hong Kong International Academy Against Corruption under the Independent Commission Against Corruption (ICAC) of the Hong Kong Special Administrative Region of the People’s Republic of China Course Objective To enhance participants’ awareness, knowledge and skills necessary to combat and
prevent corruption in infrastructure projects; To foster international exchange of experiences and good practices in
anti-corruption efforts in countries of the Belt and Road Initiative (BRI); and To establish strong and long-lasting network among anti-corruption agencies and
related organisations in BRI countries. Course Date 2nd to 10th September 2024 (eight days), including a three-day study tour to a city in the Mainland of China from 5th to 7th September 2024 Course Structure lectures by anti-corruption experts from the ICAC in the field of corruption
investigation, systemic prevention and building of integrity culture; professional sharing by senior government officials / experts in major works
projects; a three-day study tour in the Mainland of China; and field studies at major infrastructure projects in Hong Kong Course Topic Corruption risks and vulnerabilities in lifecycle of infrastructure projects Corruption trend in the construction sector and lessons learnt from major
corruption cases related to works projects

Experience sharing on measures to prevent corruption in construction projects Digitalisation and risk-based approach in works/infrastructure projects supervision Building and sustaining an integrity culture in infrastructure projects Participants To derive the maximum benefit from the course, participants should preferably possess experience in infrastructure and works projects. The course is suitable for middle to senior management staff of anti-corruption agencies, and each agency may nominate at most two participants to the Course.
Training Venues The main training venue is ICAC Building, 303 Java Road, North Point, Hong Kong, China. Visits to other organisations in Hong Kong and a three-day study tour to a city in the Mainland of China will be arranged. Medium of Training English Cost The ICAC will cover the course fees and provide in-town transportation for visits to organisations in Hong Kong and the Mainland of China.
Hong Kong o Participants will be responsible for covering the costs of flights, hotel
accommodation (about USD150 per night) (see also “Accommodation” below), visa application, meals and other personal expenses in Hong Kong.
The Mainland of China o Participants will be responsible for covering the costs of transportation between
Hong Kong and the Mainland of China (round-trip of about USD150), visa application, hotel accommodation and meals in the Mainland of China (about USD120 per night) and other personal expenses in the Mainland of China.
Visa Participants may be required to apply for a visa for entering Hong Kong and/or the Mainland of China. Please check the application procedures with Chinese consulates in your countries, and make necessary application. Please visit the following websites for more information:

for Countries along the Belt and Road
2nd to 10th September 2024
I am pleased to invite you to send officers to join our Professional Anti-corruption
Training in Major Infrastructure Projects, which will be held in Hong Kong, with a study
tour to the Mainland of China, from 2nd to 10th September 2024.
China launched the Belt and Road Initiative (BRI) in 2013 to promote economic
prosperity and cooperation, and strengthen exchanges and mutual learning with different
countries around the world. Among this multifaceted collaboration, large infrastructure
projects play a vital role in economic development. The success of these projects hinges
much on a good integrity system.
This Course aims to assist anti-corruption agencies to ensure that effective
preventive mechanism is in place and the risk of corruption is minimised, so as to contribute
to the sustainable development of the BRI. Through in-depth sharing, discussions, field
studies and mutual exchange, participants will have an invaluable opportunity to enrich
their knowledge and enhance their abilities of combating and preventing corruption in
major infrastructure projects. As a highlight, the Course includes a study tour to the
Mainland of China, in which the participants will get the first-hand experience in China’s
impressive development in infrastructure works and rich experience in managing mega
infrastructure projects.
