The Director-General of the World Health Organization (WHO) presents his compliments to Member States, Associate Members and regional economic integration organizations, and has the honour to refer to decision SSA2(5) (2021), which established the Intergovernmental Negotiating Body (INB) to draft and negotiate a WHO convention, agreement or other international instrument on pandemic prevention, preparedness and response, with a view to adoption under Article 19, or under other provisions of the WHO Constitution as may be deemed appropriate by the INB, as well as decision WHA77(20) (2024), which extended the mandate of the INB.

Member States are informed that the tenth meeting of the INB will be held from 16 to 17 July 2024 in hybrid format. The tenth meeting will open at 09:30 (CEST) on Tuesday, 16 July 2024.

Meeting registration and access

Two persons per delegation are invited to be physically present in the meeting room at WHO headquarters in Geneva, Switzerland, with other members of the delegation participating through the virtual platform. To participate in person, INDICO registration will be required using the following link:

– https://indico.un.org/e/INB10 no later than 10 July 2024.

To participate virtually, renewed online registration will not be required for the tenth meeting of the INB (INB10) for Member States who have previously registered for the ninth meeting of the INB. In that regard, WHO will consider Member States’ credentials submitted during the registration process for the ninth meeting as remaining valid for the purposes of registration for the INB10, unless informed otherwise by email to [email protected] no later than 10 July 2024.

Member States who did not register for the ninth meeting or who wish to revise their list of delegates may send an email to [email protected] no later than 10 July 2024. To facilitate the processing of requests, Member States are invited to list in the body of the email the delegate(s) who should be added in the following format: email address, Member State, name (first name and surname of the delegate). A note verbale is not required for the purposes of updating the delegation’s list for virtual participation.

Following registration, a personalized link to access the virtual platform will be sent to delegates in the days preceding the meeting.

意，并谨提请其注意 SSA2(5)号决定（2021 年），该决定设立了起草和谈判世卫组织预

Le Directeur général de l’Organisation mondiale de la Santé (OMS) présente ses compliments aux États Membres, aux Membres associés et aux organisations d’intégration économique régionale et a l’honneur de se référer à la décision SSA2(5) (2021) portant création de l’organe intergouvernemental de négociation chargé de rédiger et de négocier une convention, un accord ou un autre instrument international de l’OMS sur la prévention, la préparation et la riposte face aux pandémies, en vue de son adoption en application de l’article 19, ou d’autres dispositions de la Constitution de l’OMS que l’organe intergouvernemental de négociation jugerait indiquées, ainsi qu’à la décision WHA77(20) (2024), en vertu de laquelle le mandat de l’organe intergouvernemental de négociation a été prolongé.

Les États Membres sont informés que l’organe intergouvernemental de négociation tiendra sa dixième réunion les 16 et 17 juillet 2024 selon des modalités hybrides. La dixième réunion s’ouvrira le mardi 16 juillet 2024 à 9 h 30 (HNEC).

Inscription et accès aux réunions

Les États Membres qui ne se sont pas inscrits à la neuvième réunion ou qui souhaitent modifier leur liste de délégués et de déléguées peuvent envoyer un courrier électronique à l’adresse [email protected] au plus tard le 10 juillet 2024. Генеральный директор Всемирной организации здравоохранения (ВОЗ) свидетельствует свое уважение государствам-членам, ассоциированным членам и региональным организациям экономической интеграции и имеет честь сослаться на решение SSA2(5) (2021 г.) об учреждении Межправительственного переговорного органа (МППО) для подготовки и согласования проекта конвенции, соглашения или иного международного инструмента ВОЗ по предотвращению пандемий, обеспечению готовности и принятию мер реагирования в целях его принятия на основании статьи 19 или других положений Устава ВОЗ в зависимости от того, что МППО может счесть уместным, а также на решение WHA77(20) (2024 г.) о продлении полномочий МППО.

Государства-члены настоящим информируются о том, что десятое совещание МППО будет проведено в гибридном формате 16–17 июля 2024 г. Десятое совещание откроется в 9:30 (по центральноевропейскому времени) во вторник, 16 июля 2024 г.

Регистрация и доступ участников

От каждой делегации приглашаются по два представителя для участия в форме личного присутствия в зале заседаний в штаб-квартире ВОЗ в Женеве, Швейцария, в то время как другие члены делегаций смогут принять участие в работе посредством виртуальной платформы. Для участия в форме личного присутствия делегатам необходимо пройти процедуру регистрации в системе INDICO по следующей гиперссылке:

Для участия в работе десятого совещания МППО (МППО10) в виртуальном формате возобновление онлайн-регистрации в случае государств-членов, которые ранее зарегистрировали делегатов для участия в девятом совещании МППО, не требуется. В этой связи, если не позднее 10 июля 2024 г. ВОЗ не будет проинформирована сообщением на адрес электронной почты [email protected] об ином, она будет рассматривать полномочия государств-членов, представленные в ходе регистрации для участия в девятом совещании, как остающиеся в силе для целей регистрации участников десятого совещания.

Государства-члены, которые не проходили процедуры регистрации для участия в девятом совещании или желают внести изменения в состав своей делегации, могут направить соответствующее сообщение на адрес электронной почты [email protected] не позднее 10 июля 2024 г. Для ускорения обработки заявок государствам-членам предлагается указать в тексте сообщения по электронной почте делегатов, которые должны быть добавлены к списку делегации, по следующей форме: адрес электронной почты, государство-член, имя и фамилия делегата. Представление вербальной ноты для актуализации списков членов делегаций, участвующих в работе в виртуальном формате, не требуется.

По завершении процедуры регистрации делегатам за несколько дней до начала работы совещания будет выслана персональная гиперссылка для подключения к виртуальной платформе.

Направление документов на регистрацию по истечении установленного срока может привести к задержке с получением гиперссылок для участия в заседаниях.

El Director General de la Organización Mundial de la Salud (OMS) saluda atentamente a

los Estados Miembros, los Miembros Asociados y las organizaciones de integración económica

regional, y tiene el honor de hacer referencia a la decisión SSA2(5) (2021), por la que se

estableció el Órgano de Negociación Intergubernamental para redactar y negociar un convenio,

acuerdo u otro instrumento internacional de la OMS sobre prevención, preparación y respuesta

frente a pandemias (en adelante «el Órgano de Negociación Intergubernamental»), con miras a

su adopción en virtud del Artículo 19, o de otras disposiciones de la Constitución de la OMS que

el Órgano de Negociación Intergubernamental considere apropiadas, así como a la

decisión WHA77(20) (2024), en virtud de la cual se ha prorrogado el mandato del Órgano de

Negociación Intergubernamental.

Se informa a los Estados Miembros de que la décima reunión del Órgano de Negociación

Intergubernamental se celebrará los días 16 y 17 de julio de 2024 en formato híbrido. La

décima reunión comenzará a las 09.30 horas (horario de verano de Europa Central) del

el proceso de inscripción para la novena reunión siguen siendo válidas a efectos de la inscripción

para la décima reunión, a menos que, a más tardar el 10 de julio de 2024, se le informe de lo

contrario mediante el envío de un correo electrónico a la dirección [email protected].
