Dear Kristina Ek You asked about access to data in Estonian population register. Also thank You for poining out that the link on our web site is not working. There are some technical problems and we are working to fix it. Population Register Act provides for the composition of data in the population register and also the procedure for processing of data and ensuring access to data. In general, applying for access to data in population register is described in Population Register Act, Chapter 8. A company can apply access to data in population register in case of legitimate ineterest. It is important to explain in which legal basis access is needed, which kind of data is needed, what is the purpose of using data, what is going to be done with data you get from population register. As a rule, it is not allowed to give the data you collect to third parties. It can be probleem with foreign companies that it is not possible to control where the addresses can be reached in the end. Which can damage the rights and freedoms of other persons. In any case, the one who needs data from population register, has to apply access through the population register information system. This system is only in Estonian and needs to be logged in via Estonian ID-card, Mobile-ID or Smart ID. It is possible to use representative here (power of attorney has to be added to application).
