Dear Elina Andrijevska, Thank you for your question. Yes, we can confirm that a driving license issued by Estonia meets the requirements set in the Identity Documents Act § 2(1), § 4(1) and § 4(2) and is used in Estonia as an identity document. The Identity Documents Act regulates only the identity documents issued by Estonia. Driving licenses issued in a foreign state which are recognized by Estonia are defined in the Road Traffic Act § 99. But we suggest you to turn with the question of accepting other EU or third country´s driving licenses to the Ministry of Climate or to the Estonian Transport Administration as this question is not under the responsibility of Ministry of Interior.
