Dear Minister,

I am writing on the occasion of the adoption of Directive (EU) 2024/1226 on the definition of

criminal offences and penalties for the violation of Union restrictive measures and amending

Directive (EU) 2018/1673.

The Commission assigns the highest degree of importance to the swift transposition of these

important rules by Member States and will closely follow this process.

To this end, the Commission plans several support actions. An explanatory document on the

directive will soon be shared with Member States at technical level and an expert meeting on

transposition will be scheduled in September/October this year. We are also ready to provide

technical assistance individually, if necessary, to enable national authorities to bring their

legislation in line with the Directive.

I would like to point to the Member States’ obligation to bring into force the laws, regulations and

administrative provisions necessary to comply with the afore-mentioned Directive by 20 May 2025.

Be assured that my services remain available to assist Member States during this transposition

process if they wish so and as need be.
