Request for Data on Hate Crimes
Dear Sir or Madam, As part of a current research project I am conducting at
Humboldt University of Berlin, I aim to analyze the political causes of hate crimes. For this, we need data on hate crimes
in the EU and are therefore contacting the authorities of all member countries.
Some countries have already provided us with this data. To draw representative conclusions about the causes of hate
crimes, we now need corresponding data from Estonia and would be very grateful for your cooperation.
Below you will find an overview of the key points of the research project.
What exactly is being investigated?
The research project analyzes the extent to which the political communication of the AfD affects hate crimes in Germany. The results are expected to yield important implications for
research and policy in the field of hate crimes, such as targeted interventions to combat hate crimes.
Who is responsible for the research project?
The research project is based at Humboldt University of Berlin. The responsible person is Professor Heike Klüver,
Head of the Chair for Comparative Political Behavior.
What data is needed? What is not needed? To carry out this project, we need the official figures on hate
crimes committed from 2016 – present day (or starting even sooner if possible).
Ideally, please provide us with a tabular listing of all recorded hate crimes since 2016 or sooner at the individual crime level.

The following information is essential: - Crime location (as municipality name or postalcode; more precise details are
not necessary) - Date (ideally with day, otherwise month and year)
- Bias Motivation (e.g., sexual orientation, ethnic origin)
The following information is desirable:
- Criminal offense
The following information is not necessary:
- Any persons names or personal details
- Descriptions of perpetrators, victims, incident
- Case resolution
- Exact address of the crime scene (street/ address)
Where will the data be stored? Data provided by the state authorities will be stored exclusively on password-protected
and encrypted computers at Humboldt University of Berlin. The analysis will be carried out locally on the computers by the me and my team of researchers. Data will not be
uploaded to online servers, and there will be no sharing with third parties. The handling of sensitive data is based on the data protection regulations of the Institute of Social Sciences and Humboldt University of Berlin.
What information will be published?
Only aggregated statistical analyses will be published. It will not be possible to draw
conclusions about individual cases (e.g., individual crimes, individual municipalities). In addition to the aggregated results, an anonymized replication dataset will be published, allowing the statistical analysis to be reproduced. Here, too, it will not be possible to
draw conclusions about the federal state, individual municipalities, or individual crimes.
Your assistance is crucial to the success of my research project, and I would be
