Dear colleagues,
This is a reminder to send your replies to the ENV questions to [email protected] as soon as possible.
Your replies on the methods for assessing water leakage levels, in view of the Member States’ communication to the Commission by January 2026, would be highly appreciated.
We would like to take the opportunity to thank the DWEG members and observers who have already submitted their answers and views.
So far we have received replies from twelve DWEG members and one observer.

First of all we would like to thank you for attending the DWEG meeting held yesterday (Thursday 23 may 2024) and for the interesting and useful discussions.
As agreed at the meeting, DG ENV has made the questions regarding the water leakage level assessment and Member States’ communication to the Commission by 12 January 2026 available on the CIRCABC platform (see also enclosed).
Please provide us your replies/input by Friday 7 June by sending an email to [email protected].
DG ENV also included an overview (on page 2 of the enclosed document) of the actions to be taken following the DWEG meeting of 23 May 2024.

Art. 4(3): COM approach on method: questions for your

1. Is providing the COM requested data in the proposed COM approach on water leakage levels by Jan 2026 feasible
for your Member State?
2. In case the COM approach is considered not to be feasible (please explain why it is not feasible), please propose
an alternative approach, ideally fit to ensure harmonised MS’ communication by taking into account the discussions
held at the DWEG meeting on 23 May.
3. How does this alternative approach takes into account the ‘potential for improvement’ and ‘human health,
environmental, technical and economic aspects’ as required by the recast DWD Article 4(3)?.
4. What is the level (water supplier, water supply zones, metered areas, regions, national) of assessment results/data
and what period/year(s) are covered for communication to COM by Jan 2026?
5. Would you support the EUREAU-method as an appropriate method to harmonise the MS’ communication to COM
by Jan 2026 even if you use currently another method? How would this EUREAU-method cover the required
assessment aspects set out under question 3?
6. How to proceed after Jan 2026 (communication to COM): how best to organise the MS’ involvement in the COM
assessment? 1
Actions (summary)
1. ENV: inform MS DW competent authorities (via DWEG members) on the draft COM advice on PFAS in DW at
same time when WMD are informed.
2. ENV: finalise the Technical Guidelines regarding methods of analysis for PFAS monitoring
3. Members/observers: reply to the ENV questions on water leakage assessment and make proposals on an
(harmonised) approach for communication to COM by Jan 2026 by 7 June.
4. Members: provide input on the best way to organise MS’ consultations after the MS’ communication to COM of
water leakage assessments
5. ENV: make the COM DWD synthesis reports 2014-2016 and 2017-2019 available on the CIRCABC platform
6. Members: send issues with deadlines for recast DWD data transfer to Reportnet3 + include proposals in written to
ENV as soon as possible
