We are excited to announce that REScoop.eu just published
a policy briefing analysing the REPowerEU chapters of 23 Member States. The briefing analyses the updated Recovery and Resilience Plans along three criteria: 1) transparency and inclusivity during the drafting process, 2) support for fossil fuels, 3) conducive reforms and investments towards (collective) self-consumption and energy communities. The briefing is based on the broader analysis we have conducted in the context of our
Public Financing Tracker.
We hope this analysis can be useful in light of the Commission's upcoming review of the RRF (& relevant working paper), as well as the upcoming Multiannual Financial Framework review in 2025, with a view of encouraging Member States to further provide support towards energy communities, including through dedicated funding tenders.
We applaud that multiple Member States used the recent revision of their NRRPs to promote important reforms and investments for energy communities, including 1) the establishment of regulatory frameworks, 2) One Stop Shops and awareness raising measures, 3) accelerated permitting. As we shift gears into implementation, we argue more can be done.
REScoop.eu remains at your disposal to help the Commission assist Member States in co-creating appropriate funding instruments to target authentic, citizen-owned energy communities with proven social impact.
