RE: High-Level Meeting on the 2025 Regional Refugee Response Plan and Annual

Consultations with Partners in Estonia

Dear Mr. Kaasik,

I am pleased to inform you that UNHCR is organizing a visit to Estonia on 27-28 August 2024.

During this time, Ms. Annika Sandlund, Representative of UNHCR’s office for the Nordic and

Baltic Countries, would like to meet with your Ministry to discuss the 2025 Regional Refugee

Response Plan (RRP) for the Ukraine situation. The meeting presents an opportunity for

UNHCR to highlight its priorities with regard to the Ukraine refugee response and to understand

the Government’s strategic direction, needs and plans. UNHCR and its RRP partners look

forward to continuing to complement the Estonian government’s response in 2025 and 2026.

During the visit on 27-28 August, UNHCR will also organize annual consultations with refugee

communities, civil society partners and other UN agencies. The objective of these consultations

is to have an exchange on the needs and challenges faced by refugees; to prioritize protection

activities; and to plan programmes for 2025, taking into account available capacities and

resources needed.

I would be most grateful for your participation in a bilateral meeting on the 2025 RRP. Kindly

let me know if any of the proposed dates are suitable for you, as well as the preferred time for a

meeting. It would be also helpful to receive the name of a contact person in your Ministry to

whom we could reach out with regard to further preparations of the meeting.

I would like to extend my gratitude to your Ministry for its continued cooperation with UNHCR

and thank you for your commitment to refugee protection. We look forward to productive

discussions and further collaboration.
