Please visit Estonian Custom and Tax Board website concerning sending gifts https://www.emta.ee/en/private-client/consignments-travel-settlement/consignments/gifts as all gifts arriving from outside the European Union must be declared. Please contact Estonian Custom and Tax Board to clarify if there are special requirements (e.g CE-marking requirement for electrical device/CE-marking requirement for medical device) for the goods that you wish to send as a gift (will be used by a private person and is not imported for distribution).

Unfortunately your description does not explain the country of origin of the shipment, whether the sender is a private person, which institution returned the shipment and advised you to contact the Ministry of Social Affairs.
