The Director-General of the World Health Organization (WHO) presents his compliments to Member States, Associate Members and regional economic integration organizations, and has the honour to refer to decision SSA2(5) (2021), which established the Intergovernmental Negotiating Body (INB) to draft and negotiate a WHO convention, agreement or other international instrument on pandemic prevention, preparedness and response, with a view to adoption under Article 19, or under other provisions of the WHO Constitution as may be deemed appropriate by the INB.

Member States are informed that the eighth (INB8) and ninth (INB9) meetings of the INB will be held from 19 February–1 March 2024 as well as from 18–28 March 2024, respectively, in hybrid format. The eighth meeting will open at 09:00 (CET) on Monday, 19 February 2024 and the ninth meeting will open at 09:00 (CET) on Monday, 18 March 2024.

Meeting registration and access

Two persons per delegation are invited to be physically present in the meeting room at WHO headquarters in Geneva, Switzerland, with other members of the delegation participating through the virtual platform. To participate in person, INDICO registration will be required using the following links:

– https://indico.un.org/e/INB8 no later than 12 February 2024 for INB8; and

– https://indico.un.org/e/INB9 no later than 11 March 2024 for INB9.

To participate virtually, renewed online registration will not be required for INB8 for Member States who have previously registered for the seventh meeting of the INB drafting group. Renewed online registration will not be required for INB9 for Member States who have previously registered for the seventh meeting of the INB drafting group and INB8.

In that regard, WHO will consider Member States’ credentials submitted during the registration process for the seventh meeting as remaining valid for the purposes of registration for the INB8 unless informed otherwise by email to [email protected] no later than 12 February 2024. Member States’ credentials submitted during the registration process for the seventh and eighth meetings will remain valid for the purposes of registration for the INB9 unless informed otherwise by email to [email protected] no later than 11 March 2024.

Member States who did not register for the seventh meeting or who wish to revise their list of delegates may send an email to [email protected] no later than 12 February 2024 for INB8 and 11 March 2024 for INB9.

To facilitate the processing of requests, Member States are invited to list in the body of the email the delegate(s) who should be added in the following format: email address, Member State, name (first name and surname of the delegate). A note verbale is not required for the purposes of updating the delegation’s list for virtual participation.

Following registration, a personalized link to access the virtual platform will be sent to delegates in the days preceding the meeting.

Registrations sent after the deadline may cause a delay in the receipt of a link to participate in the meeting.

Le Directeur général de l’Organisation mondiale de la Santé (OMS) présente ses compliments aux États Membres, aux Membres associés et aux organisations régionales d’intégration économique et a l’honneur de se référer à la décision SSA2(5) (2021) portant création de l’organe intergouvernemental de négociation chargé de rédiger et de négocier une convention, un accord ou un autre instrument international de l’OMS sur la prévention, la préparation et la riposte face aux pandémies, en vue de son adoption en application de l’article 19, ou d’autres dispositions de la Constitution de l’OMS que l’organe de négociation jugerait indiquées.

Les États Membres sont informés que l’organe intergouvernemental de négociation tiendra sa huitième réunion du 19 février au 1er mars 2024 et sa neuvième réunion du18 au 28 mars 2024, selon des modalités hybrides. La huitième réunion s’ouvrira le lundi 19 février 2024 à 9 heures (HEC) et la neuvième réunion le lundi 18 mars 2024 à 9 heures (HEC).

Inscription et accès aux réunions

Deux personnes par délégation pourront être physiquement présentes dans la salle de réunion au Siège de l’OMS, à Genève (Suisse), tandis que les autres membres de la délégation participeront à la réunion par l’intermédiaire de la plateforme en ligne. Afin de faciliter le traitement des demandes, les États Membres sont invités à indiquer dans le corps du courriel la ou les personnes à ajouter en respectant le format ci-après : adresse électronique, État Membre, nom (prénom et nom de famille). Une note verbale n’est pas nécessaire aux fins de la mise à jour de la liste de la délégation pour la participation en ligne.

Une fois leur inscription effectuée, les délégués et les déléguées recevront un lien personnalisé d’accès à la plateforme en ligne quelques jours avant le début de la réunion.

уместным.

Государства-члены настоящим информируются о том, что восьмое и девятое

совещания МППО будут проведены, соответственно, 19 февраля – 1 марта 2024 г.,

Регистрация и доступ участников

От каждой делегации приглашаются по два представителя для участия в форме

личного присутствия в зале заседаний в штаб-квартире ВОЗ в Женеве, Швейцария,

в то время как другие члены делегаций смогут принять участие в работе посредством

виртуальной платформы. Для участия в форме личного присутствия делегатам

необходимо пройти процедуру регистрации в системе INDICO по следующим

адресам:

Государства-члены, которые не проходили процедуры регистрации для участия в

седьмом совещании или желают внести изменения в состав своей делегации, могут

направить соответствующее сообщение на адрес электронной почты

Для ускорения обработки заявок государствам-членам предлагается указать в тексте

виртуальной платформе.

Направление документов на регистрацию по истечении установленного срока может

привести к задержке с получением гиперссылок для участия в заседаниях.

El Director General de la Organización Mundial de la Salud (OMS) saluda atentamente a los Estados Miembros, los Miembros Asociados y las organizaciones de integración económica regional, y tiene el honor de hacer referencia a la decisión SSA2(5) (2021), por la que se estableció el Órgano de Negociación Intergubernamental para redactar y negociar un convenio, acuerdo u otro instrumento internacional de la OMS sobre prevención, preparación y respuesta frente a pandemias, con miras a su adopción en virtud del Artículo 19, o de otras disposiciones de la Constitución de la OMS que el Órgano de Negociación Intergubernamental considere apropiadas.

Se informa a los Estados Miembros de que las reuniones octava y novena del Órgano de Negociación Intergubernamental se celebrarán del 19 de febrero al 1 de marzo de 2024 y del 18 al 28 de marzo de 2024, respectivamente, en formato híbrido. La octava reunión comenzará a las 09.00 horas (horario de Europa Central) del lunes 19 de febrero de 2024, mientras que la novena reunión dará comienzo a las 09.00 horas (horario de Europa Central) del lunes 18 de marzo de 2024.

Inscripción y acceso a la reunión

Se invita a cada delegación a enviar a dos personas para que estén físicamente presentes en la sala de reuniones de la Sede de la OMS en Ginebra (Suiza), mientras que los demás integrantes de la delegación participarán a través de la plataforma virtual. Para asistir en persona es preciso inscribirse en los siguientes enlaces de INDICO:

– https://indico.un.org/e/INB8, a más tardar el 12 de febrero de 2024, para la octava reunión del Órgano de Negociación Intergubernamental; y

– https://indico.un.org/e/INB9, a más tardar el 11 de marzo de 2024, para la novena reunión del Órgano de Negociación Intergubernamental.

Los Estados Miembros que se inscribieron para la séptima reunión del grupo de redacción del Órgano de Negociación Intergubernamental no tendrán que renovar la inscripción en línea para asistir virtualmente a la octava reunión del Órgano de Negociación Intergubernamental. Los Estados Miembros que se inscribieron para la séptima reunión del grupo de redacción del Órgano de Negociación Intergubernamental y para la octava reunión del Órgano de Negociación Intergubernamental no tendrán que renovar la inscripción en línea para asistir a la novena reunión del Órgano de Negociación Intergubernamental.

A este respecto, la OMS considerará que las credenciales de los Estados Miembros presentadas durante el proceso de inscripción para la séptima reunión siguen siendo válidas a efectos de la inscripción para la octava reunión, a menos que, a más tardar el 12 de febrero de 2024, se le informe de lo contrario mediante el envío de un correo electrónico a la dirección [email protected]. Las credenciales de los Estados Miembros presentadas durante el proceso de inscripción para la séptima y la octava reuniones seguirán siendo válidas a efectos de la inscripción para la novena reunión del Órgano de Negociación Intergubernamental, a menos que, a más tardar el 11 de marzo de 2024, se le informe de lo contrario mediante el envío de un correo electrónico a la dirección [email protected].

Los Estados Miembros que no se inscribieron para participar en la séptima reunión o que deseen revisar su lista de delegados pueden enviar un correo electrónico a la dirección [email protected], a más tardar el 12 de febrero de 2024 para la octava reunión del Órgano de Negociación Intergubernamental y el 11 de marzo de 2024 para la novena reunión.

A fin de facilitar la tramitación de las solicitudes, se invita a los Estados Miembros a que indiquen, en el cuerpo del mensaje, el delegado o delegados que deben añadirse o suprimirse, de acuerdo con el siguiente formato: dirección de correo electrónico, nombre del Estado Miembro, nombre y apellidos del delegado. No es necesaria una nota verbal con el fin de actualizar la lista de la delegación para la participación virtual.

Tras la inscripción, y en los días previos a la reunión, se enviará a los delegados un enlace personalizado para acceder a la plataforma virtual.

Las inscripciones enviadas fuera de plazo pueden conllevar un retraso en la recepción del enlace de asistencia a la reunión.
