Thank you for the opportunity to provide input concerning water leakage level assessment.
In Estonia data collection and management concerning leakage levels of drinking water supply systems is in place already years. Data is collected and managed at the level of drinking water supplier and their drinking water supply zones. Data is available also below the threshold value set in DWD, i.e for water suppliers supplying drinking water less than 10 000 m3 per day or serving less than 50 000 people. We consider it important to deal with water leakages as it is important to protect water resources in the changing climate and we already have examples in temporary water shortages in some regions. Also, data is collected and managed concerning leakage levels of wastewater systems.
Estonia is ready to report the requested data foreseen in Commission proposal for data sets concerning leakage levels for the required years and by the set deadline as well as the data requested in EurEau proposal. However, we prefere and suggest to use EurEau proposal, as this is much simpler, clearer, does not put too much workload for drinking water producers for data gathering and eventually gives the same result as Commission proposal.

As agreed at the meeting, DG ENV has made the questions regarding the water leakage level assessment and Member States’ communication to the Commission by 12 January 2026 available on the CIRCABC platform (see also enclosed).
Please provide us your replies/input by Friday 7 June by sending an email to [email protected].
DG ENV also included an overview (on page 2 of the enclosed document) of the actions to be taken following the DWEG meeting of 23 May 2024.

Oleme tähtaegselt ära vastanud sellele Euroopa Komisjoni päringule. Kuna lekete teema rohkem KliM pärusmaa, siis korraldasin ise vastamise ära. Lisan saadetud vastuse siia attachmendina juurde ka. Vabandused, et teid kõiki infoväljas ei hoidnud, kuid Ramon oli kursis ja sai ka vastuse CC.
Eestis KAUR kogub veekasutuse aastaaruannetega nii joogivee kui reovee lekete andmeid juba pikemat aega kõikidelt vee-erikasutajatelt, mitte ainult nendelt kolmelt suurelt, mida direktiiv nõuab. Nii KAUR kui ka EVEL sõnutsi mõlemad nii KOM kui EurEau poolt välja pakutud raporteeritavate andmete koosseisud on sellised, et meil on võimalik andmed esitada, kuid eelistatud on EurEau poolt pakutud lahendus, teadaolevalt ka paljud teised riigid eelistavad EurEau oma, kuna lihtsam ja selgem ja annab lõppkokkuvõttes sama tulemuse mis Komisjoni oma.

Kui vastamise all mõtleme EK-le raporteerimist siis veeseaduse kohaselt peab seda tegema Terviseamet 2026 aasta 12. jaanuariks.
§ 2848. Veelekete taseme ja veelekete vähendamise võimaluste hindamine
Terviseamet edastab käesoleva seaduse § 195 lõikes 4 nimetatud hindamise tulemused Euroopa Komisjonile hiljemalt 2026. aasta 12. jaanuariks.
ENDWARE koosolekul oli juttu, et:
Komisjon tegi ettepaneku andmestiku osas, mida koguma hakatakse riikidelt. Riigid saavad sellele praegu tagasisidet anda. Ehk et 2026. a 12. jaanuariks tuleb raporteerida ja 2028. aastaks töötab Komisjon välja selle lekete taseme künnise, mille ületamisel tuleb
riikides meetmeid rakendada.
Praegu jääb mulje, et kogutakse arvamusi, et milliseid veelekete meetodeid pigem liikmesriigid sooviksid kasutada. Minule jäi mulje, et seda infot küsiti juuni kuu jooksul. Kui nii siis oleme selle esitamisega hiljaks jäänud aga võib-olla ei ole ka veel.
Ilmselt peaks siis andma edasi infot, et millist lekete määramise metoodikat jms meil siin vee-ettevõtted eelistavad. Kas meil on üldse sellist infot? Kuskilt on meelde jäänud, et vist EUR-EAU grupist on mingid soovitused vms juba välja pakutud või seal osalevad
veekäitlejad (nt Tallinna Vesi) oskavad vast täpsustada.
